Applicant Address Broomfield, Castleblayney Co Monaghan Developmen t Description 2No Light Industrial Units and associated 2-storey ancillary office and amenities Agent McMahon Associates Agent Address 26 Upper English Street, Armagh BT61 7BD The purpose of this Traffic and Transport Assessment (TTA) is to evaluate the impact of the proposed light industrial units on the surrounding road network at Cloghvally Lower, Carrickmacross and to consider the transportation aspects of the development. This report has been prepared by McMahon Associates in accordance with Transport Infrastructure Ireland (TII) Traffic and Transport Assessment Guidelines (TTAG) (May 2014). McMahon Associates have extensive experience in Traffic and Transport Engineering and in the preparation of TTAs, as well as being appointed to a special task force to work directly with the Head of the Road Safety Department of the TII, reviewing the national road network throughout Ireland. This TTA builds on the TTA that was submitted by Duffy Chartered Engineer Ltd (DCE) in October 2017 to support the approved planning application for the Cloghvally Lower area (17/585). The DCE TTA was prepared to support the original construction of the Nexus N2 Business Park link road and associated services along with the construction of a 1,800m2 light industrial/warehousing unit (currently Activ8 Energies) and a proposed 120No bed nursing home. The DCE TTA is included in Section 2 and has been used to set the scope of this TTA. The DCE TTA assessed the forecast traffic flows from the proposed development and assessed the impact on the surrounding road network, including the access junction from the Nexus N2 Business Park on to the Castleblayney Road and the Castleblayney Road Roundabout which is located approximately 300m north of the access junction. The Castleblayney Road Roundabout is referred to in the DCE TTA as the Carrickmacross Road Roundabout. RECEIVED: 20/07/2026 Consulting Civil & Structural Engineers – Environmental & Traffic Engineers - Project Managers – PSDP Peter McMahon & Associates Ltd t / a McMahon Associates Director: Peter McMahon BEng MEngSc CEng FIEI MICE Armagh Office: 26 Upper English St., Armagh NI-48792 This TTA will review the traffic flows from the DCE TTA and forecast the likely trips associated with the development proposed under this planning application (26/60160), Unit 6(a) and Unit 6(b) and the adjacent committed development and assess the impact on the surrounding road network. 1.2 EXISTING C ONDITIONS The site of the Nexus N2 Business Park is located to the north of Carrickmacross Town and is located between the N2 to the east and the Castleblayney Road to the west. Figure 1: Site Location The proposed development site is approximately 0.26ha in size and will be accessed from the existing Nexus N2 Business Park link road. RECEIVED: 20/07/2026 Consulting Civil & Structural Engineers – Environmental & Traffic Engineers - Project Managers – PSDP Peter McMahon & Associates Ltd t / a McMahon Associates Director: Peter McMahon BEng MEngSc CEng FIEI MICE Armagh Office: 26 Upper English St., Armagh NI-48792 1.3 P ROPOSED DEVELOPMENT The proposed development will consist of 2No light industrial units and associated ancillary office and amenities totalling 800m2 floor area. 1.4 TRIP GENERATION /ATTRACTION Based on traffic counts indicated in the approved DCE TTA, the AM peak for the road network is from 8:15 to 9:15 and PM peak was from 16:45 to 17:45 for the PM peak. These times have therefore formed the baseline traffic as part of this impact assessment. The trips generated from the proposed development has been estimated using the TRICS database from the DCE TTA. While the TRICS database can sometimes indicate a different AM peak to that of the survey data for actual road network, the assessment carried out in this TTA has assessed the peak from the TRICS database against the observed peak from the survey data (08:15 to 9:15 and 16:45 to 17:45) as a worst-case scenario. The trip rates for a similar industrial development are indicated in the DCE TTA and are summarised below for a 1,800m2 Industrial Unit (Activ8 Energies Building) (See Section 3 for extract from DCE TTA). Table 1: Trip Generation for 1,800m2 Industrial Unit (Activ8 Energies Building) and 120 bed nursing home (DCE TTA) AM Peak (08:15-09:15) PM Peak (16:45-17:45) Arrival Departure Arrival Departure 1,800m2 Unit 8.3 4.66 1.8 9.95 Nursing Home 6.12 10.32 5.16 12.12 Total 14.4 14.9 6.96 22.07 Total (Combined) 29 29 The proposed development relevant to this planning application is 2No industrial units comprising of a total of 800m2 floor area. Therefore, the traffic flows associated with the proposed development have been scaled accordingly from the flows for the 1,800m2 industrial unit (Activ8 Energies Building) outlined in the DCE TTA and