Monaghan ORDER: I hereby order that pursuant to the provisions of the Planning and Development Act 2000 (as amended) and Article 33 of the Planning and Development Regulations 2001 (as amended), the further information set out on the attached schedule be requested from the applicant. SENIOR PLANNER DATE 26/36 Paul Gildernew Tullycoora, Castleblayney, Co. Monaghan ADDITIONAL INFORMATION Note: You and/or your assigned agent shall liaise with Planning Section prior to the preparation and submission of this Further Information. The submission should take a coherent account of issues that overlap/interlink. 1. Having regard to the provisions of Section 15.22.2 of the County Development Plan 2025-2031 and Policy RAP 1, the Planning Authority has concerns that the proposed dwelling on the eastern site, by reason of its siting to the rear and in close proximity to the existing adjacent dwelling, may give rise to an unacceptable impact on the residential amenity of same. In particular, the proposed development has the potential to result in overlooking, overbearing impact and visual dominance, together with a general reduction in the level of residential amenity currently enjoyed by the existing dwelling, which is contrary to the proper planning and sustainable development of the area. Accordingly, please submit revised proposals that clearly demonstrate how an appropriate level of residential amenity for the existing dwelling can be achieved. Such revisions should include: i. reconsideration of the siting and layout of the proposed dwelling to provide an improved spatial relationship and increased separation distance; ii. measures to mitigate overlooking; iii. consideration of reduced scale and/or massing to lessen overbearing impact; and/or iv. details of boundary treatment and landscaping proposals to (ultimately) provide effective screening and visual separation. You shall clearly demonstrate, through revised drawings and/or a supporting statement, that the proposed development will not have a detrimental impact on the residential amenity of adjoining property, in accordance with Section 15.22.2 of the Development Plan. 2. Concerning the eastern house, it is considered, having regard to Section 15.9.2 and Table 15.3 of the County Development Plan 2025-2031, that the large central first -floor window results in an unbalanced front elevation and reads oversized and out of proportion with the other openings. Accordingly, please submit revised drawings omitting/reducing this opening and providing a more balanced fenestration, in accordance with the Development Plan. 3. Concerning the western house, it is considered, having regard to Section 15.9.2 and Table 15.3 of the County Development Plan 2025-2031, that the design is overly complex and lacks clarity, with multiple competing elements, projections and treatments resulting in a cluttered and incoherent form. The proposed dwelling lacks the simple form and balanced composition typical of rural vernacular design. Accordingly, please submit revised proposals that simplify the overall design, providing a clear primary form with limited and subordinate secondary elements, in accordance with the Development Plan. 4. In the interest of road/traffic safety, the Planning Authority is not satisfied, based on the information submitted, that the required 50m sight distances can be achieved at the proposed site entrances. Accordingly, please confirm and clearly demonstrate that the required sightlines can be achieved beyond the extent of your road frontage to the east and west, without the need for legal agreements with adjoining landowners. Appropriate revised drawings and supporting details shall be submitted. The planner dealing with this application is Ben Clerkin
