Received Doc. - Application - Cover Letter Our ref: MGA/025/0146 Your ref: 26/60002 Date: 22nd June 2026 Planning Department Monaghan County Council 1 Dublin Street Monaghan Co. Monaghan RE: 26/60002 - PLANNING PERMISSION TO RETAIN AND COMPLETE A DETACHED DOMESTIC GARAGE WITH ANCILLARY EQUINE ACCOMMODATION AND ALL ASSOCIATED WORKS AT KILLYVANE MONAGHAN CO.MONAGHAN. In relation to the above mentioned application and subsequent additional information please see request and response set out below: 1. The information submitted with this application is not sufficient to allow a determination on the possible impacts of the proposed development on surrounding surface and ground waters. Therefore, it is recommended that the following additional information is requested from the applicant: • Submit a revised site drainage plan which clearly outlines all foul lines (in red), storm lines (in blue) and the location of all associated outfall points. • Submit a fully complete water protection checklist. Please see enclosed updated maps and plans to clearly indicate storm lines in blue. Foul drainage is not applicable for this building. A fully complete water protection checklist is enclosed. RECEIVED: 24/06/2026 2. The Planning Authority is of the opinion that the applicant has failed to satisfactorily demonstrate that the proposed development will be used for domestic and equine purposes. In this regard the applicant is requested to submit (a) evidence to demonstrate the extent of the applicant’s equine needs at this location, and (b) evidence to demonstrate need for additional domestic storage. a) The applicant is an avid and committed equestrian who competes regularly in show jumping, and the keeping of horses at the holding is an established, ongoing and private recreational activity. The applicant keeps 2 horses/ponies on the holding and includes the dedicated show jumping paddock and grazing shown on drawing MGA-025-0148-PL101. The building accordingly provides two loose boxes, a tack room, and secure dry storage for feed and bedding, together with storage for the horsebox/trailer and towing vehicle used to transport horses to competitions and for associated equine equipment. The attached photographs of the stabling, tack room and equine accommodation in use confirm the genuine and current nature of this use, which is directly proportionate to the number of horses kept. b) While the dwelling benefits from an attached garage, this is limited in size and, for the reasons above, unsuitable for equine use and insufficient for the household's domestic storage needs. The property occupies a large rural holding, the upkeep of which generates a genuine domestic requirement. The building provides secure covered parking and storage for the household's private vehicles — comprising [the family's cars and a four-wheel-drive/towing vehicle] — together with grounds and garden maintenance machinery, domestic tools and seasonal items. Covered parking and storage of this kind is a normal requirement of a rural family dwelling on a holding of this scale, particularly one at which horses are kept and regularly transported. Both the equine and domestic functions are genuinely ancillary to, and incidental to the enjoyment of, the existing dwelling, and the overall floor area is commensurate with the combined domestic and equine needs of the household, consistent with the Monaghan County Development Plan 2025–2031. RECEIVED: 24/06/2026 In conclusion; it is submitted that the foregoing, together with the enclosed drawings and photographs, satisfactorily demonstrates that the development is used for domestic and equine purposes ancillary to, and incidental to the enjoyment of, the existing dwelling, with the residential use remaining the primary use of the property. The extent of the applicant's equine needs at this location and the need for the additional domestic storage have been set out and evidenced. We trust the information provided addresses the matters raised and look forward to a favourable determination. Should any further clarification be required, please do not hesitate to contact this office.
