Re: 26/60057 Magheracloone Mitchells GAA Club
Permission: Permission sought by Magheracloone Mitchells GAA Club to construct a proposed
single storey detached Gym Facility building, Retain single storey extension to front of
existing dressing room, existing accessible toilet to side of the existing dressing room
facility building and all associated site works at Lisnakeeny & Camaghy,
Magheracloone, Carrickmacross, Co. Monaghan.
Location Lisnakeeny & Camaghy, Magheracloone, Carrickmacross, Co. Monaghan.
Date: 29/05/2026
Background
The following additional information was requested:
a) Submit a fully completed Water Protection Plan checklist.
A completed Water Protection Plan checklist has been submitted as part of the further
information received.
b) Submit a wastewater characterisation report to include volumes of all wastewaters to be
generated by the proposed development. The report shall consider the relevant EPA Code of
Practice.
A Site Characterisation Report prepared by Traynor Environmental Ltd that was prepared
for the existing wastewater treatment system has been submitted. The existing system
consists of a 16 P.E BAF treatment system together with soil polishing filter and percolation
area. The system has a maximum discharge rate of 1,360 litres/day. In the response to the
further information requested, Mitchell Environmental have confirmed that no additional
wastewater will be generated over the volumes calculated when designing the existing
wastewater treatment system.
c) Submit an assessment of the existing wastewater treatment system and percolation area.
i. The assessment shall demonstrate the capacity of the existing wastewater
treatment system to treat the proposed wastewater loadings prior to discharge
to percolation area.
ii. The assessment shall demonstrate the suitability of the existing percolation area
to further treat wastewater from the treatment system.
iii. If necessary, the assessment shall include proposals for upgrade of the system to
serve the proposed development;
Or;
Details of an agreement with Uisce Éireann for connection to the public sewer.
iv. The assessment and proposals shall take account of the requirement of the
relevant EPA Code of Practice and shall be prepared by a suitably qualified
person.
An installation report by Mitchell Environmental for the treatment system has been
supplied as part of the additional information. The report confirms that a 16 P.E Kingspan
Klargester wastewater treatment system, soil polishing filter and percolation area has been
installed.
d) Demonstrate that the discharge will not cause deterioration in water quality of the receiving
water body in accordance with the requirements of the European Communities
Environmental Objectives (Groundwater) Regulations, 2010 (S.I. No. 9 of 2010) (Groundwater
Regulations); and /or the European Communities Environmental Objectives (Surface Water)
Regulations, 2009 (S.I. No. 272 of 2009).
The Site Characterisation Report has calculated the daily discharge to be 1,630 litres, which
is below the requirement for a Discharge Licence under Section 4 of the Local Government
(Water Pollution) Act, 1977. The wastewater treatment system is also discharging to
groundwater via a soil polishing filter and percolation area.
Recommendation
I have no objection to planning subject to the following conditions:
a) One month prior to the commencement of the development, the applicant shall submit a
Construction and Demolition and By-Products Waste Management Plan for the proposed
development works. The plan shall be prepared using “Best Practice Guidelines for the
preparation of resource & waste management plans for construction and demolition projects”
– EPA, 2021.
b) Any construction and demolition waste or excess soil generated during the construction phase
which cannot be reused on site in accordance with Section 3 (1)(c) and Section 39 (1) of the
Waste Management Act 1996 as amended, shall be disposed/recovered at an appropriately
permitted facility in accordance with the requirements of the Waste Management Act 1996
as amended using authorised waste collectors authorised to collect the type of material for
disposal/recovery at authorised treatment facilities.
c) Facilities shall be provided for the collection and segregation of recyclable waste. Waste shall
be collected for recycling/reuse whenever feasible or otherwise disposed of in accordance
with the Waste Management Act 1996 as amended.
d) One month prior to commencement of the development, the developer shall submit a
Construction and Environmental Management Plan (CEMP). This plan shall be sufficient to
demonstrate that adequate measures will be in place for the construction phase to ensure
there is no discharge of polluting matter/sediment laden waters to any waters. The
Construction and Environmental Management Plan shall take account of best practice and the
guidance produced by Inland Fisheries Ireland titled “Guidelines on Protection of Fisheries
during Construction Works in and Adjacent to Waters 2016”. The CEMP shall include the
location details of the monitoring points where daily visual checks and weekly surface water
monitoring (physical& chemical parameters) shall be carried out during the construction
phase. The plan shall include the details of a suitably qualified person appointed to oversee
the implementation of the plan.
e) Monaghan County Council and Inland Fisheries Ireland shall be informed immediately of an
accidental spillage of sediment laden waters, fuel, machine oil or any polluting discharge
which may threaten the quality of any watercourse or groundwater body.
f) The applicant shall ensure completely separate foul and surface water drainage systems are
in place.
g) The onsite wastewater treatment system and percolation area shall be maintained in
accordance with manufacturers specifications and shall be desludged as necessary.
h) Any fuels, oils, greases, hazardous liquid wastes, and hydraulic fluids within the site area shall
be stored on site, away from any watercourses in a bunded, leak-proof, and lockable storage
area. Note that bunds are to be designed to contain 110% of the capacity of the largest storage
container located within the bund. There shall be no overflow drain facility from any bunds
on site and all filling and off-take points shall be located within a bund.
i) Material storage, fuel handling, parking areas and other yard activities shall be managed in a
manner which prevents the discharge of polluting matter to ground or surface water.
