The applicant has submitted a Site Layout Plan indicating that the proposed development will be accessed via Local Tertiary Road. The Planning Authority has concerns that the submitted site layout plan does not accurately reflect the existing boundary treatment which the applicant intend to remove to facilitate visibility splays. In this regard, the applicant is requested to submit the following: a) Revised Site Layout Plan (1:500 scale) which: (i) Accurately depicts the existing boundary treatments, including any adjoining hedgerows. (ii) Indicates how a clear and unobstructed visibility splays of 50m can be achieved at the proposed entry/exit point onto the Local Tertiary Road. The required visibility splays should be provided from a point in the centre of the entrance, 2.4 metres from the road edge at a height of 1.05 metre to 2.0 metres above ground level. Sight distances to be measures to the nearest road edge in both directions. The submitted revised site layout plan should demonstrate all necessary site work, including the extent of the front boundary hedge and trees which would be required to be removed/trimmed, re -grading of side banks etc to achieve the required sight distances. b) Where the sight distances are not achievable within the applicant's ownership, the applicant should submit Legal Agreements with adjoining landowners giving their consent to allow re -locating of obstruction impeding on the visibility splays, removal of their hedgerow and hedges trimmed regularly to provide the required sight distance. The Legal Agreement and accompanying Maps shall be signed by the landowner, the applicant and witnessed by a Solicitor in accordance with exact wording of Appendix 13 of Monaghan County Development Plan 2025-2031. 2. a) The Planning Authority notes the temporary nature and appearance of the proposed residential accommodation. Section 15.10.5 'Temporary Residential Accommodation' of the Monaghan County Development Plan 2025-2031 states that such, accommodation may be acceptable only in exceptional circumstances where a site - specific or personal need has been clearly demonstrated, for example, where a permanent dwelling is being constructed on the same site. The Development Plan further states that permission will not be granted for the permanent retention of this form of accommodation. In this regard, the applicant is requested to submit a detailed statement demonstrating the specific circumstances that justify the proposed development and clearly outlining how the proposal complies with the provisions of Section 15.10.5 and all relevant policies and objectives of the Monaghan County Development Plan 2025- 2031. b) Subject to item (a) above, the applicant is requested to submit revised public notices in accordance with Article 35 of the Planning and Development Regulations 2001 (as amended) as follows: (i) Revise the site notice indicating 'Significant Further Information/Revised Plans', as appropriate and revise the development description to include reference to the temporary nature of the development proposed. (ii) Erect revised site notice on site. (iii) Publish a revised press notice indicating 'Significant Further Information/Revised Plans', as appropriate and include the revised development description as set out above. (iv) Submit a copy of the revised site notice and revised press notice to the Planning Authority. a Policy RSDP 1 of the Monaghan County Development Plan 2025-2031 requires applicants for one-off housing in rural areas to demonstrate compliance with the design guidelines as set out in Table 15.3 'Guidelines for Siting and Designing a Rural House in the Vernacular Style'. Having regard to same, the Planning Authority has concerns with the design and appearance of the development proposed, which if permitted, set an undesirable precedent for similar rural dwelling designs. In particular, the following is noted a) The proposed metal finish to the roof and the timber cladding to the external walls of the dwelling which is inappropriate in this rural context. Design guidelines stipulate that external finishes to rural dwellings should be traditional to the area and in keeping with the character of the landscape. b) The roof pitch which is very shallow at what appears to be less than 30degrees. Design guidelines stipulate that roof pitch should be 35 to 40 -degree pitch except where the gable depth is below 7.5m, then 45 degrees is acceptable. In this regard, the Planning Authority has concerns with the shallow formation and pitch of the proposed roof structure. c) The roof form and eaves on the gable end which overhang the external wall. Design guidelines stipulate that the eaves on a traditional dwelling should be typically flush with the wall. Having regard to the above, the applicant is requested to submit a revised details/drawings to the development proposed. The planner dealing with this application is Liam Ward
