Monaghan Traffic and Transport Assessment Non-technical summary •TTRSA has been commissioned by Sragh Dismantlers Limited to prepare a Traffic and Transport Assessment (TTA) for proposed retention and development at their existing site located at Sra, Ballybay, Co. Monaghan. •The TTA is required for Sragh Dismantlers Limited to respond to Item 3(a) of a request for further information (RFI) issued by Monaghan County Council in relation to planning application reference 25/60451 on 14th January 2026. •The proposed development seeks permission for ‘retaining an as-constructed storage extension, incorporating ancillary covered canopy, attached to the rear of existing commercial property. Erecting a new single storey, portal framed storage extension, incorporating ancillary covered canopy to rear, attached to the side of existing commercial property. Creating a new site entrance onto [the L71001] public road replacing existing site entrance [on the L71001] to be permanently closed. Creating a new permeable-surfaced storage area for the stacking of de-polluted end of life vehicles, together with all associated site works.’ •The site layout drawing of the proposed development, upon which the analysis contained within this TTA is based, has been prepared by CMD Architects (drawing reference: 'Proposed Site Layout: Site Section’; Drawing Identifier 24-229-3.0_Planning-0.03, Dated: 03-11-2025). This drawing shows the proposed new site entrance being: located approximately 21m (centre-to-centre) to the east of the existing site entrance; formed from 10m radii; and, leading to a 5m wide internal ‘access lane’. The aforementioned drawing also shows dimensioned 3.0m x 70m visibility splays from the proposed new site entrance onto the L71001, complying with the requirements of the Monaghan County Development Plan 2025-2031. •The scope of the TTA was agreed with Mr Lambe of Monaghan County Council on 28th April 2026. •To assist in the preparation of this TTA, traffic surveys including: automatic traffic count surveys; video- based manual traffic count surveys; and, trip generation traffic count surveys have been undertaken. Based on the resulting traffic survey data, the peak hours assessed within this TTA are: an AM peak hour of 08:00- 08:59 and a PM peak hour of 17:00-17:59 hours. •Subject to planning being granted, Sragh Dismantlers Limited have informed TTRSA that the proposed development will be fully constructed and opened within 12-months. Traffic survey data has therefore been growthed to an opening year of 2027, and future assessment years of 2032 and 2042, using composite growth assumptions for link based growth in County Monaghan consistent with TII PE-PAG-02017. •Sragh Dismantlers Limited have also provided information for this TTA in relation to trip generation and modal split, confirming that the number of people working on site will not change as a result of the proposed development. •Based on the traffic count survey data detailed within this TTA, the percentage of traffic on the L71001 related to Sragh Dismantlers is 24%, and on the R180 related to Sragh Dismantlers is 0.6%. •The traffic volume and movements recorded during the AM and PM peak hours at the Sragh Dismantlers accesses onto the L71001 and R180 are too low to generate meaningful results within traffic modelling software. The existing and proposed junctions would typically be expected to operate with close to 100% spare capacity and no queuing. It has therefore been agreed as part of the scoping of this TTA to limit the assessment of junction operation to the existing R180/L71001 junction. This junction has been assessed using the industry standard traffic modelling software package PICADY for scenarios in the AM and PM peak hours in the opening and future assessment years. The modelling output predicts that the junction will operate with 97% spare capacity and no queuing in the 2042 AM and PM peak hour scenarios with the proposed development. •Collision data is not currently publicly available due to ongoing issues in relation to GDPR and associated data-sharing agreements between An Garda Síochána and the Road Safety Authority. •The aforementioned site layout drawing shows twelve car parking spaces including one universally accessible (disabled) car parking space. The trip generation detailed within this TTA can be accommodated within the car parking area as shown. ©TTRSA 2026 1RECEIVED: 26/06/2026 Proposed Retention and Development at Sragh Dismantlers Limited, Sra, Ballybay, Co. Monaghan Traffic and Transport Assessment 1 Introduction 1.1 Traffic Transport and Road Safety Associates Traffic Transport and Road Safety Associates Ltd. The Traffic and Transport Assessment is required for Sragh Dismantlers Limited to respond to Item 3(a) of a request for further information (RFI) issued on 14th January 2026 by Monaghan County Council in relation to planning application reference 25/60451. 