Agent: Paraic Fay, C.L.W. Environmental Planners Ltd
This planning application is relating to:
‘planning permission to construct 2 No. poultry houses together with all ancillary structures (to
include meal storage bin(s) and soiled water tank(s)) and site works associated. This application
relates to a development, which is for the purposes of an activity requiring a Licence under part IV
of the Environmental Protection Agency (Licensing) Regulations 1994 to 2013. An Environmental
Impact Assessment Report (E.I.A.R.) will be submitted with this planning application’.
The site is located within the Gentle Owen’s_010 waterbody. This waterbody is currently at Good
Status. The site is located on an area of Extreme Ground Water Vulnerability with Poor Aquifers:
Bedrock which is Generally Unproductive except for Local Zones (Pl).
The proposed development is to be completed on an existing poultry farm site at Erryroe,
Castleblayney, Co.Monaghan. The existing poultry house has capacity for c. 39,000 birds and operates
under the EPA licence threshold of 40,000 birds. The proposed development of 2 No. broiler houses
will bring the total capacity of the poultry farm to between 125,000 and 130,000 birds. As the proposed
development is over the threshold of 40,000 birds, an Environmental Impact Assessment Report has
been provided.
A site layout plan has been provided with this application. Storm lines are outlined in blue and foul
lines in red. All surface water will be directed to an existing surface water drain via a silt trap. All
washwaters generated on site will be directed to wastewater tanks.
The estimated manure production of the proposed development will be a total of 1,200 – 1,250
tonne/annum, increasing from the current total of c. 375 tonnes/annum. Poultry manure will be
removed off site by CLR Co-op, A letter from CLR Co-op dated 11/04/2026 has been provided and
details that manure will be taken to compost yards. Dead birds will be collected from site by College
Proteins. A letter from College Proteins dated 01/04/2026 has been provided.
Soiled water from the proposed development will be collected in soiled water tanks. The estimated
soiled water production from the proposed development will be 225 m3/annum. The capacity of the
existing wastewater tank is 43.2m3 and the capacity of the proposed tank is 76.8m3, a total capacity
of 120m3 on site. The soiled water will then be applied to lands of a third-party farmer (R1280744) as
the owner does not have sufficient capacity to accept soiled water on his lands. The third-party farmer
has a current stocking rate of 57 kg N/ha, this will be increased to 63 kg N/ha after acceptance of soiled
waters. Maps of spread lands have been provided. An N & P statement has been provided for this herd
number.
A water protection checklist has been provided with this application.
I note the submission from the EPA which states that EPA Licence: P1123-01 was granted on the 11th
March 2021. It is noted that by the EPA that this licence has now ceased (activity never commenced).
The EIAR refers to licence no P1127-01 this appears to be a typographical error. It is recommended
that a condition 1 below is included.
I have no objection to planning permission subject to the following conditions:
