Re: Derrynaloobinagh, Meeting House Lane, Ballybay, Co. Monaghan - Planning Application 26-60011
(Additional Information)
Dear Catherine,
Further to the additional information requested on the above planning application, the below Road Safety
Report was prepared to establish the average road speed along L-31003-0 adjacent to the site entrance.
Additional information was requested by Monaghan County Council dated 11th March 2026 (Planning
Application reference 26-60011). Item three states “Section 15.23 ‘Road Access Standards’ of the
Monaghan County Development Plan 2025-2031 outlines the safety and convenience requirements for
accesses onto public roads. The applicant has failed to clearly demonstrate that the intensification of an
existing sub-standard entrance onto the public road L-31003-0, where 45m sight distances are required, will
not result in a traffic hazard. The applicant is requested to provide additional / amended information in this
regard”.
We contacted the Roads Department within Monaghan County Council and Ballybay – Clones Municipal
District. A meeting was held on site with Mr Kevin Connolly from Ballybay – Clones Municipal District on
25th March 2026. Due to the location of the site entrance and its close proximity to the junction to the
Clones Road, it was agreed that a traffic speed analysis be carried out on the road to confirm the average
road speed adjacent to the entrance.
This survey was completed by MCA Consultants which commenced at 19:00 on Monday 27th April 2026 until
19:00 Monday 4th May 2026. Please find enclosed figures 1 & 2 within Appendix A the results of the 7 day
traffic speed analysis in both directions.

The results of the survey indicated the following:
• The 85% speed for traffic travelling toward the Clones-Ballybay Road was 28.26 km/h.
• The 85% speed for traffic travelling toward the Main Street / Funeral Home was 24.84 km/h.
As per section ‘15.23.3 Minimum Required Sight Distances for Urban Roads’, the sight distances are to
comply with the ‘Design Manual for Urban Roads and Streets (DMURS, 2019)’. Table 4.2 within DMURS
2019, outlines a design speed below 30 km/h requires a sight distance of 23m in both directions. As per the
results of the survey above, the 85% speed in both directions are below 30 km/h, therefore, the sightline
from the entrance will need to achieve this requirement.
Works will be required to the current entrance to achieve the required 23m sight distance, 2.4m back from
the road edge in both directions. Please find enclosed and figure 3 within Appendix A, a revised site layout
plan with new sightlines achieving the required sightlines.
We trust that this new configuration is to your satisfaction.
If you have any queries, please let me know.
Yours sincerely,
