Planning RefNo. 25/60462 Directors: S. Clarke, 0. Leddy B.Agr.Sc., P. Fay B.Agr.Sc. V.A.T. Reg. No. 8277204J Introduction The Mews, 23 Farnham Street, Cavan, Co. Cavan Phone: 049-4371447/9 Fax: 049-4371451 E-mail: info@clw.ie This proposed Ammonia Management Programme has been prepared on behalf of Mr. Fergal McCruddan, to address the requirements of Condition No. 3 of Planning Permission Ref' No. 25/60462 granted to the applicant by Monaghan Co. Co. Ammonia Ammonia (NH3) is an invisible, water-soluble alkaline gas, which is hazardous to the environment. If contamination of soil or water occurs, it may cause environmental problems such as acidification and eutrophication, which can harm sensitive vegetation systems, disrupt biodiversity and reduce water quality. In the European Union (EU), the agricultural sector is responsible for the vast majority (93.3%) of total ammonia emissions. Livestock manure management (collecting, storing and spreading on land) accounts for almost three fifths of agricultural ammonia emissions, while agricultural soil emissions account for the rest. Ammonia emissions in poultry houses Ammonia in a poultry house comes from the birds themselves. Unused nitrogen is excreted as uric acid (80%), ammonia (10%), and urea (5%). When ammonia gas is exposed to moisture, it reacts and forms a basic, corrosive solution called ammonium. This aqueous ammonium solution causes harm to birds, and adversely impacts on bird health and performance, therefore it is in the applicants interest to minimise same. As can be seen from the above increasing Ammonia concentrations have deleterious effects for animal performance and thus economic performance as well as potential environmental consequences. The goal for most producers is either to avoid high concentrations of ammonia in the first place, and thereafter minimize the impacts on bird health and performance, and potential for environmental impact. While bird genetics will have an impact on efficiency and utilisation (F.C.E.) of feed this area is controlled by the breed companies and largely out of the control of the farmer. There are two main areas available to the farmer to minimise ammonia production/emissions. These are bird management and housing (or more specifically the management of these two areas). Directors: S. Clarke, 0. Leddy B.Agr.Sc., P. Fay B.Agr.Sc. V.A.T. Reg. No. 8277204J Ammonia Management Plan The Mews, 23 Farnham Street, Cavan, Co. Cavan Phone: 049-4371447/9 Fax: 049-4371451 E-mail: info@clw.ie 1. Ration composition and diet management, provision of a balanced, complete diet, formulated to low crude protein levels, balanced with synthetic amino acids and containing highly digestible ingredients, and formulated to match bird requirements at each stage of production (Phase feeding) is of the highest importance, to reduce excess N excretion and in maintaining manure as dry as possible. (Applicant to liase with feed supplier in respect of same.) 2. Optimize the poultry stocking density to help limit excessive moisture in the poultry house, so reducing anaerobic processes. (Same may be dictated by animal welfare limitations). 3. House Design — The proposed Aviary / Multi Tier housing design is shown to have lower ammonia emissions than traditional slatted type free range layer houses. As per the planning permission granted to Mr. Fergal McCruddan The following low emission housing systems are to be employed; The proposed development consists of the replacement of an existing poultry house with 2 New poultry houses. The new houses will be a barn house operating on a multi -tier system and regular manure removal. Unlike the current activities there will be no manure storage on the site. As can be seen from the data in Appendix 1 this change in housing system has a significant reduction in existing and potential ammonia emissions. Despite the increase in numbers of birds from 14,000 to 28,000, the more modern and efficient upgraded houses will lead to an overall reduction in emissions from the farm from that currently permitted as per the details below: • Existing: House 1 — 14,000 birds @ 0.3151<g/yr/bird (System Ref. E2,100, See Appendix 1.)= 4,536kg 36kg ammonia / year. • Proposed Houses — 28,000 birds @ 0.09kg/yr/bird (System Ref. E2.3.1 , See Appendix 1.)= 2677.51« ammonia / year. • Therefore, the existing level of ammonia is 4536kg ammonia / year and the proposed level is 26778.5kg ammonia / year, which represents a reduction of circa 40% overall. As the final emissions from the farm upon completion of the development will be lower than the prescribed baseline levels, detailed atmospheric modelling is not required in this instance and it can be concluded that significant effects arising from the development will not arise. It is proposed to complete the development in two phases. Directors: S. Clarke, 0. Leddy B.Agr.Sc., P. Fay B.Agr.Sc. V.A.T. Reg. No. 8277204J The Mews, 23 Farnham Street, Cavan, Co. Appropriate Bird Healthcare — Timely intervention in the management of birds with organic acids (and any other treatments as necessary) etc. to ensure good gastro intestinal health thus ensuring good bird health and good manure quality. An adequate supply of fresh clean water is also vitally important. Temperature adjustments should be made relating to house climate and welfare, to ensure optimal environmental conditions within the house, thus preventing any stress on the birds. 