To Planning

Permission to extend existing graveyard to include access roads, plot locations, columbarium
wall, drainage & all associated works at St.Mary’s Church, Connabury/Onomy, Castleblayney,
Co.Monaghan.
The proposed extension to the existing graveyard site comprises an area of 0.9 hectares, the site
is located within the Lough Muckno Catchment area. Lough Muckno has been classified as
Moderate Status, 2019-2024 with an WFD objective of restore to Good status. The site lies within
the outer source protection area for the Inniskeen & Cavanhill PWS and is located within 400m
of the lake shore and an outdoor water sports amenity area. The site is located on an area of low
groundwater vulnerability which is underlain by a poor locally important aquifer.
The additional information in red below was requested :
1. A fully completed water protection checklist.
A completed water protection checklist has been included with FI.
2. A hydrogeological report carried out to assess the potential impact of the proposed
development (construction and operational phases) the on receiving surface and ground
waters. This report shall identify potential receptors and shall include a soil investigation
survey of the land to determine its suitability for use as a burial ground. The report shall
be prepared by a suitability qualified person.
A hydrogeological report has been included with FI, this report concludes that “subject to the
implementation of standard mitigation measures, no adverse impacts on groundwater
quality, groundwater quantity or surrounding surface water features are anticipated. The
development complies with EPA, GSI and Development Plan requirements and is considered
suitable for burial use. Given the hydrogeological setting and absence of a viable pollutant
pathway, the risk of any measurable impact on groundwater or surface water receptors is
negligible.
3. Revised proposals for the storm water drainage system to take account of the
Department of Housing, Local Government and Heritage guidance document on Nature-
based solutions for the management of rainwater and surface water run-off in urban
areas.
The FI response provides further detail on the nature-based layout of the proposed
development. It is also noted that storm water treatment system includes an attenuation
chamber, a hydro brake flow restrictor and a class 1 hydrocarbon interceptor for treatment
of storm waters prior to discharge to a neighbouring site.
I have no objection to planning permission subject to the following conditions:
1. Burial activities shall be carried out strictly in accordance with the requirements and
recommendations of the Hydrogeological Assessment Report submitted with the planning
application. All mitigation measures and operational controls identified in this report shall be
fully implemented.
2. The applicant shall ensure that adequate measures are in place for the construction phase to
ensure there is no discharge of polluting matter to any watercourse. These measures shall
take account of the Guidance produced by Inland Fisheries Ireland titled “Requirements for
the Protection of Fisheries Habitat during Construction and Development Works at River Sites”.
This document is available to download at http://www.fisheriesireland.ie/fisheries-
management-1/90-requirements-for-the-protection-of-fisheries-habitat-during-
construction-and-development-works-at-ri-1/file
3. The applicant shall immediately inform the Planning Authority & Inland Fisheries Board of any
accidental spillage of polluting mater or any other substance which may threaten the quality
of any watercourse or groundwater body.
4. Storm water arising from the paved areas shall discharge to an appropriately sized and
suitable Class 1 interceptor prior to discharge. Interceptors shall be provided with appropriate
warning device to indicate when required levels for maintenance have been reached and
should be fitted with a sampling chamber, which has easy access. An inspection manhole shall
be installed on the outflow pipe from the oil interceptor.
5. Fuel/Oil interceptor shall be serviced regularly, maintained, and installed as per manufactures
recommendations to prevent any discharge of pollutants to ground or surface waters.
Maintenance records shall be kept by the applicant.
6. Sludge’s/silt/solid wastes arising from the desludging of the interceptor and the attenuation
system shall be collected by a suitably permitted collector in accordance with the Waste
Management Act, 1996 as amended.
7. Any construction and demolition waste or excess soil generated during the construction phase
which cannot be reused on site in accordance with Section 3 (1)(c) and Section 39 (1) of the
Waste Management Act 1996 as amended, shall be disposed/recovered at an appropriately
permitted facility in accordance with the requirements of the Waste Management Act 1996 as
amended using authorised waste collectors authorised to collect the type of material for
disposal/recovery at authorised treatment facilities.
8. If infilling material is required to be imported onsite the applicant or economic
operator shall:
(a) Utilise EPA By-Product Regulation 27 in moving soil infill material from one site to another.
Official correspondence demonstrating Article 27 Registration with the EPA shall be
submitted to the Planning Authority prior to commencement of development.
or
(b) If using waste material as infill and prior to acceptance of material a valid permit must be
issued by Monaghan County Council in accordance with the Waste Management (Facility
Permit and Registration) Regulations 2007 as amended.
or
(c) Buy topsoil material as a product for final landscaping purposes only. Documentation
demonstrating purchase shall be submitted to Planning Authority.

located within the bund.
(iii) There shall be no overflow drain facility from any bunds on site and all filling and off-take
points shall be located within a bund.
11. Facilities shall be provided for the collection and segregation of recyclable waste. Wastes shall
be collected for recycling/reuse whenever feasible or otherwise disposed of in accordance
with the Waste Management Act, 1996 as amended.
