Castleblayney, Co. Monaghan

Permission for material change of use from an existing commercial building to a childcare facility, with
internal reconfiguration, outdoor play area and installation of signage.
The site is located within the Fane_020 waterbody which has been classified as Moderate Status, with
an WFD objective of Restore. The site is located on an area of extreme groundwater vulnerability
which is underlain by a locally important poor Aquifer. Urban Wastewater has been identified as
significant pressure on this waterbody.
A water protection plan checklist has been submitted.
Drinking water is an existing connection to public mains.
Wastewater treatments is an existing connection to the public sewer. No further details have been
provided. The maximum number of children is 96 and 9 staff. It is noted that planning was granted in
2015 for a temporary school which has now expired. There are no details as to whether the staff or
student numbers will increase (increase wastewater) as a result of this facility. Food will be prepared
onsite. No confirmation of feasibility from Uisce Eireann has been submitted. It has been noted that
the application has been referred to Uisce Eireann.
Surface water is to the public sewer/drain. No drainage details have been provided in the site layout
plan.
I recommend that the following additional information is requested from the applicant:
1. Submit a Confirmation of Feasibility letter from Uisce Éireann confirming that Castleblayney
Wastewater Treatment Plant has capacity to accept the hydraulic and organic loading arising from
the proposed development.
2. Submit a revised site layout plan clearly showing the following:
o the storm water drainage system (in blue) and foul drainage (in red)
o location of interceptor and/or any nature-based solutions
o the storm water outfalls
o location of any watercourses within the vicinity of the site.
