This site relates to an activity authorised under the waste management (Facility Permit & Registration) regulations 2007 S.I. No. 821/2007. At:Sra, Ballybay, Co. Monaghan. To Whom It May Concern: This Planning Statement is submitted in response to Point 2 of the Further Information request and addresses the criteria set out under Section 15.12.2 of the Monaghan County Development Plan 2025–2031. 2.The applicant is requested to submit a planning statement clearly seƫng out how the proposed development complies with the provisions of SecƟon 15.12.2 Industrial and Commercial Developments Outside SeƩlements. Criterion (a) "It is demonstrated that there is no alternative suitable site within the boundaries of nearby settlements and the proposed development is appropriate at the proposed location." The proposed development relates to the expansion and regularisation of an existing authorised vehicle dismantling facility which has operated at this location for a considerable period and which has benefited from a number of previous grants of planning permission. The application does not seek to establish a new industrial use in the rural area but rather facilitates the continued operation and development of an established enterprise. The existing site contains substantial fixed infrastructure including authorised buildings, vehicle storage areas, drainage and environmental protection measures, boundary treatments, screening, access arrangements and ancillary facilities developed over a number of years pursuant to previous planning permissions. The relocation of the enterprise to a settlement would require the duplication of significant infrastructure and would undermine the operational efficiencies associated with the existing established facility. Furthermore, the nature of the activity requires extensive external storage, vehicle manoeuvring areas, dismantling operations and associated environmental controls, all of which are already accommodated within the established site. Having regard to the long- established nature of the use, the substantial investment in site infrastructure, and the planning history of the site, the proposed location is considered the most appropriate location for the continued operation and expansion of the enterprise.RECEIVED: 26/06/2026 Criterion (b) "Where relevant, it is demonstrated that the proposed development is tied to a fixed resource and/or requires an extensive site area or specific settings." The nature of the existing vehicle dismantling operation requires significant external storage areas, vehicle manoeuvring areas, dismantling facilities and associated operational space. The business is therefore land extensive in nature and requires a site configuration that would not typically be available within a settlement boundary. The proposed extension forms part of the continued development of an existing operational facility and is directly related to the established use of the site. Criterion (c) "The design, nature and scale of the development integrates with the surrounding landscape and will not detract from the character of the rural area." The proposed portal frame extension and canopy are located adjacent to the existing authorised buildings and are designed to integrate with the established built form on the site. The scale of the development remains proportionate to the existing enterprise and is contained within an established commercial setting. The proposal will not result in a significant visual intrusion within the surrounding rural landscape. Criterion (d) "There is no significant adverse impact on the amenity of nearby properties as a result of the proposed development such as noise, light and/or odours." The proposal relates to the expansion of an existing authorised facility and does not introduce a new use or activity. Existing site operations are regulated through the facility's Waste Facility Permit and previous planning permissions. The proposed development is not expected to give rise to any significant adverse impacts on residential amenity by way of noise, light, odour or other nuisance. Criterion (e) "The traffic generated by the proposal is appropriate for the surrounding road network, will not result in unsustainable traffic movements and will not necessitate road improvements that would damage the character of the rural roads in the area." The site is served by an established access arrangement which has been subject to assessment under previous planning permissions. The proposed development utilises the existing road network and does not require significant alterations to the surrounding roads. The proposal is therefore considered compatible with the capacity and character of the local road network. Criterion (f) "A high-quality layout scheme is proposed which demonstrates that the site is not dominated by extensive car parking, hard standing or roads, and that the topography and surrounding landscape are respected as appropriate." The proposed development forms part of an established facility and is contained within a defined operational area. The layout has evolved through a series of planning permissions and incorporates landscaping, screening, controlled storage areas and established circulation routes. The proposed extension consolidates existing activities and does not materially alter the character of the site. Criterion (g) "Any external storage is adequately screened from the public domain/road and adjoining residential properties." The site benefits from existing boundary treatments, landscaping and screening measures which have been implemented under previous planning permissions. Additional landscaping is proposed as part of the current application. External storage areas are screened from the public domain and adjoining properties through a combination of existing and proposed planting and boundary treatments. Criterion (h) "A detailed quality landscape plan, planting schedule and planting programme is proposed and carried out which includes semi- mature indigenous trees to reduce the visual impact of the proposed buildings." The application includes landscaping proposals designed to supplement and reinforce the existing screening around the site. These measures will further integrate the proposed development into the surrounding landscape and reduce its visual impact when viewed from surrounding roads and properties.RECEIVED: 26/06/2026 Criterion (i) "Any proposal shall comply with all other relevant objectives and policies set out in this development plan." The proposed development has been designed having regard to the relevant policies and objectives of the Monaghan County Development Plan 2025–2031. The application relates to the expansion of an established enterprise, supports rural employment and economic activity, utilises existing infrastructure and represents the sustainable development of an existing commercial facility. Conclusion Having regard to the foregoing, it is considered that the proposed development complies with the requirements of Section 15.12.2 of the Monaghan County Development Plan 2025–2031 and represents an appropriate expansion of an established rural enterprise.