6. Operating systems — It is important to ensure that; ➢ Drinkers are operating to maximum efficiency so as to ensure that there are no leaks/spillages from same, resulting in an increase in the moisture content of the manure. ➢ Feeders are appropriately set ensuring that there is no/minimal feed wastage. ➢ Ventilation systems are operating correctly and appropriately set so as to ensure that the internal environment within the house is maintained at optimum levels at all times. ➢ Remove the manure from the house on a regular basis. The objective of this ammonia management plan is threefold; 1. Reduce the amount of N excreted by the birds (by providing a well balanced digestible diet, and minimising feed wastage) so that in effect the amount of substrate from which ammonia is produced is minimised. Reduce the amount of water in the manure (by minimising excess water consumption resulting from bird disease, stress or other factors, and water leakage/wastage in-house) to as to minimise the conditions under which the N that is excreted is converted to ammonia. 3. Completion of low emission housing to reduce ammonia emissions below (c. 40%) existing levels. Directors: S. Clarke, 0. Leddy B.Agr.Sc., P. Fay B.Agr.Sc. V.A.T. Reg. Site located on outskirts of Tydavnet. General Site Description The site consists of 1 existing poultry houses and a store Date and type of It is understood that a Refurbishment and Demolition survey was undertaken due to survey undertaken impending demolition works. A Chartered Surveyor conducted the survey on 16th May 2026. Sampling analysis techniques are UKAS accredited in accordance with MDHS77- Asbestos in Bulk Materials — Sampling and identification by Polarised Light Microscopy (PLM). Summary of A total of 0 no. samples were analysed following the survey as no materials were Asbestos- witnessed that were suspected to contain asbestos Containing Materials Identified Areas of No Access Every effort was made to access all areas of the site. Inaccessible areas should be presumed to contain asbestos containing materials (ACM) until such time as an inspection can be made that proves otherwise, as required by the Asbestos Regulations 2010 and Practical Guidelines on ACM Management and Abatement General It should be borne in mind that `Areas of No Access' and locations outside the confines of Recommendations this survey should be presumed to contain asbestos until otherwise confirmed. In all cases involving the removal of asbestos, there is a need for a suitably competent and experienced contractor to carry out the work. For certain licensable asbestos containing materials these works can only be carried out by licensed asbestos removal contractors giving 14 day notification to HSA. It is recommended that an approved site -specific asbestos removal specification and method statements be produced in order to facilitate any asbestos removal works. It is recommended that all asbestos removal works are accompanied by an air monitoring appropriate to the works be initiated to ensure that all asbestos removal practices and asbestos levels in the air are in compliance with the legal exposure levels (The Asbestos Regulations 2010). The waste generated from asbestos removal should be disposed of at an appropriately licensed facility using correct transportation and documentation. This sheet is intended to provide a summary only of the asbestos survey findings. It does not provide a definitive engineering analysis for the purposes of costing or construction and is subject to the limitations of this limited Refurbishment & Demolition survey. A Chartered Surveyor undertook the survey on 16th May 2026. 1.2 Objectives A Refurbishment / Demolition asbestos survey was undertaken at the site in order to meet the following objectives: ❑ To identify the presence, location and condition of reasonably accessible asbestos containing materials (ACM) in those areas planned for demolition. ❑ To produce a report to identify areas of confirmed and suspected asbestos and to provide an indication as to their location, condition and extent. This report should be the starting point for developing an asbestos removal tender. A Project Manager experienced in administering an asbestos removal contract should be appointed to ensure the asbestos removal' is dealt with in a coherent, professional manner. An independent UKAS approved analyst should be appointed by the Client. The Project Manager will produce a detailed tender document to highlight all items to be removed, contract duration, phasing of the works, all parties involved the contract, site set up, details of the standards the removal works need to adhere to, a quantified schedule of works, site specific items and welfare requirements amongst other things that can influence price, time and quality. Prior to submitting their quotation, all asbestos removal contractors invited to tender must visit