ENVIRONMENTAL REPORT
To Planning
From: Lisa Smith, Environment Section
Ref: 26/60160 Meegan Builders (Castleblayney) Ltd, Cloghvally Lower TD,, Carrickmacross, Co.

Agent: McMahon Associates
Planning permission for proposed construction of a single storey building with 2 No. light industrial
units and associated 2-storey ancillary office and amenities •The erection of a 2.4m high boundary
wall / fence to the perimeter of site. •Access to the site will be via the existing business park service
road and entrance onto R927 carriageway as previously granted permission (ref: 17/585 and
22/144). •Foul drainage connection to existing pumping station and storm drainage connection to
mains sewer as previously granted permission (ref:17/584, 17/585 and 22/144). •Together with
associated landscaping, retaining walls and all ancillary site works.
The site is located within the Rossdreenagh Stream_020 waterbody which has been classified as
Moderate Status, with an WFD objective of restore by 2027. The site is located on an area of extreme
groundwater vulnerability which is underlain by a regionally important Aquifer. The site is within
Spring and Monalty Lough Source protection area and in the inner protection zone for Carrickmacross
PWS. Domestic wastewater has been identified as a significant pressure on this waterbody.
A water protection plan checklist has been submitted.
The site is an existing industrial area/business park. There are existing units built and also undeveloped
areas. In the engineers report and from the site drainage plans proposals are to connected storm
water and foul drainage to the existing site drainage previously approved.
The report states that the existing foul sewer and pumping station has been designed to facilitate foul
sewer flow from the entire development. No confirmation of feasibility from Uisce Eireann has been
submitted. It has been noted that the application has been referred to Uisce Eireann.
Storm water from the site will connect to existing site storm drainage which includes an interceptor
and retention pond. Sizing and calculations are based on the current site (phase 4) and a previously
approved site (phase 2). Proposals designed to accommodate surface water runoff from both phases
and previously approved. It is noted that a hydrogeological report was submitted with the original
application (17/584) and no predicated groundwater quality issues at the site as there was good
soil/subsoil cover over the bedrock to protect the underlying aquifer.
SuDS drainage proposed to ensure no impact on surface water.

I recommend that the following additional information is requested from the applicant:
1. Submit a Confirmation of Feasibility letter from Uisce Éireann confirming that Carrickmacross
Wastewater Treatment Plant has capacity to accept the hydraulic and organic loading arising from
the proposed development.
2. Submit details of the existing/proposed interceptor installed onsite and area draining to it.
3. Submit a Construction and Environmental Management Plan (CEMP) for agreement. This plan
shall be sufficient to demonstrate that adequate measures will be in place for the construction
phase to ensure there is no discharge of polluting matter/sediment laden waters to any waters.
The Construction and Environmental Management Plan shall take account of best practice and
the guidance produced by Inland Fisheries Ireland titled “Guidelines on Protection of Fisheries
during Construction Works in and Adjacent to Waters 2016” and shall include the identification of
potential pathways to the groundwater aquifer and the River Proules. The CEMP shall be prepared
by a suitably qualified person and shall include the location details of the monitoring points where
daily visual checks and weekly surface water monitoring (physical & chemical parameters) shall
be carried out.
