ADDITIONAL INFORMATION
1. The applicant has submitted a Site Layout Plan indicating that the proposed development will
be accessed via Local Tertiary Road. However, the Planning Authority has concerns that the
submitted site layout plan does not accurately reflect the existing site conditions, particularly in
relation to the position of the hedgerow and depth of the grass verge. In this regard, the
applicant is requested to submit the following:
a) Revised Site Layout Plan (1:500 scale) which:
(i) Accurately reflects the access point onto the public road with regard to the position of
the hedgerows and depth of the grass verge.
(ii) Indicates how a clear and unobstructed visibility splays of 50m can be achieved at the
proposed entry/exit point onto the Local Secondary Road. The required visibility splays
should be provided from a point in the centre of the entrance, 2.4 metres from the road
edge at a height of 1.05 metre to 2.0 metres above ground level. Sight distances to be
measures to the nearest road edge in both directions. The submitted revised site layout
plan should demonstrate all necessary site work, including the extent of the front
boundary hedge and trees which would be required to be removed/trimmed, re-grading
of side banks etc to achieve the required sight distances.
b) Where the sight distances are not achievable within the applicant’s ownership, the
applicant should submit Legal Agreements with adjoining landowners giving their
consent to allow re-locating of obstruction impeding on the visibility splays, removal of
their hedgerow and hedges trimmed regularly to provide the required sight distance.
The Legal Agreement and accompanying Maps shall be signed by the landowner, the
applicant and witnessed by a Solicitor in accordance with exact wording of Appendix 13
of Monaghan County Development Plan 2025 - 2031.
2. Section 15.9.6 and Policy RIDP 1 ‘Ribbon Development and Infill Development’ of Monaghan
County Development Plan 2025-2031 do not permit dwellings in the countryside which would
create or extend an existing ribbon of development; ribbon development being defined as being
‘five or more houses on any one side of a given 250 metres of road frontage’. The Planning
Authority notes that this proposal will result in a 5th dwelling within a 250-metre frontage along
the Local Primary Road.
The applicant has failed to provide any information that would justify a relaxation of the ribbon
development policy in this instance, as allowed for under Policy RIDP 1. Accordingly, the
applicant is therefore requested to submit additional details to demonstrate compliance with
the aforementioned policy RIDP 1 ‘Ribbon Development and Infill Development’.
3. In relation to the siting and integration of new dwellings in the countryside, Policy RCP 1 of
Monaghan County Development Plan 2025 - 2031 advises that “the assessment of the impact
of new dwellings in the rural area will be considered from critical views along public roads,
laneways, public rights of way and other areas of the public domain”. Furthermore, Table 15.3
of Monaghan County Development Plan 2025-2031 advises that “the building should not be
located on a site where it would break any ridgeline or shoreline”.
Having regard to the elevated nature of the site and its potential visibility from the public
domain, the Planning Authority has serious concerns regarding the visual integration of the
proposed dwelling, particularly when viewed from the L-64312-0 and R-188-4 roads. It is also
noted that the dwelling is proposed c19 metres from the northwestern site boundary and is not
adequately anchored to an existing mature boundary, which would assist in integrating the
development into the rural landscape.
Accordingly, in order to facilitate a fully informed assessment of the visual impact and landscape
integration of the proposed development, the applicant is requested to submit the following:
a) Erect poles and/or flags on-site to accurately indicate the proposed ridge height of a
single-storey dwelling with a maximum height of 6.5 metres. Once erected, you or your
assigned agent shall advise Planning Section in writing in order to allow for the
inspection and further assessment of the proposal.
b) Submit verified photomontages of the proposed dwelling within the application site
from views along the public roads L-64312-0 and R-188-4.
c) Re-position the proposed dwelling to be anchored to any existing mature boundary (at
a distance of c10m).
Note: No inference is given in requesting this Further Information that planning permission will
ultimately be forthcoming.