is shown in Table 2 below. RECEIVED: 20/07/2026 Consulting Civil & Structural Engineers – Environmental & Traffic Engineers - Project Managers – PSDP Peter McMahon & Associates Ltd t / a McMahon Associates Director: Peter McMahon BEng MEngSc CEng FIEI MICE Armagh Office: 26 Upper English St., Armagh NI-48792 Table 2: Trip Generation for the Proposed Development Unit 6(a) and (b) (800m2 Industrial Units) AM Peak (08:15-09:15) PM Peak (16:45-17:45) Unit and Size Arrival Departure Arrival Departure Units 6(a) and (b) (800m2) 3.7 2.1 0.8 4.4 1.5 TRIP DISTR IBUTION AND ASSIGNMENT It is anticipated that trips generated by the proposed development during peak traffic periods will be predominately by staff travelling to and from the site via car. Given the nature of the development (light industrial), a large number of HGVs travelling to the site during peak hours is not anticipated. It is considered more likely that there will be LGV trips to the site (deliveries etc) and will be spread across the day opposed to at peak times. The trips associated with the proposed development will solely access and egress the site via the existing Nexus N2 Business Park link road. Given the difficulty in predicting where the trips generated by the development are going and returning to, the split of trips to/from the development has been estimated based on the observed flow of existing traffic. The DCE TTA shows the in the AM peak, the majority of traffic to and from the site come from the Carrickmacross direction (65%), with the remaining coming from the direction of the Castleblayney Roundabout. In the PM peak, the split of traffic if more or less 50:50 (See Section 3 for extract from DCE TTA). 1.6 COMMITTED DEVELOPMENT There has been a number of approved planning applications for the Nexus N2 business park in recent years and is considered committed development and has been analysed as part of this TTA. The breakdown of approved and constructed development in the business park is shown below. The forecast flows for the committed development have been calculated by scaling the forecast flows for the 1,800m2 industrial unit (Activ8 Energies Building) in the DCE TTA accordingly to suit the floor area of each of the committed units. The results of this assessment from the DCE TTA for the Access/Castleblayney Road Junction for traffic growthed to 2034 is summarised below, with the maximum ratio of Flow to Capacity (RFC) shown to be very low (See Section 3 for extract from DCE TTA). Typically, an RFC value of 0.85 or above is considered to show a junction operating at and beyond its capacity. As demonstrated in RECEIVED: 20/07/2026 Consulting Civil & Structural Engineers – Environmental & Traffic Engineers - Project Managers – PSDP Peter McMahon & Associates Ltd t / a McMahon Associates Director: Peter McMahon BEng MEngSc CEng FIEI MICE Armagh Office: 26 Upper English St., Armagh NI-48792 Table 4, the junction is operating significantly below capacity at approximately 6% of the overall capacity (0.05/0.85). Table 4: Max RFC for Access/Castleblayney Road Junction (DCE TTA) where Arm A is to Castleblayney, Arm B is the Site Access and Arm C is to Carrickmacross. Max RFC Scenario B-AC C-B Baseline 2034 AM + Dev 0.03 0.02 Baseline 2034 PM + Dev 0.05 0.01 Similarly, from the DCE TTA for the Castleblayney Road Roundabout for traffic growthed to 2034, the maximum RFC is shown to be very low (See Section 3 for extract from DCE TTA). As demonstrated in Table 5, the roundabout is operating significantly below capacity at approximately 21% of the overall capacity (0.18/0.85). Table 5: Max RFC for Castleblayney Road Roundabout (DCE TTA) Max RFC Scenario Arm A (to Castleblayney) Arm B (Ballybay Rd) Arm C (to Carrickmacross) Arm D (to Dublin) Baseline 2034 AM + Dev 0.08 0.17 0.15 0.18 Baseline 2034 PM + Dev 0.08 0.07 0.18 0.13 1.8 ROAD IMPACT – PROPOSED DEVELOPMENT For the proposed development, the forecast flows are considered extremely low (Table 2) with the AM Peak adding 6No trips and the PM Peak adding 6No trip to the network. Given the large amount of spare capacity at the Access/Castleblayney Road Junction, it is considered that the proposed development will have a negligible impact on the capacity of the junction. Similarly, for the Castleblayney Road Roundabout, the DCE TTA shows the junction to be operating well below capacity (Table 5). Given the low flows from the proposed development and that at least half of the forecast flows are likely to travel towards Carrickmacross from the site and not use the Roundabout (See Section 1.5) it is considered that the proposed development will have a negligible impact on the Castleblayney Road Roundabout. RECEIVED: 20/07/2026 Consulting Civil & Structural Engineers – Environmental & Traffic Engineers - Project Managers – PSDP Peter McMahon & Associates Ltd t / a McMahon