Monaghan ADDITIONAL INFORMATION Note: A pre-application consultation did not take place. You and/or your agent shall liaise with Planning Section prior to the preparation and submission of this Further Information. Planners can be contacted between 09:15 and 11:30 on Tuesdays and Thursdays. The submission should take a coherent account of any issues that overlap/interlink. Should the Further Information materially/significantly alter the proposed development, you are obliged to re-advertise same in accordance with Article 35 of the Planning and Development Regulations 2001 (as amended). This request for Further Information does not imply that the proposal is acceptable in principle. The Planning Authority reserves the right to refuse permission should the issues identified remain unresolved or if other concerns arise. 1. The Planning Authority is not satisfied, based on the information submitted, that the application site possesses the degree of existing enclosure envisaged under Section 15.9.2, Table 15.3 and Policy RSDP 1 of the County Development Plan 2025-2031. In particular, the submitted details do not adequately demonstrate that the site is defined by clearly identifiable and established boundaries or that it benefits from a minimum of one natural existing boundary capable of softening the visual impact of the proposed dwelling within the rural landscape. Accordingly, in the interest of clarity and to allow for a fully informed decision, please: (a) Submit a detailed assessment demonstrating the site's capacity to accommodate the proposed dwelling having regard to the site selection, enclosure and landscape integration requirements of Section 15.9.2 and Table 15.3 of the Monaghan County Development Plan 2025-2031. (b) Clarify what existing natural features and/or established boundaries are relied upon to provide the degree of enclosure envisaged by the Development Plan and identify these features on a revised site layout plan. (c) Submit photographs from representative public viewpoints together with an accompanying analysis illustrating the visibility of the proposed dwelling and demonstrating how the site would integrate into the setting. (d) Clarify the extent to which the proposal relies on existing landscape features, as opposed to proposed landscaping measures, to achieve integration within the rural landscape. 2. Policy NRP 3 of the Monaghan County Development Plan 2025-2031 seeks to resist development that could add cost, complexity or prejudice the delivery of National Road projects. The Project Liaison Officer for the N2 Ardee to Castleblayney Road Scheme has advised that the proposed site development boundary overlaps the indicative CPO boundary of the proposed road scheme. Accordingly, please submit revised site layout drawings demonstrating a minimum 10m buffer between the existing N2 boundary/fenceline and the eastern site development boundary, or such alternative arrangement as may be agreed with the Project Liaison Officer, having regard to Policy NRP 3.
