NRB © Bruton Consulting Engineers Ltd 2026 2 2959R01 1.0 Introduction This report was prepared in response to a request from Mr. Paul Burke, of NRB Consulting Engineers, for a Stage 1 Road Safety Audit for a proposed housing development, Station View, Monaghan, Co Monaghan. The Road Safety Audit Team comprised of; Team Leader:Norman Bruton, BE CEng FIEI, Cert Comp RSA. TII Auditor Approval no. NB 168446 Team Member:Daniel Pentony, CEng MIEI PGDipPM TII Auditor Approval no. DP3383505 The Road Safety Audit involved the examination of drawings and other material provided by NRB Consulting Engineers and a site visit by the Audit Team, together, on the 16th of January 2026. The weather at the time of the site visits was wet and the road surface was also wet. This Stage 1 Road Safety Audit has been carried out in accordance with the requirements of TII Publication Number GE-STY-01024, dated May 2025. The scheme has been examined and this report compiled in respect of the consideration of those matters that have an adverse effect on road safety. It has not been examined or verified for compliance with any other standards or criteria. The problems identified in this report are considered to require action in order to improve the safety of the scheme for road users. If any of the recommendations within this safety audit report are not accepted, a written response is required, stating reasons for non-acceptance. Comments made within the report under the heading of Observation are intended to be for information only. Written responses to Observations are not required. The information supplied to the Audit Team is listed in Appendix A. The feedback form is contained in Appendix B. A plan drawing showing the problem locations is contained in Appendix C.RECEIVED: 21/07/2026 ST 1 RSA – Station View, Co Monaghan. NRB © Bruton Consulting Engineers Ltd 2026 3 2959R01 2.0 Background It is proposed to construct an extension to the existing housing development at Station view, Rope Walk (L55141), Co Monaghan. Access to the new dwellings will be via the internal road of the existing development. The existing housing estate has footpaths on either side at the connection to the proposed development. The speed limit on the Rope Walk road (L55141) is 50km/hr. The site location map is shown below. Site location map courtesy of openstreetmap.org Rope Walk L55141Site Entrance Approx N54 ‘North Road’RECEIVED: 21/07/2026 ST 1 RSA – Station View, Co Monaghan. NRB © Bruton Consulting Engineers Ltd 2026 4 2959R01 3.0 Items Raised in This Road Safety Audit. 3.1 Problem LOCATION Existing development footpath connection PROBLEM The extension to the road has created a desire line over the existing internal junction, however no dropped kerbs or tactile paving exists. The lack of appropriate detailing can increase the likelihood of pedestrians crossing at unsafe locations resulting in vehicular/pedestrian collisions, or increase the risk of trip/falls at the high kerbs. RECOMMENDATION It is recommended that tactile paving and dropped kerbing be included at the this junction.RECEIVED: 21/07/2026 ST 1 RSA – Station View, Co Monaghan. NRB © Bruton Consulting Engineers Ltd 2026 5 2959R01 3.2 Problem LOCATION Main access road. PROBLEM The vertical alignment on the main access road (linking phase 4 and 5) appears to have a longitudinal gradient of circa 8-9%. Vehicles descending the gradient may experience reduced ability to decelerate, especially in adverse weather conditions, potentially resulting in higher approach speeds. This could lead to high severity collisions if a vulnerable road user is struck or loss of control and crossing of the internal road below which has priority leading to side-impact collisions. RECOMMENDATION It is recommended that a raised table, with appropriate detailing, be installed which can act as a buffer to accelerating vehicles.RECEIVED: 21/07/2026 ST 1 RSA – Station View, Co Monaghan. NRB © Bruton Consulting Engineers Ltd 2026 6 2959R01 3.3 Problem LOCATION Pedestrian footpath link. PROBLEM The gradient and width of the proposed pedestrian link are unknown. Vulnerable road users, such as the mobility impaired (with walking aids or wheelchair users), could lose balance or not be able to navigate the steep gradients. RECOMMENDATION It is recommended that the footpath is off sufficient width to cater for vulnerable Road users with aa suitable gradient that allow for universal access.RECEIVED: 21/07/2026 ST 1 RSA – Station View, Co Monaghan. NRB © Bruton Consulting Engineers Ltd 2026 7 2959R01 3.4 Problem LOCATION Pedestrian footpath link PROBLEM A short gap appears between the pedestrian link footpath and the road outside dwelling 41. It is likely pedestrians will use this as a short cut which risks slips, trips and fall injuries. RECOMMENDATION It is recommended that an alternative stepped pedestrian access be also provided.RECEIVED: 21/07/2026 ST 1 RSA – Station View, Co Monaghan. NRB © Bruton Consulting Engineers Ltd 2026 8 2959R01 3.5 Problem LOCATION Drawing Adjacent to Playground / dwelling 29-34 PROBLEM The swept path details shows that refuse vehicles need to reverse circa 40m near dwelling 29 – 34. This is adjacent to the entrance to the playground and the open space area where children would be expected to play. The driver of the refuse truck may not see pedestrians (especially children) in their blind spots and their crew may be unable to assist if they are collecting bins. This leads to an increased risk of vulnerable road user / vehicular collisions. RECOMMENDATION It is recommended that a turning head be incorporated at the end of the internal road near dwelling 33/34.RECEIVED: 21/07/2026 ST 1 RSA – Station View, Co Monaghan. NRB © Bruton Consulting Engineers Ltd 2026 9 2959R01 3.6 Problem LOCATION Drawing NRB-SK-001, Internal Junction. PROBLEM There are proposed trees located at the corners of the internal junction. Driver’s visibility may be impeded to approaching vehicles resulting in an increased risk of side-impact collisions. RECOMMENDATION It is recommended that tree planting locations are specified carefully to be outside the visibility splays or that the tree girths, canopy heights etc. are chosen so that the trees are only momentary obstacles to visibility.RECEIVED: 21/07/2026 ST 1 RSA – Station View, Co Monaghan. NRB © Bruton Consulting Engineers Ltd 2026 10 2959R01 3.7 Problem LOCATION Parking at dwelling 49 PROBLEM The vehicles parked at dwelling are ‘angular’ parked towards the road. This may lead to overrun of the grassed area as drivers try to exit. This could lead to loss of traction and loss of control RECOMMENDATION It is recommended that sufficient opening width be provided to facilitate easy access and egress for both vehicles.RECEIVED: 21/07/2026 ST 1 RSA – Station View, Co Monaghan. NRB © Bruton Consulting Engineers Ltd 2026 11 2959R01 3.8 Problem LOCATION Raised tables PROBLEM No details are provided for the proposed raised tables, such as proposed heights, change in surfacing material, entry/exit taper gradients. Raised tables that are too steep may result in vehicles grounding on them causing material damage, while too low a height can result in them being ineffective and vehicles driving too fast resulting in a potential vehicular/VRU collision. RECOMMENDATION It is recommended that an appropriate design is detailed for the raised tables RECEIVED: 21/07/2026 ST 1 RSA – Station View, Co Monaghan.