Associates Director: Peter McMahon BEng MEngSc CEng FIEI MICE Armagh Office: 26 Upper English St., Armagh NI-48792 1.9 ROAD IMPACT – COMMITTED DEVELOPMENT While the committed development flows outlined in Section 1.6 (Table 3) are greater than the proposed development flows, the abundance of spare capacity in both the access junction and the Castleblayney Road Roundabout will mean the committed development will have minimal impact on the capacity of the road network. It is worth reiterating that while the committed development will introduce 69 trips to the AM peak and 63 trips to the PM peak, it is expected that only 50% of these trips will be using the Castleblayney Road Roundabout. To demonstrate the minimal impact additional trips has on the capacity of the Castleblayney Road Roundabout, see below Table 6 which summarises the findings of the DCE TTA and shows the impact of the flows from the Activ8 Energies site and the proposed 120No bed nursing home (i.e. the flows from Table 1). Table 6: Impact of development on RFC for Castleblayney Road Roundabout (DCE TTA) Max RFC Scenario Arm A (to Castleblayney) Arm B (Ballybay Rd) Arm C (to Carrickmacross) Arm D (to Dublin) Baseline 2034 AM 0.08 0.17 0.14 0.17 Baseline 2034 AM + Dev 0.08 0.17 0.15 0.18 AM Increase due to Development 0.00 0.00 0.01 0.01 Baseline 2034 PM 0.07 0.07 0.17 0.13 Baseline 2034 PM + Dev 0.08 0.07 0.18 0.13 PM Increase due to Development 0.01 0.00 0.01 0.00 While the committed development has approximately 2 times the flows than those trips forecast in the DCE TTA for the Activ8 Energies building and the 120No bed Nursing Home site, it can be seen from Table 6 that the capacity of Castleblayney Road Roundabout is not sensitive to the low flows associated with Nexus N2 Business Park and realistically, the forecast trips would need to be an order of magnitude greater to have any significant impact on the RFC of the roundabout. Given the roundabout has a large Inscribed Circle Diameter (ICD) of approximately 58m and the roundabout serves as an important connection to the TII strategic road network (N2) and is RECEIVED: 20/07/2026 Consulting Civil & Structural Engineers – Environmental & Traffic Engineers - Project Managers – PSDP Peter McMahon & Associates Ltd t / a McMahon Associates Director: Peter McMahon BEng MEngSc CEng FIEI MICE Armagh Office: 26 Upper English St., Armagh NI-48792 therefore designed to accommodate large flows, it is as expected that the capacity of the roundabout is not sensitive to the low flows from the committed development of the Nexus N2 Business Park. It should also be noted that the developments outlined in Table 3 have been approved planning permission without a request for a TTA, which suggests that the surrounding road network is not experiencing capacity issues. This is in keeping with the modelling undertaken in the DCE TTA which shows the road network to be operating well below capacity. 1.10 ROAD IMPACT – CUMULATIVE IMPACT The development proposed as part of this planning application will generate 6No trips in the AM and PM peaks. The percentage increase in trips on the network from the proposed development compared to the already committed and built development (Table 3) and the trips associated with the Activ8 Energies building and the proposed 120No bed Nursing Home (Table 2) is shown in Table 7. Table 7: Percentage increase by Proposed Development Scenario Direction Proposed Development Committed Development plus Activ8 Energies & Nursing Home % Increase AM Combined 6 98 (69+29) 6.1% PM Combined 6 92 (63+29) 6.5% As demonstrated, the proposed development is well below the 10% threshold set out in the TII Traffic and Transport Assessment Guidelines which necessitates a TTA. 1.11 CONSTRUCTION TRAFFIC The traffic associated with the construction of the proposed development is considered unlikely to have a significant impact on the capacity of the surrounding road network. For the most part, construction staff travelling to and from the site will happen predominately outside of the AM and PM peak hours. Similarly, the supply of materials to the site is likely to happen throughout the day rather than specifically at peak times. For those deliveries that do occur during peak times, they will only add a minor number of additional trips temporarily (during the construction period) to the network, the impact of which will be negligible on the overall operation of the road network given the existing capacity in the surrounding junctions as outlined in this report. RECEIVED: 20/07/2026 Consulting Civil & Structural Engineers – Environmental & Traffic Engineers - Project Managers – PSDP Peter McMahon & Associates Ltd t / a McMahon Associates Director: Peter McMahon BEng MEngSc CEng FIEI MICE Armagh Office: 26 Upper English St., Armagh NI-48792 1.12 ROAD S AFETY The proposed development