HomeMy WebLinkAbout2660129 - Report Received from Internal Staff - EnvironmentENVIRONMENTAL REPORT To Planning From: Martina Smith, A/ Executive Scientist, Environment Section Ref: 26/60129 Agent: CS Pringle Applicant: Aughnamullen GFC The development will consist of the extension of existing juvenile playing field, construction of new playing field, running track, provision of floodlighting, ball stopping nets, dugouts, perimeter walking track with fencing, recontouring of lands, together with all ancillary and associated site works. The proposed development is located within the Knappagh_20 River waterbody and lies within the outer source protection area for Lough Bawn which the water supply source for the Lough Egish Regional Public Water Supply Scheme. The Knappagh _20 river waterbody been classified as Poor Status 2019-2024 with an objective of Restore to Good status by 2027. Lough Bawn has been classified as Moderate status 2019-2027 with a restore to Good Status by 2027 objective. The site is located on a poor aquifer on an area of extreme groundwater vulnerability. It is important that adequate measures are in place during the construction and operational phases of the development to ensure no impact on receiving waters. The information in red below was requested from the applicant: 1. A fully completed current version of the Water Protection Plan checklist. A completed water protection checklist has been included with FI. 2. Submit design details of the existing and proposed stormwater drainage system. Stormwater treatment proposals shall consider the use of nature-based solutions for the attenuation and treatment of stormwater run-off from the development and shall include proposals for future maintenance of same. FI details that a new interceptor will be installed at the entrance prior to entering the existing drain. It is also noted that the storm water from the proposed field will be unaffected by the works as it slopes in the same direction. 3. Submit a revised site layout plan, scale 1:500, demonstrating the following: (a) The proposed surface storm water drainage systems (b) The location of stormwater treatment, attenuation or any nature-based solutions proposed for treatment/attenuation of stormwater arising onsite. (c) All associated stormwater discharge points and outfalls. A revised site drainage plan has been included. It is recommended that a minimum 10m undeveloped buffer is maintained from the wetland area. 4. Clarify if it is proposed to import or export any soil to / from the site. The additional information submitted details that “Materials are proposed to be imported into the site. The approximate volume of materials is 50,000m3 –70,000m3 depending on the suitability of material excavated on site. An Article 27 application will be submitted to the EPA prior to the commencement of works.” No objection to planning subject to the following conditions: A) Any infill material imported on site shall conform to one of the following; i. Economic operator shall utflise EPA Artfcle 27 notfficatfon in moving soil infill material from one site to another. Official correspondence from the EPA grantfng approval shall be submitted to the Planning Authority prior to commencement of development. Or ii. Buy topsoil material as a product for final landscaping purposes only. Documentatfon demonstratfng purchases shall be submitted to Planning Authority. B) Prior to commencement of the infilling works, the applicant shall install a mobile wheel wash - this must be functfonal at all tfmes during the proposed infilling tfmeline and be maintained in accordance with manufacturer’s guidelines. C) The applicant shall ensure that all water used in the wheel wash, shall be recycled for further use in the wheel washing process. D) Waste Quarantfne Areas must be clearly identffiable in situ and separate from fill area. E) Any material and plant/machinery leaving the site should be inspected and dry cleaned in a designated area F) Any excess soil generated during the constructfon phase which cannot be reused on site shall be disposed/recovered at an appropriately permitted facility in accordance with the requirements of the Local Government (Waste Management) Act 1996 as amended using authorised waste collectors authorised to collect the type of material for disposal at authorised treatment facilitfes G) The developer shall ensure that adequate measures and precautfons are in place for the constructfon phase to ensure there is no discharge of pollutfng matter/sediment laden waters discharging from the site to any watercourse. These measures shall take account of the Guidance produced by Inland Fisheries Ireland tftled “Requirements for the Protection of Fisheries Habitat during Construction and Development Works at River Sites”, available to download at https://www.fisheriesireland.ie/documents/624-guidelines-on-protectfon-of- fisheries-during-constructfon-works-in-and-adjacent-to-waters/file.html H) The applicant shall maintain a buffer zone of a minimum of 10m between the area of infilling and the perimeter boundaries of the site and any watercourse/land drain/wetland area within the site. No material shall be deposited within this area. I) The applicant shall erect a silt fence to ensure the maintenance of a 10m buffer strip from all watercourses/wetlands. This fence is to be erected prior to the commencement of any filling actfvitfes. J) Monaghan County Council and Inland Fisheries Ireland shall be informed promptly of an accidental spillage of sediment laden waters, fuel, machine oil or any pollutfng discharge which may threaten the quality of any watercourse or groundwater body. K) Any fuels, oils, greases, hazardous liquid wastes and hydraulic fluids within the site area shall be stored on site, away from any watercourses in a bunded, leak-proof, and lockable storage area. Note that bunds are to be designed to contain 110% of the capacity of the largest storage container located within the bund. There shall be no overflow drain facility from any bunds on site, and all filling and off-take points shall be located within a bund. L) Any contaminated soil and stone/hazardous waste arising from either the constructfon phase of the development or entering the site shall be stored in a suitable receptacle in the designated quarantfne area prior to removal off site to an authorised facility. M) Emergency spill kits shall be maintained on site at all tfmes in the event of an accidental spill. Drip trays and absorbent mats shall also be maintained on site at all tfmes. N) The importatfon of inert soil and stone shall be carried out only between the hours of 08:00 and 18:00 from Monday to Friday and between the hours of 08:00 and 13:00 on Saturdays. O) Machinery used onsite shall be parked away from any watercourses, and any repair work required shall be untaken off-site. P) To further reduce the likelihood of spread of any invasive species, all vehicles and equipment used at the site should be thoroughly cleaned every night and before leaving the site. Q) A suctfon sweeper or similar is to be made available at all tfmes to ensure that the public roads leading to the site are kept in a clean and safe conditfon. R) The applicant shall ensure completely separate foul and surface water drainage systems are in place. S) Facilitfes shall be provided for the collectfon and segregatfon of recyclable waste. Wastes shall be collected for recycling/reuse whenever feasible or otherwise disposed of in accordance with the Waste Management Act 1996 as amended. T) Storm water arising from the car parking areas shall discharge to an appropriately sized and suitable class 1 interceptor(s) prior to discharge. The interceptor shall be provided with appropriate warning device to indicate when required levels for maintenance have been reached and should be fitted with a sampling chamber, which has easy access. An inspectfon/sample manhole shall be installed on the outilow pipe from the oil interceptor. U) Fuel/Oil interceptor shall be serviced regularly, maintained and installed as per manufactures recommendatfons to prevent any discharge of pollutants to ground or surface waters. Maintenance records shall be kept by the applicant. Prepared By: Date:13th of July 2026