1.2 Proposed development The proposed development seeks permission for ‘retaining an as-constructed storage extension, incorporating ancillary covered canopy, attached to the rear of existing commercial property. Erecting a new single storey, portal framed storage extension, incorporating ancillary covered canopy to rear, attached to the side of existing commercial property. Creating a new site entrance onto public road replacing existing site entrance to be permanently closed. Creating a new permeable-surfaced storage area for the stacking of de-polluted end of life vehicles, together with all associated site works.’ The Sragh Dismantlers Limited site has two access points off the public road. The main access is located on the northern side of the L71001 local road approximately 225m to the west of the R180/L71001 junction, with a secondary Heavy Commercial Vehicles (HCV) access located on the southern side of the R180 regional road approximately 375m to the north-west of the R180/L71001 junction. The site entrances referred to within the planning description are onto the L71001 local road. A scaled copy of the site layout drawing of the proposed development prepared by CMD Architects, (drawing reference 'Proposed Site Layout: Site Section’ Drawing Identifier: 24-229-3.0_Planning-0.03, Dated: 03-11-2025), is included for information within Appendix A. Monaghan Traffic and Transport Assessment 2 Existing conditions 2.1 The local highway network As noted in Section 1.2, the main access to the existing Sragh Dismantlers Limited site is located on the L71001 local road (Plate 2.1) with a secondary HCV access off the R180 regional road (Plate 2.2). In the immediate vicinity of the Sragh Dismantlers Limited main site access, the L71001 is formed as an undemarcated rural single carriageway road with a typical width of approximately 4.5m, but varying between 3.6m and 5.1m. Whilst in the immediate vicinity of the Sragh Dismantlers Limited HCV access, the R180 is formed as a rural single carriageway road with a typical width of 5.75m demarcated by a solid centreline and edge-lining. No public lighting is present on either road and surface water drainage is ‘over the edge’ for both of these roads. The posted speed limit is the rural default speed limit (currently 60km/h) on the L71001 and 80km/h on the R180. Plate 2.1 – Looking north on the L71001 local road in the vicinity of the main site access for Sragh Dismantlers Limited Plate 2.2 – Looking west on the R180 in the vicinity of the HCV access to Sragh Dismantlers Limited 2.2 Current traffic levels To assist in the preparation of this Traffic and Transport Assessment the following traffic count surveys have been undertaken: •Automatic traffic count surveys (ATCs) covering a 7-day period, Tuesday 21st April 2026 to Monday 27th April 2026 (inclusive); in the vicinity of the Sragh Dismantlers Limited main site access on the L71001 local road and in the vicinity of the HCV access to Sragh Dismantlers Limited site access onto the R180 regional road; ©TTRSA 2026 4RECEIVED: 26/06/2026 Proposed Retention and Development at Sragh Dismantlers Limited, Sra, Ballybay, Co. Monaghan Traffic and Transport Assessment •Video-based manual classified traffic count surveys (MCCs) at both of the aforementioned site accesses covering the traffic peak periods of 08:00 to 09:29 and 17:00 to 18:29 on Tuesday 21st April 2026; and, •Trip generation traffic count survey for the operational hours of Sragh Dismantlers Limited on Tuesday 21st April 2026. Based on the aforementioned traffic count surveys, the peak hours assessed within Section 3.5 of this Traffic and Transport Assessment are: an AM peak hour of 08:00-08:59; and, a PM peak hour of 17:00- 17:59 hours. For the purpose of this assessment, the traffic count survey data has been converted into Passenger Car Units (PCUs), using factors of: 0.2 for pedal cycles; 0.4 for motorcycles; 1.0 for cars and light goods vehicles (LGV) including those towing trailers; and 2.3 for buses and all types of rigid and articulated Medium and Heavy Commercial Vehicles. The traffic count survey data is provided within Appendix B. 2.3 Planning context The existing Sragh Dismantlers Limited site, and therefore the proposed development, is outside of the zoned area covered by the Monaghan County Development Plan 2025-2031. However, Policy EDO 6 within the aforementioned development plan seeks ‘to assist in the establishment or expansion of industrial, commercial or other such endeavours that will provide increased employment opportunities in the County, subject to normal development management, environmental and technical requirements ’. Development management standards contained within the aforementioned development plan apply to the proposed development. 2.4 Road safety Collision data is not currently publicly available due to ongoing issues in relation to GDPR and associated data-sharing agreements between An Garda Síochána and the Road Safety Authority. 2.5 Proposed transport schemes As part of preparing this updated Traffic and Transport Assessment, a review has been undertaken of proposed transport schemes in the vicinity of the proposed development. No transport schemes have been identified that would impact on, or be impacted by, the proposed development. 