Matters relating to Request for further information — 25/103 Ruth Russell, Feebane
A new newspaper notice and site notice have been prepared to give indication of the revised
nature of the application which would now be considered Significant Further Information due
especially to the requirement for a new wastewater treatment system together with alterations to
the application whereby the truck parking area and all related fuel storage have been removed.
1.Entrance for Truck Parking
The parking of a truck on the site has ended completely and the roadside area will no longer be
used for parking a truck, or for fuel storage or any other business -related activity. The wide
entrance currently existing will be closed up replacing the gap with a fence backed with a native
hedgerow.
2. Environmental
All fuel tanks relating to the truck parking have been emptied and two tanks have already been
moved from site. At time of writing there are two empty tanks on the ground. These are not in use
now nor will they be in the future. Thereby there is no proposal to build bunding or
drainage/interceptor relating to fuel storage. There is now no fuel storage on this site save for a
standard domestic heating tank for the dwelling.
The only drainage required on site related to the domestic dwelling. See later for information
relating to the wastewater treatment system.
3. Usage
The parking of a truck and related fuel storage have been removed completely. This area is to be
closed up from access from the road.
The pumphouse was previously used to pump water to the dwelling before the site was connected
to the local water scheme. It was never used for any other purpose and is now disused.
4. Shed Design
Sheds 1,2, 3, were constructed originally and were used for a short period for the keeping of
turkeys. Since then, they were used for domestic purposes only, for storage of domestic
equipment and as a domestic workshop and no other commercial or business use or for any
business -related storage.
The applicant acknowledges that the construction of the sheds would have required planning
permission at the time and regrets the oversight. This application seeks to retain the sheds as
constructed
Insofar as complying with the requirements of Monaghan County Development Plan;
• It is noted that sheds and ancillary outbuildings are generally an acceptable form of
development within domestic curtilages.
• The sheds are visually subservient in terms of size, scale and bulk to the main dwelling
with the highest point of the sheds ridge being over 2m lower than the ridge of the
dwelling.
• The sheds are used only for uses which are ancillary to the main dwelling.
• The design, size, scale and form of the sheds are of simple rural design in keeping with
other buildings in the area.
• The finishes/materials are simple and low key. The wall finish is currently a bright colour
and this could be repainted to a more subtle tone in keeping with the brick used on the
dwelling or a natural green colour.
• The sheds are sited to the side of the house, minimising visual impact from the public
road and surrounding landscape.
• The sheds are used for purposes incidental to the enjoyment of the dwelling and not for
any commercial, manufacturing, industrial use or as habitable accommodation.
• Where the total floor area of the building/structure is in excess of 80m2 and larger than
currently needed by the occupant, as mentioned, this is a retention application with a
view to retaining the buildings as built.
• The residential amenity in the vicinity of the proposed development is not compromised.
• Whilst these have been described as sheds as there are three distinct section, it really is
one large shed structure.
• The sheds have no effect on existing surface water drainage, and are maintained
satisfactorily and do not intensify the use of the site.
• There is no noise or disturbance from the sheds.
• There is no overlooking or overshadowing.
• There is no change to parking, traffic or wastewater.
• The structures are low-key outbuildings used solely for purposes incidental to the
enjoyment of the dwelling.
5. Visual appearance of extension
In regard to the visual appearance of the existing extension to the south/front of the dwelling to be
retained on the South /Front Elevation. Whilst the appearance of the extension is not particularly
attractive it does meet many of the requirements of the policies of Monaghan County
Development Plan.
In addition, we would be hopeful that the planning authority would take into account that the
applicant Mrs Russell is a widow, living on her own, who is wishing to put all planning matters
right on the site to ensure full planning compliance insofar as is possible by the means of
retention. To make elevational amendments to the facade or roof of this part of the house would
likely cost in the region which would be beyond her means of paying for at this time.
The extension as it currently stands aligns with Policy AEDP 1 and Section 15. 10. 1 of the
Monaghan County Development Plan 2025 — 2031 in the following ways;
• The extension is ancillary/subordinate to the main dwelling and located to the side.
• The proportion and height of the extension is in keeping with the main dwelling.
• The dwelling is part of a small farm holding of two fields and is surrounded by a
collection of sheds and outbuildings which is common for the rural environment. The
extension fits comfortably into the entire arrangement of buildings. Altering it to bring it
in line with the main building might involve bringing more attention to the extension or
making it appear to be a larger portion of building that it is.
• The extension is ancillary to and does not detract from the visual amenities of the main
dwelling.
• The extension does not have a material negative impact upon the residential amenities of
adjoining dwellings or their private open space, in terms of overbearing or overlooking of
adjoining properties.
• The extension does not overshadow or cause any interference to adjacent dwellings.
• The extension shall not result in an unacceptable loss of existing private open space area.
• This is a side extensions causing no interference to the access to the rear of the property
for refuse collection, utility access, etc.
• The extension is served by an onsite wastewater system - the adequacy of the on -site
wastewater treatment and disposal facilities will be reported on as part of this application.
The extension does not interfere with surface water drainage. .. .-___

to serve the existing dwelling.

suitable to provide treatment for domestic sewage via discharge to groundwater.'
The full details of the proposed wastewater treatment system are contained in the report from
Coyle Environmental attached.
