Yours faithfully, __________________________ ADMINISTRATIVE OFFICER 26/60170 Killeevan Sarsfields GFC Guardhill & Lisalea, Newbliss, Co. Monaghan ADDITIONAL INFORMATION 1. The Planning Authority considers that the application as submitted, is insufficient in terms of road/traffic safety. In particular, it is noted that, whilst the submitted Stage 1/2 Road Safety Audit assesses the entrance onto the public road between Newbliss Childcare and the new access into the proposed site, it does not have regard to the internal layout of the entire development, as proposed. Furthermore, it is unclear as to how the recommendations contained within the submitted RSA have been incorporated into the proposal. Having regard to same, the applicant is requested to submit a Stage 1 & 2 Road Safety Audit. The RSA should be in accordance with TII Publications and have regard to the following; a) Both the junction with the main road and the internal layout and facilities within the whole site area, in accordance with Appendix 10 of Monaghan County Development Plan 2025-2031. b) The impact of the development in terms of road safety from the point of view of all road users’ including drivers, motorcyclists, pedestrians, cyclists, etc. c) Where relevant, revised drawings should be provided, incorporating all design measures required to address any problems highlighted in the submitted Road Safety Audit. In this regard, it is noted that Appendix B ‘Marked up drawing with indicative locations of problems’ of the submitted RSA, dated 13/12/2024, is not legible 2. The Development Plan states that all developments are required to provide within the site suitable provision for servicing, parking, and manoeuvring of vehicles. The Planning Authority notes that in response to the loss of existing car parking serving the school as a result of the development, it is proposed to avail of GAA car parking provision to the rear which has ‘direct pedestrian access to the school via the existing footway /bridge’ (see submitted RSA Feedback form, proposed alternative measures 2.3 and 2.4). It is unclear however, from the details provided as to where this footway/bridge is to be located, or if it forms part of this proposed development. The applicant is therefore requested to provide clarification with regard to same and/or provide mitigating details. 3. Section 6.2 ‘Protection of Biodiversity including Natura 2000 Network’ and Policy HCLO 3 of the Monaghan County Development Plan 2025-2031 acknowledges the need to protect non-designated habitats and landscapes, and to conserve their biological diversity and provide ecosystem services. The Planning Authority notes that the proposed development necessitates the removal of existing mature trees within the application site. The Planning Authority also notes that specific concerns have been raised in the submitted objections with regard to the potential impact that they development may have on bats, which are protected under the EU Habitats Directive (92/43/EEC) and the Wildlife Act 1976, and other biodiversity features within or near the site. Having regard to the nature of the development, the concerns raised in the submitted objections, and also aforementioned 6.2 ‘Protection of Biodiversity including Natura 2000 Network’, the applicant is requested to carry out and submit an ecological survey and/or assessments in respect of the proposed development in order to determine the potential impact the development may have on local biodiversity, including in particular bats. The survey/assessments should be carried out by an ecologist or other suitably qualified person. 4. The Planning Authority has received two third-party submissions in respect of the proposed development. The applicant is requested to review the content of same and provide a detailed response to the issues raised. The planner dealing with this application is Catherine Toner
