The application seeks to retain the change of use from a dwelling to short term accommodation
(Air BnB).
Please find enclosed the following documentation in relation to this further information
response.

Further Information Request:
1. The applicant is requested to provide additional information which clearly
demonstrates how there is a site-specific tourism need for the change of use of an
existing domestic dwelling to short-term, tourism accommodation at this particular
location.
The applicant has written the attached evidence document in which they demonstrate that there
is a clearly identified site-specific tourism need for this area and that short -term letting tourist
accommodation is in demand.

In compliance with Section 15.16:
a) The applicant has demonstrated the site-specific tourism need for the area.
b) The dwelling currently has a high standard of design and materials.
c) It is not detrimental to scenic and heritage assets or in any protected or heritage areas.
We believe that this is satisfactory justification in compliance with Policy TOUP1 of the
Monaghan County Development Plan 2025 - 2031.
2. The applicant is requested to submit an operational management plan detailing how
the proposed premises will be operated on a daily basis. The submitted information
should clearly demonstrate how any noise or general disturbance, that may be
generated at the proposed premises, will be appropriately controlled and monitored,
and how the development will not unduly impact on the residential amenity of
neighbouring residential properties.
The applicant has submitted an Operation Management Plan, providing a detailed explanation
on the booking and guest policy, house rules, neighbour arrangements, noise control
measures, complaint procedure and operating history.
This document clearly demonstrates how the premises is operated in a fashion that does not
unduly impact on the residential amenity of neighbouring residential properties.
3. Section 15.24 ‘Car Parking Standards’, of the Monaghan County Development Plan
2025-2031 states that that all developments are required to provide within the site
area, suitable provision for servicing, parking and manoeuvring of vehicles
associated with the proposal. In accordance with Table 15.5 ‘Car Parking
Standards’, Parking provision for ‘Hotel/Guesthouse/B&B’ development is calculated
at a rate of 1 no. space per bedroom provided. The applicant is therefore requested
to provide a revised site layout plan which clearly demonstrates that there is scope
within the application site for the provision of 6 no. parking spaces and any
associated circulation space, in accordance with aforementioned Section 15.24 ‘Car
Parking Standards’ and associated policy CP1.
Please see attached Proposed Site Plan (Drawing ref. no. J2026 - FI01). 4nr car parking
spaces are indicated in blue hatch. Table 15.5 Car Parking Standards of the Monaghan County
Development 2025 – 2031, states that Hotel/Guesthouse/B&B classifications must provide 1
parking space per bedroom. Glenmount do not rent out rooms to individual clients, meaning
that one booking will make use of the entire premises and any unused bedrooms are kept
locked for the duration of their stay. This means that Glenmount should not require 6 nr car
parking spaces, as bookings will travel together and only utilise a small number of vehicles. 4nr
parking spaces are available however and will provide ample provision for guests onsite,
without the need for additional spaces.

4. A third-party submission was received with respect to the development
proposed. The applicant is invited to review the content of same and respond to
the issues raised.
Item No.4 in the request for further information refers to an objection letter received by
Monaghan County Council from a ‘Mary Duffy’ claiming to be from 61 Rosevale, Castleblayney.
We have evidence that no such person called ‘Mary Duffy’ exists at the above address. We
submit that this objection should not have been accepted by Monaghan County Council in the
first instance and that it should be struck out from the request for further information as it is
fraudulent.
We attach the following documentary evidence:
a) Folio stating that the owner is in fact Madeline Mulholland.
b) Letter from Carjo Auctioneers who are currently selling the property which states that
there is nobody from that address with that particular name.
c) Photographic evidence that the dwelling is for sale at present by Carjo Auctioneers.
In addition, we are informed that the family who actually own No. 61 Rosevale have submitted
a letter of complaint to Monaghan County Council on the 02/06/2026 as they do not want their
address to be used for this fraudulent activity.
We submit that anyone who approaches Monaghan County Council with a submission made
under false pretences be disregarded. As a false name and address have been provided, there
is no evidence of a complainant and we therefore request on behalf of our client and proper
planning principles, that further information request No.4 is struck out.
The Monaghan County Development Plan 2025-2031 allows for this type of development in
Castleblayney, and the applicant has demonstrated that there is a high demand for short term
accommodation. Our client has been operating this successful small business by serving the
tourism industry and local community for the last number of years. If there was a genuine
concern, we submit that all planning matters are satisfactorily addressed in this response.
Should you require any further assistance, please do not hesitate to contact us.
Yours Sincerely,
Joe Mc Cabe
