Monaghan RECEIVED: 01/07/2026 Planning Objection Letter Application 2066222 A Chara, Re: Planning Application 2660222 – Former Ulster Bank, The Diamond, Clones – Proposed Change of Use to HMO Dear Sir/Madam, I wish to make an submission regarding the above planning application for the proposed change of use of the former Ulster Bank building on The Diamond, Clones, to a House in Multiple Occupation (HMO). 1. Intensity of Use / Overdevelopment I am concerned that the proposed level of occupancy may represent an over-intensive use of the building and site, given its town-centre location and original design as a commercial premises. Clarification is required regarding the suitability of the building to safely and appropriately accommodate the proposed number of residents, including the adequacy of communal facilities, storage, circulation space and residential amenity. 2. Traffic and Parking Impact The Diamond and surrounding streets already experience parking pressures and traffic constraints. The Diamond is also a well-known traffic bottleneck within Clones, particularly at busy periods. I am concerned that increased residential occupancy at this location could add to existing congestion, on-street parking pressures and traffic movement difficulties in an area that already experiences restricted traffic flow. The application does not appear to adequately address how increased residential occupancy will affect parking demand, servicing, deliveries, visitor parking and general traffic movement in an already constrained town-centre environment. 3. Waste Management and Servicing The proposal may significantly increase domestic waste generation. I request that careful consideration be given to whether adequate refuse and recycling storage has been provided, and whether collection arrangements are suitable for such a prominent and busy location in the centre of Clones. 4. Impact on Residential Amenity Given the proposed intensification of occupancy, consideration should be given to the potential for increased noise, disturbance and loss of residential amenity for neighbouring occupiers, particularly in a mixed-use town-centre setting. 5. Character of The Diamond / Town Centre Setting The former Ulster Bank building is a prominent structure within the streetscape of The Diamond. Any alterations should be carefully assessed to ensure the proposal respects the character, appearance and architectural setting of the town centre. In light of the above concerns, I respectfully request that the planning authority carefully assess whether the proposed development is appropriate for this location and complies with the relevant objectives of the Monaghan County Development Plan. Yours faithfully, Kathryn Dowd Clonkeencole Monaghan Road Clones H23YV79 RECEIVED: 01/07/2026
