Monaghan ADDITIONAL INFORMATION Note: It is recommended that you and/or your assigned agent liaise with Monaghan County Council Planning Section, Housing Section and Public Lighting Engineer prior to the preparation and submission of this Further Information. The submission should take a coherent account of any issues that overlap/interlink. 1. The submitted Road Safety Audit does not satisfactorily address the internal layout of the proposed development. The applicant is requested to clarify that the internal road layout has been assessed in the Audit or otherwise address this in a revised Audit. 2. Submit a completed Water Protection Plan Checklist. 3. There is concern with the submitted scheme layout, specifically: - The proximity of dwelling No. 1 to the footpath/road. Such proximity is contrary to the established character of the area and not considered appropriate for an edge of town location. Omission of this dwelling should be considered. - The absence of any pedestrian/cycle connection to Drumbear estate to the north. The applicant shall submit a revised layout to address these concerns. 4. Policy LCP1 of the Plan requires that proposals for landscaping comply with Section 15.22.4 of the Monaghan County Development Plan 2025-2031. Submitted landscaping details are considered insufficient. In this regard, the applicant shall: a) Submit a revised Landscaping Plan, with additional landscaping proposed if necessary, having regard to Section 15.11.4 of the Development Plan with particular emphasis on the number, species, location, height at planting, height at maturity and an implementation timescale for all proposed planting. 5. Submit a Construction and Environmental Management Plan (CEMP). This plan shall be sufficient to demonstrate that adequate measures will be in place for the construction phase to ensure there is no discharge of polluting matter/sediment laden waters to any waters. The Construction and Environmental Management Plan shall take account of best practice and the guidance produced by Inland Fisheries Ireland titled “Guidelines on Protection of Fisheries during Construction Works in and Adjacent to Waters 2016” and shall include the identification of potential pathways to the groundwater aquifer and the River Shambles. The CEMP shall be prepared by a suitably qualified person and shall include the location details of the monitoring points where daily visual checks and weekly surface water monitoring (physical & chemical parameters) shall be carried out. 6. Submit proposals for the use of Nature-based Solutions (NbS) for the management of surface/storm water arising from the proposed development in line with the Monaghan County Development Plan 2025 – 2031 and the Department of Housing, Local Government and Heritage strategy. The proposals shall consider the ‘Implementation of Urban Nature- based Solutions Guidance Document for Planners, Developers, and Developer Agents’, January 2025. 7. Submit a revised site layout plan, scale 1:500, demonstrating the following: - All surface/storm water drainage systems (outlined in blue). - The directional flow of all surface water pipelines. - All associated discharge points and outfalls. - All Nature-based Solutions (NbS) measures. - All foul water drainage systems (outlined in red). 8. The submitted Part V details are not considered acceptable due to the absence of accessible housing. The applicant is requested to submit revised proposals in this regard following consultation with the Council Housing Section. 9. The following public lighting information is required: a) Submit a revised Lighting Design Report for the development showing the junction and road connecting it to the existing public road taking into account; the conflict area lighting requirements at the entrance with the public road, the footpath lighting requirements, the existing street lighting in place, ensure uniformity of lighting, minimise light spill into neighbouring private properties. b) Submit a revised planting layout drawing clearly indicating exclusion zones where no planting of trees or shrubs will take place, i.e. there shall not be any mature tree within 6m horizontal distance of a 6m lighting column or within 8m horizontal distance of an 8m lighting column, etc. 10. Circular NSP 02/2026 issued by the Department of Housing, Local Government & Heritage seeks to address delays in finalising naming and numbering details for new developments as this can unnecessarily impede the related utility application process by the developer, and in turn delay the utility connections required to enable the completion and occupation of new housing stock. Without prejudice to the outcome of the application, the applicant is requested to submit naming and numbering details for the development which in turn will be assessed by the Council Coiste Logainmneacha. 11. Correspondence received from Uisce Eireann advises that there are capacity constraints regarding water and wastewater services to the proposed development. The applicant shall detail proposals to address such constraints. 12. The Planning Authority has received third-party submissions in respect of the proposed development. The applicant is invited to review the content of same and provide a detailed response to the issues raised. The planner dealing with this application is Darragh McAdam
