INTRODUCTION 1.1 This report examines the road safety aspects of the proposed residential at Residential Development, Emyvale, Co. Monaghan. The study was carried out between 11th of June 2026 and the 17th of June 2026 in the offices of DCE Irl. 1.2 The Audit Team members were as follows:- Team Leader: Gary J. Barron BSc. NCEA Dip Const. NCEA Cert. C. Eng MIEI, HA RSA Cert Comp Chartered Engineer, DCE Irl Team Member: Brian Byrne B.Sc(Hons) Civil Engineer Observer: Caoimhin Fields B.Eng. (Hons), MSc Civil & Traffic Engineer 1.3 The audit comprised an examination of the drawings and other information relating to the scheme supplied by CS Pringle. A visit to the site of the proposed scheme was made on 18/02/2025 and 11/06/2026 in daylight hours. The weather was dry. Traffic conditions were moderate. This Stage 1/2 Audit has been carried out in accordance with the relevant sections of GE-STY-01024 (Road Safety Audit) and TII Document GE-STY-01027 (Road Safety Audit Guidelines). The team has examined only those issues within the design relating to the road safety implications of the scheme, and has therefore not examined or verified the compliance of the design to any other criteria. The comments section of the report include observations by the audit team that if unaddressed by the design team may ultimately become a safety risk and thus should be given consideration in the design process. 1.5 Appendix A describes the drawings and other information examined by the Audit Team. 1.6 All of the problems described in this report are considered by the Audit Team to require action in order to improve the safety of the scheme and minimise collision occurrence and severity. 1.7 The drawings contained in Appendix B shows indicative locations of the problems. The location numbers refer to the problem numbers in this report. 1.8 Appendix C contains designer's comments provided by CS Pringle. RECEIVED: 09/07/2026 P a g e | 2 FIGURE 1 INDICATIVE SITE LOCATION RECEIVED: 09/07/2026 P a g e | 3 2. ITEMS RESULTING FROM THIS STAGE 3 AUDIT – Please also refer to the plans in Appendix B of this report which highlight the indicative locations of the problems 2.1 Problem Location: Drawing 6532-CSP-P-001 Summary: Site wide Some gradients within the scheme are in excess of 1 in 12 which is above recommended in DMURS; this may lead to difficulties in drivers pulling into site road, leading to rolling, stalling or harsh braking resulting in collisions. In addition the roads maybe difficult to negotiate in adverse weather conditions. Recommendation Gradients on roads should be in accordance with DMURS and the Recommendations for Site Development works. 2.2 Problem Location: Drawing 6532-CSP-P-001 Summary: Site wide Some footpath gradients within the scheme are relatively steep, which may cause difficulties for individuals with disabilities or those pushing buggies, potentially increasing the risk of collisions. Additionally, these paths may becom e hazardous to navigate during adverse weather conditions. Recommendation Gradients on footpaths should be in accordance with DMURS, the Recommendations for Site Development works and part M where applicable. RECEIVED: 09/07/2026 P a g e | 4 2.3 Problem: Location: Drawing 6532-CSP-P-001 Summary: Sightlines Sightlines have been delineated on the design drawings for the junction with Market House Lane, existing landscaping appears to obscure the visibility. The cumulative effect of infrastructure and landscaping can lead to sightlines being obscured possibly leading to pull out type collisions where adequate visibility is not provided for. Recommendation Sightlines are to be detailed on design drawings and visibility is to be provided in both directions in accordance with DMURS. 2.4 Problem: Location: Drawing 6532-CSP-P-001 Summary: Sightlines The gradient of Market House lane is steep and the vertical alignment is such that visibility may be obscured due to the crest on the existing road, possibly leading to pull out type collisions where adequate visibility is not provided for. Recommendation Sightlines are to be detailed on design drawings and visibility is to be provided in both directions in accordance with DMURS, visibility is to be detailed on plan and in section. RECEIVED: 09/07/2026 P a g e | 5 2.5 Problem: Location: Drawing 6532-CSP-P-001 Summary: Visibility from driveway The driveway of unit 1 along the northern boundary is located to the gable of the houses, there appears to be planting adjacent to the driveway. Drivers of vehicles may have restricted visibility when exiting the driveways especially when reversing. This restricted visibility may result in drivers of vehicles reversing into vulnerable road users on the footpath or into the path of oncoming traffic. Recommendation This planting should be omitted. RECEIVED: 09/07/2026 P a g e | 6 2.6 Problem: Location: Drawing 6532-CSP-P-001 Summary: Tie ins Levels on the existing Road and footpath along Market House Lane have not been detailed on the design drawing. Where existing infrastructure is not accurately shown on the design drawings this can result in difficulty in implementing the design proposal on site which may result in inadequate ‘tie ins’ leading to collisions . Recommendation The tie in with existing road and footpath network on site is to be detailed on the design drawings and the proposed infrastructure is to tie in with existing site conditions. The gradients on the radii should be reviewed and detailed on the drawings. RECEIVED: 09/07/2026 P a g e | 7 2.7 Problem: Location: Drawing 6532-CSP-P-001 Summary: Desire line Lakeview Residential Development An existing access is located to the north of the proposed access on the opposite side of Market house Lane. The new access creates a desire line to Lakeview Residential Development. Vulnerable road users will want to cross the road at this location to/from the existing residential development. Recommendation Dropkerbs and tactile paving should