PART A
SITE-SPECIFIC CONSTRUCTION & DEMOLITION
RESOURCE MANAGEMENT PLAN
2. Introduction and Status of Plan
This is a pre-construction, planning-stage Resource and Waste Management Plan (RWMP) for the proposed
accessibility upgrade works at Monaghan Bus Station. It applies the waste hierarchy in the following order:
prevention, preparation for reuse, recycling, other recovery and, as the least preferred option, disposal.
The current EPA publication under the title cited in the Further Information request is the 2021 Best Practice
Guidelines for the Preparation of Resource & Waste Management Plans for Construction & Demolition Projects.
The Further Information request describes the document as the 2024 guidelines. This RWMP follows the current
EPA publication and relevant current waste and asbestos requirements.
On the design information presently available, the project is treated as a Tier 1 development because it is principally
a retrofit of an existing infrastructural/public building below 2,000 m² and the limited demolition is expected to remain
below 100 m³. The quantities will be measured at detailed design/tender stage. If the scope or measured demolition
quantities exceed the Tier 1 thresholds, the RWMP shall be expanded to Tier 2 before commencement.

4. Project Description and Existing Site
Monaghan Bus Station occupies an approximately 0.3 ha urban site on North Road. The existing station building is
located along the southern boundary, with a bus yard and bus stopping area to the north and parking toward the
west. Both vehicular access points are from North Road. The site is operational and is bounded by commercial/light-
industrial uses and two adjacent protected former railway buildings. The southern portion of the site lies within the
North Road Architectural Conservation Area.
The proposed development is an accessibility-led refurbishment and reconfiguration of the existing station and yard.
The scope includes:
Construction of a small single-storey extension by enclosing the existing partly covered internal courtyard/lobby
area.
Reconfiguration of the internal accommodation, including enlarged waiting areas, café/customer areas, staff
accommodation, ticket/reception facilities, accessible WC provision, a Changing Places room, male and female
WCs and cleaners’ storage.
Building-up and rationalisation of internal floor levels to provide level, accessible connections between the
station, WC block and bus platforms.
Removal and replacement of portions of existing roof finishes and associated rainwater goods, together with
new glazed openings, doors and windows.
Removal of existing corrugated external siding and recladding of the station building with fibre-cement façade
panels.
Reconfiguration of bus circulation and construction of four angled bus bays, new accessible bus kerbs, widened
pedestrian routes, tactile paving and hard landscaping.
Reconfiguration of the car park, new line marking, signage, pedestrian crossings at the existing site accesses,
lighting, street furniture, cycle parking and a guide-dog relief area.
Replacement of existing palisade/concrete-post fencing with lower, high-quality metal railings and associated
gates.
Minor demolition of obsolete small sheds, walls, disused maintenance structures/canopies and redundant
boundary elements.
Minor drainage works and adjustments associated with the revised yard, paving and accessible routes.
Landscaping using native Irish plant species.
5. Site Clearance, Demolition and Construction Elements
The detailed demolition and measured-works schedule will be completed at tender stage. The current design
indicates the following principal resource streams and construction activities:
Selective internal strip-out of partitions, sanitary fittings, floor finishes, ceilings, doors, services and redundant
fixtures associated with the re-planning works.
Controlled removal of asbestos-containing floor adhesive and associated affected floor materials before general
strip-out in the relevant areas.
Removal of portions of corrugated metal roof and wall cladding, windows, doors, rainwater goods, existing
canopy elements and security bars.
Demolition of limited block/brick walls, obsolete sheds, small storage/maintenance structures and local
boundary/plinth elements.
Breaking-out of local concrete paving, kerbs and foundations; planing/breaking-out of asphalt where bus bays,
circulation and levels are altered. RECEIVED: 29/07/2026