will be accessed from the existing junction on the Nexus N2 Business Park link road which, as an existing junction, has visibility splays appropriate for the design speed of the mainline. For the access from the proposed development onto the Business Park link road 35m visibility splays will be provided in both direction and is appropriate for the design speed of the link road. Street lighting will be provided to ensure the area is adequately lit. Dropped kerbs and tactile paving will be provided at the site entrance to guide pedestrians across the proposed development access and footpaths within the development will link to the existing pedestrian facilities along the link road. A Road Safety Audit has also been completed as part of the scheme and the recommendation from the audit implemented into the design. 1.13 ENVIRONMENTAL IMPACTS The proposed development will be located in an existing business park and will integrate into the surroundings. As demonstrated by this TTA, there are no changes required to existing transport infrastructure to accommodate the development and therefore it is considered that the development will have a minimal impact on the environment from a traffic perspective. 1.14 INTERNAL L AYOUT The internal layout has been designed to promote the safe movement of pedestrians within the development with dropped kerbs and tactile paving provided at crossing points. 1.15 P ARKING The parking requirements for the proposed development are set out in the Monaghan County Development Plan. Based on the proposed industrial use, the parking requirement is a maximum if 1No space per 50m2. Therefore, based on 800m2 floor area, a total of 16No spaces has been provided. The development plan requires a rate of one space in twenty-five to be for persons with RECEIVED: 20/07/2026 Consulting Civil & Structural Engineers – Environmental & Traffic Engineers - Project Managers – PSDP Peter McMahon & Associates Ltd t / a McMahon Associates Director: Peter McMahon BEng MEngSc CEng FIEI MICE Armagh Office: 26 Upper English St., Armagh NI-48792 impaired mobility. Therefore, 1No accessible space will be provided. Of the 16 spaces provided, 3No spaces will be provided for EV Charging. 1.16 P UBLIC TRANSPORT Carrickmacross is served by a regular local link services from Shercock (Service 171) and regional services 182 (Drogheda to Monaghan) and 32 (Letterkenny to Dublin). Private bus services also provide bus travel to Dublin which serve Carrickmacross (180 and 980). Bus timetable information is provided in Section 4. and The main bus stop in Carrickmacross for each service is on Main Street which is within walking distance (approx. 20 minutes) of the proposed development. 1.17 P EDESTRIAN / C YCLISTS The proposed development will be served by the existing footways and therefore will have strong pedestrian and cycle links and promote the use of sustainable travel. As outlined previously, dropped kerbs and tactile paving will be provided within the development to facilitate the safe movement of pedestrians. 1.18 ACCESSIBILITY AND INTEGRATION As the proposed development is situated on an existing business park, it is considered that the proposed development is appropriate for the area and therefore will integrate with the similar surrounding developments. The proposed development will be easily accessible from the N2 via the Castleblayney Road through singular car travel or car share, with opportunities for walking or cycling via the existing footways in the business park and on the Castleblayney Road. 1.19 ACCESS FOR P EOPLE WITH DISABILITIES The proposed development will provide designated disabled parking within the site. All external gradients leading to the proposed units will comply with the Building Regulations to allow safe and convenient access to the buildings. RECEIVED: 20/07/2026 Consulting Civil & Structural Engineers – Environmental & Traffic Engineers - Project Managers – PSDP Peter McMahon & Associates Ltd t / a McMahon Associates Director: Peter McMahon BEng MEngSc CEng FIEI MICE Armagh Office: 26 Upper English St., Armagh NI-48792 1.20 CONCLUSIONS AND MITIGATION An approved TTA was submitted for the initial development at the Nexus N2 Business Park and demonstrated that the Castleblayney Road and new access junction had significant spare capacity and that the adjacent Castleblayney Road Roundabout also had significant spare capacity. The trips generated by the proposed development are very low. Therefore, given the spare capacity in the surrounding road network, the proposed development will have a negligible impact on the surrounding road network. As outlined above, a number of developments have been constructed and granted planning approval since the original DCE TTA was complete. The trip generated by this committed development has been assessed and the number of