Monaghan. Dear Sir or Madam: Please see response to each Further Information Request below (in blue): 1. Section 15.22.5 ‘On-Site Wastewater Treatment Systems’ of the Monaghan County Development Plan 2025-2031 states that on-site wastewater treatment systems should be located, constructed and maintained to the highest standards to ensure minimal impacts on water quality, including groundwater and surface water. It is unclear from the details provided as to what volumes of wastewater will be generated by the proposed development. Having regard to same, the applicant is requested to submit the following details/documentation in the interests of environmental protection; a) a wastewater characterisation report to include volumes of all wastewaters to be generated by the proposed development. The report shall have regard to the relevant EPA Code of Practice. Please refer to site assessment report prepared by Traynor Environmental attached for further details. This site assessment report is accompanying this FI response. b) a fully completed Water Protection Plan checklist. Please refer to water protection plan checklist prepared by Mitchell Environmental attached for further details. This water protection plan checklist is accompanying this FI response. 2. Subject to clarification provided in respect of item 1 (a) above, the applicant is requested to provide the following information; a) an assessment of the existing wastewater treatment system and percolation area. I. The assessment shall demonstrate the capacity of the existing wastewater treatment system to treat the proposed wastewater loadings prior to discharge to percolation area. II. The assessment shall demonstrate the suitability of the existing percolation area to further treat wastewater from the treatment system. III. If necessary, the assessment shall include proposals for upgrade of the system to serve the proposed development or, details of an agreement with Uisce Éireann for connection to the public sewer. IV. The assessment and proposals shall take account of the requirement of the relevant EPA Code of Practice and shall be prepared by a suitably qualified person. Please refer to FI response from Mitchell Environmental attached where they state: ‘’As no additional loadings are going to be added to the existing wastewater treatment plant and percolation area with the new proposed Gym Facility. Mitchell Environmental are satisfied that the existing 16PE and Percolation area is fit for purpose and is sized adequately to deal with the existing loadings.’’ b) additional information to demonstrate that the discharge will not cause deterioration in water quality of the receiving water body in accordance with the requirements of the European Communities Environmental Objectives (Groundwater) Regulations, 2010 (S.I. No. 9 of 2010) (Groundwater Regulations); and /or the European Communities Environmental Objectives (Surface Water) Regulations, 2009 (S.I. No. 272 of 2009). Please refer to FI response from Mitchell Environmental attached where they state: ‘’Discharge will not cause deterioration in water quality on the receiving water body as no additional loadings are being added to the treatment plant, therefore the existing treatment plant and percolation installed is sized adequately to deal with existing loadings.’’ 3. RECEIVED: 28/05/2026 Planning Authority notes that the submitted plans do not accurately reflect the existing structure on-site and/or conform with drawing details previously approved under original permission 18/506. In particular, the Planning Authority notes the following; a) there is an existing structure attached to the western side of existing dressing room building which does not have the benefit of planning permission, or form part of the proposed application. The existing canopy structure on the western side of the existing dressing room building referenced is proposed to be removed and is identified on the revised drawings submitted with this FI response . Please refer to revised drawings PP(00)001, PP(00)002 & PP(00)003 for outline of canopy structure to be removed. b) The ‘flat cladding’ wall finish of the existing structure, as indicated in the previous approved plans and the submitted plans, does not reflect the existing structure on site. Please refer to drawing PP(00)003 Floor Plans, Elevations & Section for revised wall finish annotation indicating the existing corrugated painted metal finish of the existing structure on-site. c) The location and number of existing window and door openings do not reflect that which was previously approved under permission 18/506, or form part of this current application. Please refer to drawing PP(00)003 Floor Plans, Elevations & Section for revised drawings including the accurate as-built drawings which accurately represent the location and number of existing window and door openings. d) The internal floor plan layout and room types do not match that previously approved under permission 18/506. The internal layout modifications are minor in nature and do not materially alter the permitted use or overall function of the building. An additional multifunctional room has been created through minor alterations to the internal layout. No change of use is proposed as part of this application. Please refer to revised drawing PP(00)003 and associated revised drawings submitted as part of this FI response, which accurately reflect the existing internal layout. The applicant is requested to provide clarification with regard to points (a) to (d) above and, where applicable, provide mitigating drawings/documentation. Please refer to revised drawings accompanying this FI response.
