Castleshane Co. Monaghan RECEIVED: 02/06/2026 Declan & Lorraine McNamee Wilmslow House, Moy Etra, Castleshane, Co. Monaghan, H18 NF25 2nd June 2026 Planning Department Monaghan County Council Dublin Street Monaghan Re: Planning Application Reference 25/60353 — Response to Additional Information Submission by Cathal McGlone Dear Sir/Madam, We refer to the Additional Information submission dated 16 April 2026 made by Mr Cathal McGlone in respect of the above planning application. We wish to place the following response on the planning file. 1. Characterisation of Our Behaviour We are deeply concerned that Mr McGlone has chosen to include in a planning submission personal and selective characterisations of our conduct in separate, unrelated Council meetings from over a decade ago. We would ask the Planning Department to note that the inclusion of this material appears intended to discredit us as objectors rather than to address any material planning consideration. It is our view that this information has no bearing on the proper planning and sustainable development of the application site and should be afforded no weight in the assessment of this application. We firmly reject any suggestion that our concerns regarding flood risk have been raised in bad faith or as a personal grievance. Our objection has at all times been grounded in legitimate planning considerations relating to the potential impact of further development on flood risk in this area. RECEIVED: 02/06/2026 2. Responsibility for Flood Risk to Our Property Mr McGlone repeatedly asserts that the flood risk to our home is entirely of our own making, attributing it to decisions we made regarding the floor level and excavation of our site. We reject this characterisation in the strongest terms. Our planning application (Ref: 08/276) was made and granted in accordance with the regulations and guidance in place at the time. The floor level included in our application was amended in response to planning requirements relating to sightlines on the N2, constraints that were imposed upon us as a condition of the planning process — they were not a free choice. Mr McGlone's submission omits this important context. 3. OPW Flood Relief Works – €15,000 Grant Approval It should also be noted that in January 2013, we received approval for Office of Public Works funding grant of € for flood relief works at our property based on the flooding events at that time which acknowledged the major flood risks to our property. Following test hole conducted by Alan Traynor Consultants to evaluate soil conditions, determine groundwater levels, and assess the permeability of the ground it was deemed the ground was unsuitable for an overground flood defense and could not be certified by the Engineers so further work under the grant scheme was not carried out at that time, thus the flood risk from the river remains to this day and into the future. 4. The November 2025 Flooding Incident — Bridge Collapse Upstream Mr McGlone relies significantly on photographs taken during the heavy rainfall event of 11 November 2025 to support his argument that his bridge has sufficient capacity and that the flooding of the Braddox Road (L1510) was unrelated to his bridge. We wish to draw the Planning Department's attention to a material fact that Mr McGlone's submission entirely omits: the flooding of the L1510 road on that date was caused, at least in part, by the collapse of a bridge further upstream, which prevented floodwaters from flowing their natural route downstream. This obstruction resulted in water backing up and overtopping onto the road. The fact that Mr McGlone's bridge did not overtop on that occasion is therefore not a reliable indicator of its capacity under normal flood conditions — it is a consequence of the upstream blockage diverting flow away from it. RECEIVED: 02/06/2026 RECEIVED: 02/06/2026 RECEIVED: 02/06/2026 RECEIVED: 02/06/2026 We submit that this omission is significant and that Mr McGlone's flood risk analysis and the photographic evidence he relies upon must be viewed in this context. We would ask the Planning Department and its technical advisors to investigate and consider this matter carefully before drawing any conclusions from the November 2025 event. 4. General Observations We maintain our objection to this application on flood risk grounds. We note that the Flood Risk Assessment submitted by Mr McGlone's consultants is a document prepared on his behalf and in support of his application. We respectfully request that the Council's own technical assessment gives full and independent consideration to the cumulative flood risk posed by additional development in this catchment area, including the potential impact of increased impervious surfaces on surface water run-off. We trust that the Planning Department will consider all of the above in its assessment of this application and we ask that this response be placed on the public planning file.
