ADDITIONAL INFORMATION
1.
The Applicant has submitted a Site Layout Plan indicates that the application site will be
accessed of the Local Tertiary Road. The Planning Authority has concerns that the submitted
layout plan does not clearly indicate the extent of hedgerow and trees which are to be
removed and if any replanting is required. In this regard, the applicant is requested to submit:
a) A revised Site Layout Plan (1:500 scale) which demonstrates all necessary site work,
including the extent of the front boundary hedge and trees which would be required
to be removed/trimmed, re-grading of side banks etc to achieve the required sight
distances, and also indicated any proposed replanting of hedgerows or trees behind
the visibility splays.
2.
With regards to the siting and integration of new dwellings in the countryside, Policy RCP 1 of
Monaghan County Development Plan 2025-2031 advises that “The assessment of the impact
of new dwellings in the rural area will be considered from critical views along public roads,
laneways, public rights of way and other areas of the public domain”. Furthermore, Table 15.3
of MCDP 2025-2031 advises that “the building should not be located on a site where it would
break any ridgeline or shoreline”. Accordingly, the Planning Authority has concerns regarding
compliance with the Development Plan given the elevated setting, views from the Local
Primary Road to the north, and potential removal of existing trees and hedgerows along the
roadside boundary.
Notwithstanding the existing boundary treatments, to allow for a fully informed assessment of
the visual impact of the development as proposed, the applicant is requested to:
a) Erect poles and/or flags on-site that replicate the apex heights of the proposed roof.
Once erected, you or your assigned agent shall advise Planning Section in writing in
order to allow for the inspection of same.
b) Submit photomontages of the proposed dwelling within the application site from
views along the public road (LP-2330-0)
3.
Policy RSDP 1 of the Monaghan County Development Plan 2025-2031 requires applicants for
one-off housing in rural areas to demonstrate compliance with the design guidelines as set out
in Table 15.3 “Guidelines for Siting and Designing a Rural House in the Vernacular Style”. In
this regard, the Planning Authority has design concerns with the proposed first floor rear
facing feature window which would be visible from the public domain.
In this regard, the applicant is requested to submit revised details reducing the extent if the
glazing, or sub-dividing the glazing to ensure vertical emphasis and that the proposal fully
complies with Policy RSDP1 and Table 15.3 of the Monaghan County Development Plan 2025-
2031.
