Ben Clerkin Monaghan County Council Planning Section No. 1 Dublin Street Monaghan H18 X982 20th July 2026 Our Ref: P3413 Your Ref: 26/60160 Re: Proposed Phase 4 development of a Light Industrial Commercial building at Cloghvally Lower, Carrickmacross, Co. Monaghan, Dear Ben, Please find enclosed our reply to your letter dated 15.06.26, requesting for Further Information on our Planning Application Ref: 26/60160. Our response as follows for each item: 1. In the interest of clarity and to allow for a fully informed decision, the Planning Authority requires the submission of a Traffic and Transport Assessment (TTA), including a scoping study, to assess the impact of the proposed development, in conjunction with permitted and constructed development within the business park, on the capacity and safety of the surrounding road network. The TTA shall: a. quantify anticipated trip generation and cumulative traffic volumes; b. classify the types of vehicles associated with the proposed use; and c. demonstrate, by way of layout drawings and vehicle tracking analysis, that adequate parking, servicing and manoeuvring space is provided within the site. Please refer to TTA Report in relation to points “a” & “b” above Please refer to drawing PL-14 Vehicle Swept Paths of proposed vehicles accessing the site and achievable manoeuvring space for same which addresses point “c”. Please also refer to drawing PL-09 Proposed HGV Traffic Movements (Lodged under Planning permission 23/60262) showing HGVs being tracked around the Phase 2 site which also addresses point “c”. RECEIVED: 20/07/2026 Consulting Civil & Structural Engineers – Environmental & Traffic Engineers – Project Managers – PSDP Peter McMahon & Associates Ltd t / a McMahon Associates Company Reg: NI-48792 Director: Peter McMahon BEng MScEng CEng FIEI MICE 2. In the interests of clarity and appropriate design, please submit commensurate details of the proposed external lighting for the application site, including a lighting layout plan demonstrating the location and type of lighting within the site. The submission shall demonstrate that lighting levels are appropriate to the scale of development and that light spill onto the adjoining road network and surrounding properties is minimised. Refer to the detailed lighting design from Bell Lighting for the proposed internal and external lighting layout for the proposed site. 3. To determine the availability and feasibility of connection to public water services infrastructure, you are requested to engage with Uisce Éireann by submitting a Pre-Connection Enquiry (PCE) to assess the feasibility of connection to the public water services network. The outcome of the PCE shall be submitted to the Planning Authority to allow for a fully informed decision. As discussed with Lisa in Environment Section of MCC on 10.07.26, the demand for water and wastewater for this development has already been approved by Uisce Éireann as part of a new connection CDS1900126701 agreement in 2019. See attached cover page of this agreement. This agreement was approved on the basis of an overall water demand of 103,650l/day, see attached records confirming same. Within this overall figure is an allowance of 16,500l/day from the 6No. future sites which includes this application for Phase 4. As per the Engineering report issued by McMahon Associates, only 750l/day of wastewater will be produced, therefore there is adequate capacity in Uisce Éireann’s network and all existing infrastructure is adequately sized for the demand required. 4. The information submitted is insufficient with regards to environmental protection. Accordingly, please submit the following: a. Details of the existing/proposed interceptor installed on-site and area draining to it. b. Outline details of measures to be implemented to protect surface water and groundwater during the construction phase, including the management of surface water runoff, fuels and construction materials. As per the Engineering Report submitted with this Planning Application, the existing Phase 2 storm sewer (Planning Permission Ref. 23/60262) was designed to facilitate the industrial units’ storm sewer flow for Phase 4. Phase 2 was designed to accommodate the surface water runoff for both Phase 2 and Phase 4 due to space restrictions in Phase 4. The combined discharge rate for Phase 2 and 4 is 6 l/s. An on-site attenuation tank was included within the Phase 2 drainage design. Attenuated storage in the form of cellular crates was designed to store the 1 in 100-year flood events plus an additional 10% increase for climate change. The Phase 2 attenuation system caters also for Phase 4. A combined 265m3 of storage has been provided to cater for Phase 2 and Phase 4. No separate storage or restriction to the discharge rate from Phase 4 is required. Phase 2 drainage has been approved under Planning application 23/60262. A bypass interceptor will be constructed after the flow control. The bypass interceptor will be designed for a flow of 6l/s and will be installed as shown on the planning drawings for Phase 2 (23/60262). RECEIVED: 20/07/2026 Consulting Civil & Structural Engineers – Environmental & Traffic Engineers – Project Managers – PSDP Peter McMahon & Associates Ltd t / a McMahon Associates Company Reg: NI-48792 Director: Peter McMahon BEng MScEng CEng FIEI MICE Discharge from the site will be collected and attenuated in a storm water retention pond which serves the industrial park, which will then be discharged to the Proules River. The design of this pond and calculations for it were lodged under Planning permission (22/144). The discharge from Phase 4 has been allowed for in the calculations. As can be seen on the site levels drawing PL-11 lodged under this application, levels within the site are below levels of the adjacent road. The low point of the development is to the south adjacent Phase 2. During the Construction Phase, runoff will be contained by the Contractor onsite, but any runoff that escapes will enter the existing Phase 2 and therefore be collected by its surface water drainage system and pass through a petrol interceptor before being discharged offsite. Therefore, any limited amount of silts or fuels that runoff the site during construction will be treated in Phase 2 before discharging to the existing storm network. Fuel storage onsite will be within bunded areas to minimise the risk of runoff.
