ADDITIONAL INFORMATION
1.
The applicant is proposing to upgrade the existing two poultry houses in order to reduce the
overall ammonia emissions from the farm following completion of the proposed development
which includes two new additional poultry units. Within the submitted Natura Impact
Statement, the applicant states:
“Despite the increase in number of birds from 80,000 to 160,000, the more modern and
efficient upgraded houses will lead to an overall reduction in emissions from the farm from
that currently permitted as per the details below:
- Existing House 1 and 2: 80,000 birds @ 0.08g/yr/bird = 6,400kg ammonia / year.
- Proposed House 1 and 2: 80,000 birds @ 0.3kg/yr/bird = 2,800kg ammonia / year.
- Proposed House 3 and 4: 80,000 birds @ 0.3kg /yr/bird = 2,800kg ammonia / year.
- Therefore, overall emissions will reduce from 6,400kg ammonia / year to 5,600kg
ammonia / year, i.e. an overall reduction of 800kg of ammonia”.
Notwithstanding the information submitted, the Planning Authority is concerned that the
calculations as presented above are not accurate. Furthermore, there are concerns that the
applicant has not provided any detail on how it is proposed to upgrade the current poultry
houses to comply with the claimed reduction in ammonia emissions. In this regard the
applicant is requested to provide additional and /or revised information to address the
concerns raised.
2.
The applicant is requested to submit a compressive Surface Water Drainage Design for the
entire site that takes into consideration the 5 Surface Water Drainage Polices as detailed in
section 8.8 of Monaghan County Development Plan 2025 to 2031. The design should include
provision for climate change and account for the following:
a) A detailed drainage design and report is required outlining the determination of Qbar
for the proposed development and that the following items are included:
i. Hydraulic design of storm runoff to be attenuated to be calculated based on a 1 in
100-year storm return period (critical storm) and account for climate change.
ii. Proposals to be submitted of design details, structural drawings and proposals for
construction of an attenuation storage system (underground or aboveground) capable
of retaining the additional storm runoff which will be generated from the proposed
development. Location of the proposed attenuation tank/system and flow control
facility to be clearly detailed and indicated on the site layout plan.
iii. Surface water drainage calculations including detailed hydraulic analysis of the
development for stormwater sewer collection and disposal system providing
verification that the gradients and pipes sizes will produce flow velocities lying in the
range between 0.75m/s and 3.0m/s. The drainage design schedule shall include the
design capacity, the actual drainage capacity required, the velocity, the water volume
and the spare capacity for each drainage run.
iv. Attenuation storage calculations (underground or aboveground storage system)
3.
The proposed development is considered insufficient in terms of the environmental
information provided. In this regard, the applicant is requested to provide a fully completed
Application Form Part B which includes livestock numbers from the applicant’s bovine
enterprise.