trips shown to be relatively low. Given the significant spare capacity in the road network, it is considered that the committed development will not cause either the Castleblayney Road Roundabout or the Castleblayney Road/Access Junction to exceed the junction capacity. Therefore, as part of the proposed development, no mitigation measures are necessary to the surrounding road network to accommodate the traffic generated by the development. The speed limit on the Castleblayney Road directly adjacent to the proposed site is 60kph.A number of gateway features with central islands have been introduced along the Castleblayney Road and assist traffic calming. The associated hatching between the island structures is interrupted intermittently to allow right turn access into the driveways of the adjacent residential properties. 111111 iJUf rv CtiARTtRED LNGtNf.ERS IRl i••••.-, Copyright of Monaghan County CouncilMaps and Drawings remain theRECEIVED: 20/07/2026 The Carrickmacross Road Roundabout is situated to the north of the proposed site and facilitates access to the N2 Carrickmacross Bypass. The roundabout has an existing inscribed circle diameter ICD)of 42m and is fed by four arms.In a clockwise manner, the four arms include the Castleblayney Road, the Ballybay Road and the northbound (to Derry)and southbound (to Dublin) N2 links, both of which facilitate access to the bypass.A footpath is provided between the Castleblayney Road and the Ballybay Road.Given the absence of footway provision elsewhere around the junction,no pedestrian crossing facilities are provided at the roundabout. The N2 Carrickmacross Bypass was opened in early 2005.The scheme involved the construction of an 8.5km single carriageway road in order to improve the existing road alignment and obviously to provide a bypass of Carrickmacross. 1.2.6 Future Road Infrastructure Development There are no road infrastructure schemes planned in the immediate locality that would have an impact on the proposed development. 1.3 Traffic Surveys 1.3.1 Introduction Manual classified counts were conducted at the Castleblayney Road Roundabout in the vicinity of the proposed site in order to analyse the existing situation. These counts were performed on the 15th December 2016 and all values from these counts have been extrapolated to 2019 and 2034 volumes using the NRA Unit 5.5 Link -Based Traffic Growth Forecasting January 2011.Details in the following sections outline the procedures used and outcomes of the counts.Full details of the counts is provided in Section 2 and NRA Unit 5.5 Link -Based Traffic Growth Forecasting January 2011 details are illustrated in Section 3. 1.3.2 Junction Turning Counts Counts were undertaken at the Carrickmacross Roundabout on Thursday 15th December 2016 to establish baseline conditions. The site was surveyed using telescopically mounted video camera from which the information was subsequently extracted. The data was collected in 15 minute intervals with full turning counts undertaken at the junction. The purpose of the junction turning counts was to fully assess the existing traffic conditions on the surrounding network. Analysis of the survey data revealed that the AM peak-hour is between 08:15 and 09:15 whilst the PM peak-hour is between 16:45 and 17:45.Details of the manual classified counts are included in Section 2 . 11 llHV CHARTERED FNGtNfERSfAtCopyrightof Monaghan County CouncilMaps and Drawings remain the CopyrightRECEIVED: 20/07/2026 In addition to the throughput at the roundabout we were also able to extrapolate peak hour two- way flows on the Castleblayney Road immediately outside the proposed development access point.During the AM peak-hour period a two-way flow of 761 vehicles was observed on the Castleblayney Road with approximately two thirds of this traffic travelling southbound towards Carrickmacross. In relation to the PM peak-hour period a two-way flow of 610 vehicles was observed on the Castleblayney Road with just over one half of this traffic travelling northbound towards the roundabout. 1.4 Proposed Development The proposed development consists of a 120 bed nursing homes and Industrial units with a combined area of 1800m2,as well as vehicular access into the site off the Castleblayney Road and all associate site development works. 1.4.1 Vehicular Access/Egress Vehicular access/egress is to be achieved via the Castleblayney Road and onto the regional road network by means of a new priority junction at the Regional Road. The design of the new access is to conform to current legislation. The site access is within the 60 kph speed limit. The access consists of a priority junction with 1 dedicated exit lane and a dedicated right turn lane on the Castleblayney Road. The internal road layout has been designed in keeping with the Design Manual for Urban Roads and Streets (DMURS). 