(Hons.) MCIOB | Wayne Geary B.Sc. (Hons.) MSCSI MRICS Finegan Jackson Building Surveyors Limited We wish to respond to the further information request as received; Further Information Request No. 1 Policy RAP 1 of the County Development Plan 2025-2031 states that development which has the potential to detrimentally impact on the residential amenity of properties in the vicinity shall be resisted. The site layout plan identifies adjacent dwellings immediately beside the operational yard, and the proposal includes a new open maintenance bay. An open bay increases potential for impacts on nearby residential receptors. To safeguard the residential amenity of nearby dwellings and allow for a fully informed decision, please submit an Amenity Impact Assessment, or equivalent supporting information, which shall include the following: a) Proposed hours of operation for the maintenance shed and the open maintenance bay. b) Description of noise-generating activities (engine testing, pneumatic/air tools, reversing alarms, etc). c) Mitigation measures to protect nearby dwellings (operational limits, acoustic measures, engine-testing protocols, yard management). d) Details of any external lighting proposed, including type and mounting height, confirmation of full cut-off design, and demonstration of zero overspill beyond the site. The assessment should demonstrate that the development would not detrimentally impact on the residential amenity of properties in the vicinity. Supporting Information a) The client proposes to use the development between the hours of 07:00 and 23:00, 7 days a week in compliance with 19/151 final grant. b) The proposed shed will be used for minor maintenance, such as, changing bulbs, valeting coaches, routine inspections, cleaning and parts replacement. The client has confirmed that they outsource major maintenance and servicing to the main dealerships. No engine testing/revving will be conducted on site. The client will demonstrate a preference for electric/battery tools over pneumatic tools. Any pneumatic/air tools will be limited for short duration use and only be used in the enclosed shed, with the door closed. There is a yard speed limit of 10km/h and designated routes will reduce noise. The shed will allow staff to work on vehicles under a roof out of the elements, and tools will be to hand. c) The maintenance the client is proposing to conduct is no more than what is currently executed in the bus yard, and as such, the new shed will not produce any additional noise generated. d) The client does not intend on erecting any additional yard lighting on the site, except for internal lighting in the shed. The existing yards lights are satisfactory and are directed downwards to prevent overspill. The above proposals will ensure to protect the nearby residential receptors in compliance with Policy RAP 1 of the Monaghan County Council Development Plan 2025 – 2031.
