The Applicant has submitted a Site Layout Plan indicates that the application site will be accessed of the Local Primary Road via an existing access. It would appear that the maintenance of visibility splays (cutting back of hedgerows) would be required in both directions, to ensure the 50m visibility is achievable, and as such, Appendix 13 Legal Agreements would be required, specifically in the south-eastern direction. In this regard, the applicant is requested: a) Where the sight distances are not achievable within the applicant’s ownership, the applicant should submit Legal Agreements with adjoining landowners giving their consent to allow re-locating of obstruction impeding on the visibility splays, removal of their hedgerow and hedges trimmed regularly to provide the required sight distance. The Legal Agreement and accompanying Maps shall be signed by the landowner, the applicant and witnessed by a Solicitor in accordance with exact wording of Appendix 13 of Monaghan County Development Plan 2025-2031. 2. The Planning Authority note, following site inspection, that there are two vehicular openings along the Local Tertiary Road from which the site can be accessed. From the submitted Site Layout Plan, the applicant intends to use only the north-western opening. In this regard, and in the interest of road safety, the applicant is requested to permanently close up the opening to the south-east of the proposed access point. 3. The proposed development is considered insufficient in terms of the environmental information provided. In this regard, the applicant is requested to submit: a) A revised site layout plan (1:500) indicating how it is proposed to prevent internal surface water from the entrance flowing onto the public road, as well as demonstrating the following; - All proposed surface/storm water drainage systems (outlined in blue). - The directional flow of all surface water pipelines. - Proposed nature-based solutions for surface water. - All associated discharge points and outfalls. - All proposed foul water drainage systems (outlined in red). - All soiled water storage tanks including volumes and dimensions of same. b) Details of proposed manure storage facilities demonstrating 26 weeks storage The planner dealing with this application is Catherine Toner