the site to satisfy themselves that all asbestos containing products are accounted for and accurately quantified. The site visit should also be used by the asbestos removal contractor as an opportunity to develop their Plan of Work for the removal. There is a possibility that ACM's may remain unidentified in sealed locations so it is strongly suggested that demolition activities are designed to allow for this potential. Features that generally fall outside the scope of the survey may include: • Live plant and machinery • Areas behind or above suspected asbestos -containing materials (see note 1) • Within solid concrete floors where asbestos shuttering may have been used (see note 2) • Areas where asbestos is sandwiched between non -asbestos materials • Within underground ducts etc. where reasonable access is unavailable (see note 2) ■ Areas considered to have elevated Health and Safety risks i.e. confined spaces, live services, etc. (see note 2) A strategy of using representative samples of suspected asbestos materials has been used to minimise the number of samples taken to a practical level and keep to a minimum the disturbance of potential asbestos -containing materials at the site. Because of this strategy, the results of the survey should be interpreted such that all visually similar materials in the same area must be assumed to be composed of the same material until proven otherwise. In accordance with The Asbestos Regulations 2010 and The Practical Guidelines on ACM Management and Abatement, it must be assumed that materials visually assessed as asbestos -containing materials contain amphibole asbestos fibres (i.e. Amosite and Crocidolite), unless sampled to prove otherwise. Note 1: Areas behind or above suspected asbestos containing materials are required to be inspected by HSG264. Where such areas cannot be identified prior to the commission of the survey, a provisional sum should be allowed for by the client to enable the surveyor to return to site with a licensed asbestos contractor in order to gain access. Such access may also necessitate 14 -day notification to the HSA and may require concurrent air monitoring to be carried out. Should this type of access be required, we shall liaise and seek agreement from the project team before commencing beyond the agreed project scope and record this within the report. Note 2: Where access is restricted due to confined space or other Health & Safety concerns, these areas will be detailed in the report and recommendations given for the most appropriate means of investigation, and if necessary, any additional costs which would be entailed. The report is subject to the conditions detailed in Appendix A, plus the agreed standard terms and conditions of engagement. 2.0 SITE DETAILS 2.1 Location Knocknagrave, Tydavent, Co.Monaghan. Site located on outskirts of Tydavnet. 2.2 Building/Site The site consists of 1 existing poultry house and a store. No ACM's were identified during the survey. There were no materials suspected of containing asbestos Walls were of block and plaster construction, the roof was of steel frame and galvanized roof sheeting. Each area was inspected to locate materials presumed or strongly presumed to contain asbestos, all of which must be removed prior to the construction work commencing on site. Photographs of each sample location were taken and included in the inspection reports, however where similar materials were identified these are referenced to similar homogeneous materials. Each sample is assessed using a numeric algorithm, which calculates a score of risk to each individual ACM based the following criteria: ■ Friability; • Condition; • Surface Treatment; • Fibre Type; • Accessibility, and; ■ Position Each criterion has various scores and when all the scores for each are added together a value of risk is generated for the material. This is only a requirement for HSG 264 Management surveys; however, the algorithm values have been applied during this survey as we understand that employees and contractors and other personnel will occupy prior to the Demolition works. All samples were analysed by a UKAS accredited laboratory using Polarised Light Microscopy and Dispersion Staining techniques in accordance with HSG 248 — Asbestos: The Analysts Guide for Sampling, Analysis and Clearance Procedures, 2005. These presumptions are based upon surveyors experience associated with identification of a particular material. 4.2 Areas of No Access • Live electrical equipment • Parts of the structure not shown on the supplied drawings as undergoing refurbishment works 4.3 Survey Specific Notes There is always a possibility that asbestos materials other than those highlighted by this report may be present in those areas not accessed fully or otherwise concealed at the time of the survey. A strategy of using representative samples of suspected asbestos materials has been used to minimise the number of samples taken to a practical level and keep to a minimum the disturbance of potential asbestos -containing materials. Amosite and Crocidolite), unless strongly presumed otherwise or sampled to prove otherwise. Despite this being a Refurbishment & Demolition Survey, material assessments have been undertaken on the various items inspected for validity. These assessments are carried out according to the material assessment algorithm appended to this report, which is based on the assessment criteria HSG 264. These reports are contained within Appendix B of this report. The asbestos register, Section 5.0 of this report summarises asbestos -containing materials and presumed asbestos materials identified during the course of the survey. 