(Additional Information)
Dear Catherine,
Further to your request for additional information, please find below and enclosed our responses to each
point raised.
FI 1 - The Applicant has submitted a Site Layout Plan that indicates the existing site access onto the Regional
Road will be used, however the layout plan does not include any detail on whether or not the required
visibility splays can be achieved at the entrance, and the development is considered to result in an
intensification of the existing entrance. In this regard, the applicant is requested to submit:
a) A revised Site Layout Plan (1:500 scale) indicating how a clear and unobstructed visibility splays
of 120m can be achieved at the proposed entry/exit point onto the Regional Road. The required
visibility splays should be provided from a point in the centre of the entrance, 2.4 metres from
the road edge at a height of 1.05 metre to 2.0 metres above ground level. Sight distances to be
measures to the nearest road edge in both directions. The submitted revised site layout plan
should demonstrate all necessary site work, including the extent of the front boundary hedge
and trees which would be required to be removed/trimmed, re-grading of side banks etc to
achieve the required sight distances.
Please find enclosed the revised site layout indicating the required sightlines. An unobstructed visibility
splay is achievable in both directions, 2.4m from the road edge at heights 1.05m – 2.0 above ground level
to the nearest road edge. No works are required to achieve these sightlines.
RECEIVED: 01/07/2026
b) Where the sight distances are not achievable within the applicant’s ownership, the applicant
should submit Legal Agreements with adjoining landowners giving their consent to allow re-
locating of obstruction impeding on the visibility splays, removal of their hedgerow and hedges
trimmed regularly to provide the required sight distance. The Legal Agreement and
accompanying Maps shall be signed by the landowner, the applicant and witnessed by a
Solicitor in accordance with exact wording of Appendix 13 of Monaghan County Development
Plan 2025-2031.
The required sightlines are achievable within the applicant’s ownership and therefore no legal agreements
are required.
FI 2 - The Planning Authority note that the Office of Public Works (OPW) Preliminary Flood Risk Assessment
(PFRA) maps indicate that the north-western end of the proposed site is vulnerable to pluvial flooding. It is
unclear if there is to be any infilling proposed in this area. It is advisable that this area of the site be kept
free from any infilling and associated site works with an appropriate buffer. Should infilling proposals
remain for this part of the site then the applicant is advised as follows:
a) In accordance with Policy ILP 1 and Section 15.32 of the Development Plan (‘Infilling of Lands’) a site-
specific Flood Risk Assessment shall be submitted in accordance with Section 15.22.8 of Chapter 15 of this
Development Plan. Any Flood Risk Assessment shall be completed by a competent professional with
hydrological experience, confirming that the development:
• Will not be at risk of flooding
• Will not exacerbate flooding in the immediate vicinity or wider area.
• Will not obstruct or impede important flow paths
• Will not result in residual risks to the area and/or development that cannot be managed to an
acceptable level.
The flood risk assessment shall also clearly demonstrate proposed management of any residual risks.
Please find enclosed the Flood Risk Assessment Report as requested. As indicated within the report, it
indicates the proposed earthworks have been designed to preserve the existing temporary pluvial flood
storage within the catchment by maintaining all placed material above the adopted flood storage level of
RL 157.30mOD. Accordingly, the proposal will not reduce flood storage or exacerbate flooding within the
immediate vicinity or elsewhere. The proposed development does not obstruct or impede the existing
watercourse or the principal overland flow paths within the catchment. The existing drainage regime is
maintained.
It is therefore concluded that the proposed development complies with the flood risk objectives of Policy
ILP 1 and Section 15.22.8 of the Development Plan and will not result in the creation or transfer of flood risk
either within the site or to adjacent lands or downstream receptors.
RECEIVED: 01/07/2026
FI 3 - The application as submitted is considered insufficient in terms of environmental information. In this
regard the applicant is requested to;
a) Submit a fully completed current version of the Water Protection Plan Checklist.
Please find enclosed the updated Water Protection Plan Checklist.
b) Submit design details of the existing and proposed stormwater drainage system. Stormwater
treatment proposals shall consider the use of nature-based solutions for the attenuation and
treatment of stormwater run-off from the development and shall include proposals for future
maintenance of same.
Please find enclosed the site layout plan outlining the stormwater run-off.
The existing field, clubhouse and car park terminate to a piped drain along the road. This is
unaffected by the proposed works; however, an interceptor is to be installed adjacent to the
entrance prior to entering into the drain. The maintenance of the interceptor will be in
accordance with the manufacturer's guidelines.
The proposed stormwater from the new field will be run off into the low lands to the west of the
site. This is unaffected by the works as the slope of the original field provided run off in the same
direction.
c) Submit a revised site layout plan, scale 1:500, demonstrating the following:
i. The proposed surface storm water drainage systems
ii. The location of stormwater treatment, attenuation or any nature-based solutions
proposed for treatment/attenuation of stormwater arising onsite.
iii. All associated stormwater discharge points and outfalls.
Please find enclosed the site layout plan outlining the stormwater run-off and discharge point. As indicated
above, the proposed stormwater from the new field will be run off into the low lands to the west of the
site. This is unaffected by the works as the slope of the original field provided run off in the same direction.
Additional drainage will be provided to the field by a specialist playing field contractor which will connect
into the stormwater pipe indicated on the drawing. The proposed perforated drainage pipes will attenuate
and infiltrate the stormwater on the land.
d) Clarify if it is proposed to import or export any soil to / from the site.
Materials are proposed to be imported into the site. The approximate volume of materials is 50,000m3 –
70,000m3 depending on the suitability of material excavated on site. An Article 27 application will be
submitted to the EPA prior to the commencement of works.