2.6 Other planned developments As part of the preparation of this Traffic and Transport Assessment, and in order to consider the potential cumulative impact of development, the Monaghan County Council GIS-based 4 planning planning application viewer5 has been reviewed to 28th April 2026. No committed development has been identified that would be expected to produce localised traffic impacts over and above the traffic growth factors covered in Section 3.3 of this report. 4 GIS = Geographical Information System 5 https://monaghancc.maps.arcgis.com/apps/instant/basic/index.html?appid=d4062f77e0d941db96e77c0e4c76fc86&locale=en ©TTRSA 2026 5RECEIVED: 26/06/2026 Proposed Retention and Development at Sragh Dismantlers Limited, Sra, Ballybay, Co. Monaghan Traffic and Transport Assessment 3 Assessment of development impact 3.1 Trip generation and modal split Sragh Dismantlers Limited have informed TTRSA that: •The public business hours of the Sragh Dismantlers Limited site are 09:00 to13:00 and 14:00 to18:00 hours on weekdays; •The site is also operational, but not open to the public, between 09:00 and 16:00 on Saturdays; •Sragh Dismantlers Limited has seven personnel working on site, of which: four drive to work; one gets a lift from a co-worker; one is dropped-off; and, the one accesses the site on foot. The number of personnel working on site will not change as a result of the proposed development; •On a typical day, the site is serviced by two courier vans, and one rigid lorry, the latter using the HCV access from the R180, which is also used (on average) three times per day for HCVs accessing their yard; •The gated HCV site access onto the R180 is opened when drivers arrive at the gate and when contact is made to Sragh Dismantlers Limited for access; •The main site access off the L71001, which is used for taking in end of life vehicles left here by the owner and loading of large parts, is opened in the morning and locked in the evening to coincide with business hours; and, •Customers use the existing car park located on the eastern side of the L71001 opposite the main office building. As noted within Section 2.2 of this Traffic and Transport Assessment, trip generation traffic count surveys for the operational hours of Sragh Dismantlers Limited on Tuesday 21st April 2026, are including in Appendix B. As recorded by the traffic count surveys undertaken on Tuesday 21st April 2026, the Sragh Dismantlers Limited site generated one car arrival and no departures during the AM peak hour, and no arrivals and two car departures during the PM peak hour. It should be noted that the proposed development is not anticipated to generate additional traffic movements over an above those recorded. 3.2 Trip distribution and assignment Because the proposed extension is not intended to increase the number of personnel working at the Sragh Dismantlers Limited site, the distribution and assignment of trips related to the existing Sragh Dismantlers Limited site are as recorded within the traffic count surveys detailed in Section 2.2 of this report, and included in Appendix C. 3.3 Opening and future year traffic Subject to planning being granted, Sragh Dismantlers Limited have informed TTRSA that the proposed development will be fully constructed and opened within 12-months, assumed for the purpose of the analysis within this report as being 2027. Traffic on the R180 and L71001 has has been growthed to this opening year, and future assessment years of 2032 and 2042, using composite central growth factors for link based growth in County Monaghan contained in TII PE-PAG-02017, taking account of 4.6% HCV traffic. These growth assumptions take account of: growth in population; changes to the location of jobs; changes to the location where employed persons reside; changes to trip distribution; changes in car ownership; and, changes in the access to different types of transport. The growth factors applied within the assessment are as follows: •2026 to 2027, a factor of 1.012; •2026 to 2032, a factor of 1.053; and, ©TTRSA 2026 6RECEIVED: 26/06/2026 Proposed Retention and Development at Sragh Dismantlers Limited, Sra, Ballybay, Co. Monaghan Traffic and Transport Assessment •2026 to 2042, a factor of 1.105. The impact of this traffic growth is detailed within Appendix C. 3.4 Percentage impact of Sragh Dismantlers Limited on the R180 and L71001 Based on the traffic count survey data detailed in Section 2.2 (and provided in Appendix B) of this Traffic and Transport Assessment, the percentage of traffic on the L71001 related to Sragh Dismantlers is 24%, and on the R180 related to Sragh Dismantlers is 0.6%. 