ADDITIONAL INFORMATION
1. The development address is recorded as “Former Ulster Bank Fermanagh Street Clones, Co.
Monaghan”, however the Planning Authority is concerned that this is the incorrect address for
the building which is the subject of this planning application. In this regard, the applicant is
requested to revise the address for the development and amended public notices and the
application form to reflect same.
This information will constitute significant further information whereby, in accordance with
Article 35 of the Planning and Development Regulations 2001 (as amended), revised site and
press notices should be submitted to the Planning Authority indicating the revisions to the
application.
2.
“Domestic Violence Refuge Accommodation (Project Bried Design Guidelines)” sets out
guidance which relates specifically to the provision of purpose built permanent Domestic
Violence Refuges. “Safe Place – Designing Centres for Domestic Violence Prevention and
Response” identifies 10 guiding principles for designing a DV refuge including Safety and
Security, Privacy, Dignity – Self-Determination, Flexibility, Reducing Barriers and Cultural
Considerations, Child-focused – Designing for Parenting, Healthy and Durable Work
Environments, Therapeutic – Social Support, Trauma-informed Design, Sense of home –
Creating a Homelike Environment and Supporting Staff. This document also sets out guidance
on Space Requirements, Entry Area and Administration and Support Services, Indoor Amenity
Areas, Private Living Spaces, Ancillary and Utility Rooms, Outdoor Spaces, Finishes and Materials
and Systems.
Having regard to the sensitivity and importance of the provision, design and layout of the
proposed development, the applicant is requested to provide a Compliance Statement having
regard to the guidance set out in “Domestic Violence Refuge Accommodation (Project Bried
Design Guidelines)”, as well as demonstrating how the 10 Principles and the 8 Building Form and
Design Requirements set out in “Safe Place – Designing Centres for Domestic Violence
Prevention and Response” have been taken account of, in the design of the proposed
accommodation.
3.
The proposed development is considered insufficient in terms of the environmental information
provided. In this regard, the applicant is requested to:
a) Submit a fully completed Water Protection Plan checklist.
b) Submit a Confirmation of Feasibility from Uisce Éireann confirming that Clones
Wastewater Treatment Plant has capacity to accept the hydraulic and organic loading
arising from the proposed development.
c) Submit a revised site layout plan, scale 1:500, demonstrating the following:
- All surface/storm water drainage systems (outlined in blue).
- The directional flow of all surface water pipelines.
- All associated discharge points and outfalls.
- All foul water drainage systems (outlined in red).
d) Submit a Construction and Environmental Management Plan (CEMP). This plan shall be
sufficient to demonstrate that adequate measures will be in place for the construction
phase to ensure there is no discharge of polluting matter/sediment laden waters to any
waters. The Construction and Environmental Management Plan shall take account of
best practice and the guidance produced by Inland Fisheries Ireland titled “Guidelines
on Protection of Fisheries during Construction Works in and Adjacent to Waters 2016”
and shall include the identification of potential pathways to the groundwater aquifer
and the River Shambles. The CEMP shall be prepared by a suitably qualified person and
shall include the location details of the monitoring points where daily visual checks and
where appropriate, weekly surface water monitoring (physical & chemical parameters)
shall be carried out.
4.
The Planning Authority note the description of development, which is “change of use of the
former bank building into emergency refuge accommodation units”. Having reviewed the
documentation and drawings submitted, the Planning Authority note that the existing floor
plans don’t appear to show that of a bank, but rather of other accommodation. The applicant is
requested to provide clarification on same.
5.
Section 15.29 “Waste Storage” of Monaghan County Development Plan 2025-2031 requires
suitable facilities for the storage, segregation and recycling of waste and convenient access for
its deposit and collection to be provided in all new developments. The Planning Authority note
that no information in relation to Waste Storage has been submitted. In this regard, the
applicant is requested to provide appropriate waste storage having regard to Section 15.29 of
MCDP 2025-2031.
6.
The Planning Authority has received a third-party submission in respect of the proposed
development. The applicant is requested to review the content of same and provide a detailed
response to the issues raised.
