Flood Risk & Likelihood of Pluvial Flooding:
The OPW PFRA maps and information from floodinfo.ie indicate that a small portion of the site
shall be susceptible to Pluvial flooding.
The OPW Pluvial PFRA Maps were produced in 2011 on foot of a national screening assessment
carried out by HR Wallingford in 2010 on behalf of the OPW. In general, the maps identify
natural hollows and low lying areas where overland flow would pond when the amount of
rainfall exceeds the infiltration capacity of the ground to absorb it.
The PFRA maps are however based on a relatively basic LiDAR Topographical survey and should
be recognised as being preliminary only and not to be fully accurate at a local level. Indeed the
OPW state on all associated documentation that the maps 'should not be used to assess risk at
the level of individual properties'.
A detailed topographical survey of the site, based on the Malin Head datum, has been carried
out at the site and existing and proposed levels within the site are shown on the Site Layout
Drawing.
The topographical survey of the site shows the lands in the vicinity of the site as having an
undulating configuration with higher ground to the east sloping down towards the west of the
landholding. The topography of the land can therefore promote pluvial flooding within the
lower pockets of lands due to overland flow from the higher lands, becoming trapped and
accumulating within any lower areas, particularly if the infiltration properties of the sub -soil are
poor.
In this case the Teagasc Soil Type identifies the sub -soil as: Bedrock at surface - calcareous i.e.
Visean limestone & calcareous shale. It is further noted that the Percolation Test carried out at
the site in accordance with EPA Code of Practice indicated that the sub -soil had a very good
infiltration rate.
This site specific information would suggest that any overland flow that does run onto the low
lying area should therefore infiltrate relatively quickly into the underlying sub -soil with any
pluvial flooding that may occur being for a short term only.
In summary, while the topography of the lands promote pluvial flooding the soil infiltration
properties make it likely any flooding that may occur shall rapidly dissipate into the sub -soil
with no cumulative build-up of water depth.

EXTENT AND TWL OF PLUVIAL FLOODING
Superimposing the PFRA Map onto the topographical survey of the site as shown on the site
layout map, it shows a close but not an exact similarity between the two. The shape of the
extent of pluvial flooding shown on the PFRA maps is based on 10m x 10m blocks and are
unable to fully follow the subtleties of contour lines. Taking this information into account, it is
therefore considered that the 78.8m contour represents the 'best —fit' of the outer extents of
the pluvial flooding i.e. the TWL of any likely pluvial flooding is 78.8m
IMPACT OF PLUVIAL FLOODING
The proposed house is located outside of the identified pluvial flood area. Furthermore the
Proposed FL of 79.75m shall provide freeboard of 0.95m above the flood level. This freeboard is
greater than the recommended value of 0.5m set out in the Greater Dublin Strategic Drainage
Scheme Report (GDSDS) and would thus represent sufficient protection against flood risk to
persons or property.
The proposed percolation area is located outside of the identified pluvial flood area and the
system would continue to operate effectively even during a flood event. Any flooding of the site
will not pose an unacceptable flood risk.
The soak -pits that shall cater for surface water run-off from the site are also located outside of
the flood area and shall also continue to operate effectively even during flood events
The proposed water supply well is also located outside of the identified flood area and shall not
be adversely impacted upon should flooding occur.
The identified flood area does not encroach on the proposed driveway/access lane serving the
site. Persons shall continue to be able to safely enter/exit the site by foot and in a vehicle even
in the event of a flood. Pluvial flooding is site specific and non -transferable. The proposed
development shall not displace flood waters onto other lands
It is the overall conclusion of this assessment, subject that the proposed development does not
represent an unacceptable flood risk and will not cause or exacerbate flooding in the
immediate vicinity or wider area.