3.5 Assessment of junction operation The traffic volume and movements recorded during the AM and PM peak hours at the Sragh Dismantlers accesses onto the L71001 and R180 are too low to generate meaningful results within traffic modelling software. The existing and proposed junctions would typically be expected to operate with close to 100% spare capacity and no queuing. It has therefore been agreed as part of the scoping of this Traffic and Transport Assessment to limit the assessment of junction operation to the existing R180/L71001 junction, which incorporates the traffic generated by the Sragh Dismantlers Limited site. This junction has been assessed using the industry standard traffic modelling software package PICADY for scenarios in the AM and PM peak hours in the opening and future assessment years. Traffic movements related to all scenarios are detailed within Appendix C. The assessment has been undertaken using PCU values. The criteria used to assess the performance of a junction for a given traffic demand within the aforementioned traffic modelling software are: •Ratio of Flow to Capacity (RFC) is a measure of junction performance in terms of saturation. A value of 1.00, which can also be considered as 100% saturation, represents an arm of the junction operating at maximum capacity, in that any increase in the rate of vehicles arriving on the link will result in significant additional queue lengths. Traditionally a figure of 0.85 or 85% is the maximum acceptable degree of saturation for priority junctions, with anything above this figure being considered to be congested. •Queue lengths (measured in PCUs) are primarily used to check for blocking back through adjacent junctions. The results of the assessment are summarised in Table 3.1, and the modelling output file is presented in Appendix D. Table 3.1 shows that the existing R180/L71001 junction is predicted to operate with 97% spare capacity in the 2042 AM and PM peak hour scenarios with the proposed development. No queuing is predicted at this junction. Table 3.2 – Summary of PICADY output for the existing R180/L71001 junction Arm A = R180 to/from East : Arm B = L71001 to/from South-west : Arm C = R180 to/from West ©TTRSA 2026 7RECEIVED: 26/06/2026 Proposed Retention and Development at Sragh Dismantlers Limited, Sra, Ballybay, Co. Monaghan Traffic and Transport Assessment 4 External access and internal alterations to the existing Sragh Dismantlers Limited site 4.1 External access As noted in Section 1.2 of this Traffic and Transport Assessment, Sragh Dismantlers Limited site has two access points off the public road. The main access is located on the northern side of the L71001 local road approximately 225m to the west of the R180/L71001 junction, with a secondary Heavy Commercial Vehicles (HGV) access being located on the southern side of the R180 regional road approximately 375m to the north-west of the R180/L71001 junction. No alterations to external access are proposed as part of the proposed development. 4.2 Alterations to the L71001/Sragh Dismantlers Limited site access junction As noted in Section 1.2 of this Traffic and Transport Assessment the proposed development proposes to create ‘a new site entrance onto [the L71001] public road replacing existing [L71001] site entrance to be permanently closed’. The proposed new site entrance, as depicted within the site layout drawing prepared by CMD Architects (drawing reference 'Proposed Site Layout: Site Section’ Drawing Identifier: 24-229-3.0_Planning-0.03, Dated: 03-11-2025), contained in Appendix A, is: approximately 21m (centre- to-centre) to the east of the existing site entrance; is formed from 10m radii; and, leads to a 5m wide internal ‘access lane’. This site layout drawing also shows dimensioned 3.0m x 70m visibility splays from the proposed new site entrance onto the L71001, complying with the distances specified in Table 15.4 (Minimum Visibility Standards) contained within the Monaghan County Development Plan 2025-2031. 4.3 Internal alterations to the existing Sragh Dismantlers Limited site The site layout drawing prepared by CMD Architects (drawing reference 'Proposed Site Layout: Site Section’ Drawing Identifier: 24-229-3.0_Planning-0.03, Dated: 03-11-2025) included for information within Appendix A, depicts a ‘proposed new permeable-surfaced access lane from the proposed new site entrance on the L71001 connecting [to the] existing permeable access lane leading to [the existing] R180 site entrance’. Alterations to the position of existing cabins and fencing are shown to accommodate the construction of this access lane. 4.4 Car parking provision Car parking standards for development are covered within Section 15.24 and Policy CP1 within the Monaghan County Development Plan 2025-2031. For development such as car dismantlers where the type of development is not specified, the development plan states that ‘the requirement shall be calculated relative to the most appropriate standard/similar type of development’. The site layout drawing prepared by CMD Architects (drawing reference 'Proposed Site Layout: Site Section’ Drawing Identifier: 24-229- 3.0_Planning-0.03, Dated: 03-11-2025) included for information within Appendix A, shows twelve car parking spaces including one universally accessible (disabled) car parking space. The trip generation detailed within Sections 2.2 and 3.1 of this Traffic and Transport Assessment can be accommodated within the car parking area as shown. ©TTRSA 2026 8RECEIVED: 26/06/2026 Proposed Retention and Development at Sragh Dismantlers Limited, Sra, Ballybay, Co.
