The Planning Authority notes that the applicant seeks to create two new accesses onto the Regional Road. The submitted site layout plan indicates visibility splays of 49 metres by 2.4 metres. The Municipal District Engineer has requested that the visibility splays should be provided and clearly illustrated for each individual entrance, the applicant is requested to submit:- a) A revised Site Layout Plan (1:500 scale) indicating how a clear and unobstructed visibility splays of 49 metres can be achieved at each proposed entry/exit point onto the Regional Road. The required visibility splays should be provided from a point in the centre of the entrance, 2.4 metres from the road edge at a height of 1.05 metre to 2.0 metres above ground level. Sight distances to be measures to the nearest road edge in both directions. The submitted revised site layout plan should demonstrate all necessary site work, including the extent of the front boundary hedge and trees which would be required to be removed/trimmed, re-grading of side banks etc to achieve the required sight distances. b) Where the sight distances are not achievable within the applicant’s ownership, the applicant should submit Legal Agreements with adjoining landowners giving their consent to allow re- locating of obstruction impeding on the visibility splays, removal of their hedgerow and hedges trimmed regularly to provide the required sight distance. The Legal Agreement and accompanying Maps shall be signed by the landowner, the applicant and witnessed by a Solicitor in accordance with exact wording of Appendix 13 of Monaghan County Development Plan 2025 - 2031. 2. The Municipal District Engineer has requested the following information to be submitted; a) The surface water connection from the ACO drain to the proposed soakaway should be clearly indicated on the drainage drawings. b) The kerb layout for both site accesses should be shown on the relevant drawings. 3. The Planning Authority notes that a pre-connection enquiry has been submitted. Notwithstanding this, as the proposed development requires a new connection to Uisce Éireann infrastructure, the applicant is requested to provide written confirmation from Uisce Éireann regarding the feasibility of the proposed connection and the availability of capacity to serve the development. 4. Section 15.8.13 of the Monaghan County Development Plan 2025–2031 requires that private open space be provided in accordance with the standards set out in Private Open Space for Houses contained within the Sustainable Residential Development and Compact Settlements Guidelines for Planning Authorities (2024). The Planning Authority notes that the submitted information does not specify the number of bedrooms proposed within each dwelling. As the minimum private open space requirement is dependent on the number of bedrooms provided, the Planning Authority is unable to determine whether adequate private amenity space has been incorporated into the layout serving the proposed dwellings. The applicant is therefore requested to: • Confirm the number of bedrooms proposed within each dwelling; and • Submit revised drawings and/or other supporting details, as necessary, demonstrating that sufficient private open space is provided for each dwelling in accordance with the requirements of the Sustainable Residential Development and Compact Settlements Guidelines for Planning Authorities (2024). In this regard, the applicant should also clearly identify the extent of usable private open space available to each dwelling and demonstrate how it can be achieved within the site layout as proposed 5. The Planning Authority notes that the submitted landscaping plan and site layout plan are not consistent with one another. In particular, the landscaping plan depicts a significantly larger private garden area than appears achievable on site, while the proposed dense hedgerow planting may further reduce the extent of usable private open space. The applicant is therefore requested to submit revised landscaping and site layout plans which accurately reflect the achievable garden area and clearly demonstrate the provision of adequate usable private open space 6. The Planning Authority note the Finished Floor Level (FFL) of the proposed dwellings have not been provided. In the interest of clarity, the applicant is requested to provide same. The planner dealing with this application is Liam Ward