1.4.2 Internal Layout And Parking Layout The internal road layout and parking layout of the proposed development has been designed in accordance with the requirements laid out in the DOE's/DTO's/DOT's 'Traffic Management Guidelines'and DMURS. 1.4.3 Pedestrians &Cyclists To the north and south of the proposed site access,a combined footpath/cycle path exists, this combined footpath/cycle path is to be incorporate/catered for by the new access. It is proposed that a pedestrian/Cyclist crossing point with associated dropped kerbs and tactile paving will be introduced across the proposed access road on the desire line.It is also proposed that the pedestrian crossing opportunity at the adjacent gateway feature will be formalised with the introduction of dropped kerbs and tactile paving. It is considered that the formalisation of this pedestrian crossing point will satisfy pedestrian desire lines to/from the proposed site. The footpath is to be extended on west side of road to link the existing pedestrian footpath with the proposed crossing point. In section 4.2.1.1 of this document it states that "for junctions with a lightly trafficked minor road the provision of a simple priority junction is the most appropriate junction type where the projected flows (2-way Annual Average Daily Traffic -AADT)are less than those presented in Table 4.1 for both the major road and the minor road.Where traffic flows fall within the ranges outlined in Table 4.1,the provision of a ghost island junction is the most appropriate junction type. The final junction type will be subject to traffic analysis by the designer to assess the capacity based on the projected turning movements at the junction."Table 1 is shown below. It is anticipated that the proposed development will not attract in excess of 600 vehicle trips per day. The traffic attraction of the proposed development has been estimated using information sourced from the TRICS database. The following parameters were applied to the survey data within the TRICSdatabase to ensure that the information extracted would be representative of the proposed development: Trip rate per Nursing Home, selected range 120 units. Trip rate per Industrial Unit selected range 1800m2• Selected Locations -'suburban','edge of town'and 'free standing' Sites in the Republic of Ireland,Northern Ireland and the UK were included Whilst it is standard practice to conservatively take the upper bound predictions (i.e.85th percentile trip rates)when a number of sites are relevant to the search within the database,in this instance only 1 no.site was considered relevant. All details associated with this site are provided in Section 4. The lands to the east of the proposed development lands are to be included as part of the analysis. In order to provide for a robust analysis of the junctions it has been assumed that a development with a high volume of traffic associated with it may be constructed on this site in the future. The RFCvalue is an indicator of the likely performance of a junction under design year loading and TII DN-GEO-03060 offers the following guidance in regard to RFCvalues: RFC>1.0 predicted flow is in excess of the junction's capacity. RFC=0.85 queuing should not occur in 5 out of 6 peak hour periods RFC=0.75 queuing will be avoided in 39 out of 40 peak hour periods and turning queues and delays in the minor roads should be virtually avoided Design standards indicate that the maximum RFCvalue achieved for new junctions should be 0.85 in urban areas and 0.75 in rural areas. The Arcady and Picady 9 computer programmes utilise these formulae in order to determine RFCvalues for a range of scenarios and to analyse traffic flows through a junction . nUH'Y CHARTERED fNGINEERS IRt P ,:g c114CopyrightofMonaghanCountyCouncilMaps and Drawings remain the CopyrightRECEIVED: 20/07/2026 1.9.1 Carrickmacross Road Roundabout The Carrickmacross Road Roundabout has been modelled using the TII approved software package ARCADY9. The estimated capacities apply to carriageway links and take no account of the effects of junctions. The capacity of carriageway links can be affected by a wide range of factors that may not always be accurately predicted by the road features identified. For this reason capacity flows may be up to 10%more or less than the estimated values. The weekday AM and PM peak-hour two-way traffic flows for design year 2034 are illustrated in the traffic flow diagrams appended to the Report in Section 5.These predicted 2034 two-way traffic flows have been compared to the predicted maximum capacity for the Castleblayney Road to ascertain how congested the link may be at design year 2034 and to predict an RFCvalue. The Castleblayney Road has been assessed as Road Type UAP2,(good standard single carriageway with frontage access, access to residential properties, restricted parking and at grade pedestrian crossings). Link capacity analysis has illustrated that the adjacent Castleblayney Road has sufficient reserve capacity to cater for the projected traffic flows at design year 2034.It can therefore be concluded that the adjacent highway network, with the introduction of the proposed site access, will be able to facilitate the additional traffic flows as a result of the proposed development . 