6.2 Recommendations for ACM's Identified During Survey No ACM's were identified during the survey. There were no materials suspected of containing asbestos Walls were of block and plaster construction, the roof was of steel frame and galvanized roof sheeting. 6.3 General In all cases involving the removal of asbestos, there is a need for a suitably competent and experienced contractor to carry out the work. It is recommended that a site -specific asbestos removal specification and method statements be produced in order to facilitate any asbestos removal works and that these method statements be submitted for review. It is recommended that all asbestos removal works are accompanied by an air monitoring appropriate to the works be initiated to ensure that all asbestos removal practices and asbestos levels in the air are in compliance with the legal exposure levels (Safety, Health and Welfare at Work (Exposure to Asbestos) Regulations 2010 ). The Asbestos Regulations 2006 and Practical Guidelines on ACM Management and Abatement stipulates that persons responsible by virtue of ownership, contract or tenancy of a non -domestic premise are Killyloughavoy, Emyvale, Co.Monaghan, Ireland H18 AK12 Tel: +353 (0)86 1069485 Email: mccarronciaran@gmail.com Refurbishment / Demolition Asbestos Report at Knocknagrave, Tydavnet, Co.Monaghan responsible for undertaking a suitable and sufficient assessment for the presence of asbestos materials within those premises and implement an appropriate Asbestos Management Plan (AMP) Areas highlighted in sections 1.3 and 4.2 as areas of 'no access' should be presumed to contain amphibole asbestos and appropriate management planning should be implemented in order to control access and maintenance activities to these areas until such a time as they can be accessed and the presence or absence of asbestos -containing materials can be confirmed. Asbestos materials were encountered in the survey as detailed in section 5.0. The AMP should stipulate the requirements for working in these areas identified as containing asbestos as well as the areas of 'no access' as stated in section 4.2. For example the requirements for working in these areas may be a permit to work system, appropriate risk assessments or by other means to ensure people are not exposed to asbestos. Consultation of the Approved Code of Practice L127/ Practical Guidelines on ACM Management and Abatement: The management of asbestos in non -domestic premises. (The Asbestos Regulations 2010). Health and Safety Authority outlines the procedures that should be followed when developing and implementing an AMP. In accordance with the regulations of Safety, Health and Welfare at Work (Exposure to Asbestos) Regulations 2010 , it is advised that a 'Duty Holder' be appointed to coordinate and oversee the management of asbestos at the site. The most appropriate person to be considered to be a Duty Holder is the person responsible for coordinating maintenance activities for the premises. The Duty Holder has the responsibility to incorporate the results of this survey into an AMP for the building. The Duty Holder must ensure that an appropriate Priority Assessment is undertaken as detailed in HSG 227: A Comprehensive Guide to Managing Asbestos in Premises, taking into account factors such as: Normal Occupant Activity — assessment based upon the interaction of occupants and the area being assessed. Likelihood of disturbance — assessment based upon location of asbestos, its accessibility and quantity of material that has the potential to be disturbed. • Human Exposure Potential — assessment based upon number of occupants, frequency of use and duration of use. Maintenance Activity — assessment based upon type of maintenance activity and frequency. This report is based on a visual site inspection, study of readily accessible referenced historical record and information supplied by those parties noted in the text. Although care is taken to select monitoring and survey periods that are typical of the environmental conditions being measured, within the overall reporting programme constraints, measured conditions may not be fully representative of the actual conditions. Any predictive or modelling work, undertaken as part of the commission will be subject to limitations including the representativeness of data used by the model and the assumptions inherent within the approach used. Actual environmental conditions are typically more complex and variable than the investigative, predictive and modelling approaches indicate in practice, and the output of such approaches cannot be relied upon as a comprehensive or accurate indicator of future conditions. This