The Office of Public Work Preliminary Flood Risk Maps indicate that part of the application site is at risk from fluvial flooding. Section 15.22.8 ‘Flood Zones and Appropriate Uses’ of the Monaghan County Development Plan 2025-2031 states that ‘All development proposals in flood risk areas should be supported with a site-specific Flood Risk Assessment (FRA), in accordance with the DECLG The Planning System and Flood Risk Management Guidelines for Planning Authorities (2009) and Departmental Circular PL2/2014’. The applicant is therefore requested to submit a site-specific flood risk assessment, completed by a professionally qualified, independent and competent person, which assesses the flood risk potential on site. The flood risk assessment should confirm that the proposal; • Will not result in a loss/reduction of pluvial flood water storage capacity on site; • Will not result in flood water (either pluvial or fluvial) displacement off site or exacerbate flooding in the immediate vicinity or wider area; • Will not obstruct or impede important flow paths; • Will not result in residual risks to the area and/or development that cannot be managed to an acceptable level. 2. Proposals for one-off dwellings in a rural area are required to comply with Section 15.9.2 ‘Site Selection and Design Guidelines’ and Table 15.3.3 ‘Guidelines for Siting and Designing a Rural House in the Vernacular Style’ of the Monaghan County Development Plan 2025-2031. Having regard to same, the applicant is requested to submit revised drawings demonstrating the following; (a) a reduced frontage width, by at least 1 metre. This is to ensure a more appropriate solid-to- void ratio and to reduce the dwellings overall bulky appearance. (b) a more simplified front porch. Design guidelines stipulate that porches should be of simple design and in proportion to the dwelling. 3. Policy LCP 1 and Section 15.22.4 ‘Landscaping and Boundary Treatment’ of the Monaghan County Development Plan 2025-2031 stipulates that all development proposals should be accompanied by a landscaping plan commensurate to the scale of development proposed. Having regard to the scale of the development and, in the interests of ensuring that a suitable degree of enclosure is provided, the applicant is requested to provide revised site layout/landscaping plans indicating additional hedgerow and tree planting along the sites new southwestern boundary.