be provided at this location. RECEIVED: 09/07/2026 P a g e | 8 2.8 Problem: Location: Drawing 6532-CSP-P-001 & Drawing 6532-CSP-P-901 Summary: Tactile Paving. Tactile paving has been provided. Where tactile paving is approached head on the depth of the paving should be such that it cannot be stepped across inadvertently. Where inadequate depth of paving is provided this may lead to partially sighted individuals walking into the path of oncoming traffic leading to collisions. Recommendation Adequate crossing points should be provided on desire lines within the scheme with appropriate tactile paving and dropkerbs. RECEIVED: 09/07/2026 P a g e | 9 2.9 Problem: Location: Drawing 6532-CSP-P-001 Summary: Straight Sections with Steep Gradients Relatively long, straight sections with steep gradients exist within the development. Drivers may drive at excessive speed leading to collisions with other vehicles or collisions with non motorised users. Recommendation Speed restraint should be incorporated to ensure low speeds within the scheme; raised tables would slow traffic and provide for easier pedestrian movement. RECEIVED: 09/07/2026 P a g e | 10 2.10 Problem Location: Drawing 6532-CSP-P-001 Summary: Site wide Carriageway widths within the development reduce from 6.0m to 5.5m at the horizontal bend adjacent to Unit 1. The wider upstream cross-section is likely to generate higher approach speeds. Consequently, drivers may enter the bend at speeds inappropriate for the tightening geometry, forcing sudden braking or steering adjustments that could result in collisions. Recommendation All roads should be 5.5m. 2.11 Problem Location: Drawing 6532-CSP-P-001 Summary: Shared surface The proposed shared surface is 5.5m wide, which exceeds the DMURS recommended maximum width of 4.8m. This wider cross-section is undesirable as it is likely to generate higher vehicular speeds, compromising pedestrian safety within the shared zone leading to collisions. Recommendation Maximum shared surface width should be 4.8m, If additional space is required to allow residents to manoeuvre into driveways, it is recommended the actual driving carriageway (4.8m) and using contrasting surface finishes or buffer strips to provide the extra width. 2.12 Problem Location: Drawing 6532-CSP-P-001 Summary: Site wide Some gradients within the scheme are in excess of 1 in 50 on the approach to junctions; this may lead to difficulties in drivers pulling out, leading to rolling, stalling or harsh braking resulting in collisions. Recommendation Approaches to junctions should be at 1 in 50 in accordance with DMURS and the Recommendations for Site Development works. RECEIVED: 09/07/2026 P a g e | 11 2.13 Problem Location: Drawing 6532-CSP-P-001 Summary: Site wide Signage is not shown on the drawings issued to the Audit Team. The absence or the erroneous use of such signage may confuse road users and lead to collisions. Recommendation The location and type of road markings and signage shall be provided at detailed design stage. 2.14 Problem Location: Drawing 6532-CSP-P-001 Summary: Site wide No speed limit signage, such as '30 km/h', is shown within the proposed development. This lack of clear signage could increase the likelihood of excessive vehicular speeds throughout the residential area, resulting in an elevated risk of collisions with vulnerable road users. Recommendation It is recommended that a ’30 km/hr SLOWZONE’ signage be provided.. 2.15 Problem Location: Drawing 6532-CSP-P-001 Summary: Site wide Public lighting has been provided on the drawings issued to the Audit Team. The provision of public lighting is essential to ensure that all road users have adequate visibility outside of day time hours. The introduction of speed restraint will necessitate the public lighting being reviewed. Where speed restraints are not adequately illuminated this can result in drivers being unaware of them leading to loss of control type collisions. Recommendation The proposed location and type of all proposed street lighting columns and luminaries should take cognisance of speed restraint measures at detailed design stage. RECEIVED: 09/07/2026 P a g e | 12 2.16 Problem Location: Drawing 6532-CSP-P-901 Summary: Proposed footpath to public road The effective width of the proposed footpath is reduced below the DMURS minimum requirement of 1.8m due to the road constraints. This width restricts accessibility for vulnerable road users, particularly wheelchair users and parents with buggies. It may force these users to step onto the active carriageway to pass, significantly increasing the risk of conflicts and collisions with vehicles. Recommendation The proposed footpath should be increased in width locally where possible to provide for passing bays, minimum 1.8m. This allows a wheelchair user or a parent with a buggy to see someone coming from the other direction and wait in a safe, wide zone rather than being forced to step off the kerb into traffic. RECEIVED: 09/07/2026 P a g e | 13 3. COMMENTS The junction of Market House Lane and the N2 has sightlines restricted by vehicles parked close to the junction. The development will increase the vehicle and pedestrian movements at this junction and where adequate visibility or intervisibility is not provided this may lead to collisions with pedestrians and vehicles and pull out type collisions. Retaining walls should be detailed on design drawings. RECEIVED: 09/07/2026 P a g e | 14 4. AUDIT TEAM STATEMENT We certify that we have examined the drawings and other information listed in Appendix A. This examination has been carried out with the sole purpose of identifying any features of the design that could be removed or modified to improve the safety of the scheme. The problems that we have identified have been noted in the report, together with suggestions for improvement which we recommend should be studied for implementation. signed...... ____________________________________________________ Gary J.