1111 uf-fV CHARTEREOENGIHfERS ~l I . Copyright of Monaghan County CouncilMaps and Drawings remain theRECEIVED: 20/07/2026 1.10 Environmentallmpact The proposed development has been considered in terms of the 'Guidelines for the Environmental Assessment of Road Traffic'published by the Institute of Environmental Assessment (lEA). The key factors upon which environmental impact of traffic is dependent are: Volume of traffic; Traffic speeds and operational characteristics;and Traffic composition. In the case of the proposed development,it is estimated that the volume of traffic will increase on some adjacent highway links. The lEA Guidelines provide two 'rules of thumb'as a screening process to delimit the scale and extent of the assessment. The rules are as follows: Rule 1 -include highway links where traffic flows will increase by more than 30%(or the number of heavy goods vehicles will increase by 30%). Rule 2 -include any other specifically sensitive area where traffic flows have increase by 10%or more. The assessment has illustrated that the proposed development will not lead to traffic volumes increasing by 30%or more on any of the links around the adjacent highway network. It is therefore considered that an Environmental Impact Statement (EIS)is not warranted in this instance on traffic grounds alone. 1.11 Road Safety Traffic collision statistics have been acquired from the Road Safety Authority for the local road network between 2003 and 2017.The information provided is summarised in Table 10 below. IlUHv CHARTlREDENWNEfRS IRt p ,~:2 t:118CopyrightofMonaghanCountyCouncilMaps and Drawings remain the CopyrightRECEIVED: 20/07/2026 It is considered that due to the relatively low number and largely minor nature of the accidents recorded with the unfortunate exception of the pedestrian fatality, the adjacent road network can safely accommodate the additional traffic volumes associated with the proposed development without an increased risk of road traffic collisions. The proposed site access at the Castleblayney Road will be designed in accordance with the TII DN-GEO-03060 and as such will be compliant with relevant safety standards.Furthermore it is proposed that the pedestrian crossing opportunity at the adjacent gateway feature will be formalised with the introduction of dropped kerbs and tactile paving. It is considered that the formalisation of this pedestrian crossing point will satisfy pedestrian desire lines to/from the proposed site. A Stage 1 Road Safety Audit will be prepared in connection with the proposed scheme. 1.12 Construction Traffic The client is aware that Monaghan County Council considers that traffic management and road safety considerations are of the utmost importance when considering site construction traffic and will ensure that the construction phase is completed as quickly and safely as possible. All possible steps will be taken to ensure any interference with normal traffic movements will be minimised.Deliveries will be staggered throughout the day and will not coincide with either the weekday AM or PM peak-hour periods on the adjoining highway network. Site traffic will use flashing beacons to alert road users of their approach and the need for increased caution.Furthermore signage will be employed to keep all road users fully informed during the construction process. 1.13 Internal Layout Vehicular access/egress is to be achieved via the Castleblayney Road and onto the regional road network by means of a new priority junction at the Regional Road. In conclusion it is our opinion, based on the methodology outlined in the report above that; The Castleblayney Road has adequate capacity (Max RFCof 0.18)to deal with the proposed development, potential development on lands to the east plus and other committed development. The proposed junction arrangements with the Castleblayney road are adequate (Max RFC of 0.05)to provide safe access to and from the proposed development, and potential development on lands to the east. attracted by the proposal. Table 2.0 below indicates the predicted peak-hour trip attraction rates for the proposed development sourced from the TRies database. In this instance, trip distribution to and from the proposed development has been calculated utilising the existing distribution patterns extracted from the traffic surveys conducted in December 2016.The trips associated with the proposed development are summarised in Table 2.0.