report is prepared for the proposed uses stated in the report and should not be used in a different context. The report is necessarily limited to those aspects of site investigation specifically reported on and no liability is accepted for any other aspect. Appendix B Inspection Reports Note: No materials were suspected of containing asbestos and therefore no samples were need to be taken for analysis Appendix C Risk Assessment Criteria MATERIAL RISK ASSESSMENT The material risk assessment algorithm is detailed within HSG 264 and is a requirement for identifying areas of concern in order to develop an Asbestos Management Plan as required by the Asbestos Regulations 2010. We have applied this algorithm to all asbestos -containing materials identified during the survey. Sample Variable Score Example of scores Asbestos -reinforced composites (plastics, resins, mastics, roofing felts, vinyl 1 floor tiles, semi -rigid paints or decorative finishes, asbestos cement etc.) Product Type (or debris from product) 2 3 Asbestos insulating board, mill boards, other low density insulation boards, asbestos textiles, gaskets, ropes and woven textiles, asbestos paper and felt Thermal insulation (e.g. pipe and boiler lagging), sprayed asbestos, loose asbestos, asbestos mattresses and packing 0 Good condition, no visible damage Extent of Damage Low damage: a few scratches or surface marks; broken edges on board, tiles 1 etc. Medium damage: significant breakage of materials or several small areas 2 where material has been damaged revealing loose asbestos fibres High damage or delamination of materials, sprays and thermal insulation. 3 Visible asbestos debris Composite materials containing asbestos: reinforced plastics, resins, vinyl 0 floor tiles Surface Treatment Enclosed sprays and lagging, AIB (with exposed face painted or 1 encapsulated), asbestos cement sheets etc. 2 Unsealed AIB or encapsulated lagging and sprays 3 Unsealed lagging and sprays 1 Chrysotile Asbestos Type 2 Amphibole asbestos excluding Crocidolite (Generally Amosite) 3 Crocidolite MATERIAL RISK ASSESSMENT (cont'd) Once the score from each criteria is totalled a material assessment score is provided. Generally the higher the score, the higher associated risk posed by a particular ACM. The hazard assessment criterion examines the risk posed by an asbestos material to release fibres that may be inhaled. This factor is the most significant when assessing asbestos. Therefore in order to consider if an asbestos material will release fibres the material assessments considers the type of asbestos, the extent of any damage to the material, whether people will come in contact with the material etc. These assessments are required to establish an asbestos management plan as it identifies areas of risk in order that procedures can be put in place, remedial works can be undertake etc. Risk Bands and Material Risk Meaning according to points The total material assessment algorithm value for each item, is compared to Risk Bands as developed by WYGE in close consultation with HSG 264. The risk bands are as follows: Risk Band A: 10 points or above — High Risk Material - Materials in this category pose an immediate risk to anybody in their vicinity and as such, immediate plans for removal should be made. Until Removal can be achieved, access to the location of the material should be restricted and temporary measures to seal or repair the material should be put in place. Affixing asbestos warning labels can provide additional protection prior to removal. Please note, all STRONGLY PRESUMED materials will by default enter this category until laboratory analysis has been carried out to confirm or deny if the material contains asbestos Risk Band B: 7-9 Points — Medium Risk Material — Materials in this category require remedial action as soon as reasonably practicable. Action may range from removal to repair, encapsulation and labelling. Approved warning labels (A Labels) should be positioned to prevent accidental damage to the material. Risk Band C: 5-6 Points — Low Risk Material — This category indicates the need for regular monitoring although the current risk of fibre release is low, this material may suffer deterioration through age/accident. It is recommended that asbestos materials in this category be visually inspected on a six monthly basis to ascertain any change in condition. Where such a change occurs re -prioritisation to Risk Band B will be necessary. Approved warning labels (A Labels) should be positioned to prevent accidental damage to the material. Risk Band D: 1-4 Points — Very Low Risk Material — This category indicates Very Low priority. Visual inspections should be made on an annual basis to ascertain any change in condition. Where such a change occurs re -prioritisation to Risk Band C or B will be necessary. Approved warning labels (A Labels) should be positioned to prevent accidental damage to the material. Risk Band E: 0 points — No Asbestos Detected — No action is required. Please always refer to each individual Inspection Sheet (Appendix B) and recommendations (Section 5.3) for specific comments and recommendations for each material inspected.