Local excavation for drainage, ducts, foundations, new kerbs, railings, lighting, signs, furniture and external
works.
Construction of new floor build-ups, partitions, ceilings, sanitary accommodation, roof/cladding systems,
glazing, paved areas, kerbs and external fixtures.
The project will retain and refurbish the main station structure rather than replace it. Existing foundations, walls, roof
structure and yard construction will be retained where compatible with the approved design and technical
requirements. This significantly reduces the quantity of new materials and C&D waste compared with demolition
and new-build alternatives.
6. Roles and Responsibilities
6.1 Client / Applicant
Bus Éireann, supported by the Iarnród Éireann Design Team, will maintain this plan through the design, planning
and procurement stages; include its requirements in the tender documents; provide the asbestos information to
tenderers; and require evidence that waste collectors and destination facilities are appropriately authorised.
6.2 Design Team and Design-Stage Resource Manager
The Design Team will coordinate design decisions that prevent waste, prepare and update the preliminary
inventory, identify materials suitable for retention/reuse, incorporate selective demolition and segregation
requirements into the tender documents, and review the Contractor’s construction-stage RWMP before works
commence.
6.3 Main Contractor and Construction-Stage Resource Manager
The Main Contractor will appoint a suitably competent Resource Manager with authority to implement and update
the RWMP. The Contractor will measure the works, confirm forecast quantities and costs, nominate authorised
waste collectors and facilities, operate the Waste Storage Area, train site personnel, inspect segregation
arrangements, maintain records and prepare the final close-out report.
6.4 Specialist Asbestos Contractor
The appointed asbestos contractor will verify the extent of the asbestos work, prepare the detailed Plan of
Work/RAMS and notifications, undertake controlled abatement, arrange compliant packaging and hazardous-waste
transfer, and provide completion, monitoring/clearance and waste records as applicable.
7. Designing Out Waste and Resource-Efficiency Measures
Retain and refurbish the existing station structure, WC block and as much external hardstanding as practicable.
Use measured drawings, coordinated specifications and quantity schedules to minimise over-ordering and
abortive work.
Undertake selective deconstruction rather than indiscriminate demolition to maximise separation and recovery
of metals, glazing, timber, fixtures, masonry and paving.
Assess existing paving units, kerbs, railings, doors, sanitary fittings, street furniture and other components for
safe direct reuse on site or reuse through an approved outlet.
Reuse suitable uncontaminated excavated soil and stone within the project for backfilling, formation or
landscaping, subject to geotechnical/environmental suitability and the applicable waste/by-product
requirements.
Specify standard dimensions, modular components, accurate cutting schedules and prefabricated elements
where practical to reduce off-cuts.
Use supplier take-back schemes for pallets, packaging, cable drums, unused products and selected fit-out
materials.
Specify durable, repairable and replaceable materials with environmental product information where practical.
Prevent damage to stored materials through covered, secure, clearly labelled storage and just-in-time delivery.
Keep hazardous materials, including asbestos waste, separate from all non-hazardous resource streams.
8. Preliminary Resource and Waste Inventory
The preliminary inventory in Appendix A is an order-of-magnitude planning estimate based on the Architectural
Design Report and current scheme scope. It is not a Bill of Quantities. The Contractor and Quantity Surveyor shall RECEIVED: 29/07/2026

replace the provisional figures with measured quantities before commencement and maintain actual weights using
weighbridge records and transfer documentation.
Project targets: At least 90% by weight of non-hazardous C&D material is targeted for preparation for reuse,
recycling or other material recovery. Clean soil/stone, metals and asphalt are targeted for 100% reuse or
authorised recovery where technically and environmentally suitable. Mixed C&D waste will be minimised. All
asbestos waste and other hazardous waste will be separately contained and transferred through authorised
hazardous-waste routes.
Waste-management costs will be priced in the tender and construction-stage inventory. Tenderers will identify
stream-specific collection, treatment and disposal/recovery costs and any savings from prevention, reuse, take-back
or recycling. No facility or haulier has been nominated at planning stage.
9. Site Waste Management Arrangements
9.1 Waste Storage Area and Segregation
The Contractor will establish a clearly signed Waste Storage Area within the secured site compound, positioned
away from public routes, live bus movements, drainage inlets and sensitive boundaries. The layout will be agreed
with Bus Éireann to maintain safe operation of the station. Separate covered or enclosed containers will be provided
for the main streams, including concrete/masonry, asphalt, soil/stone, metals, timber, glass, plastics, gypsum,
packaging, WEEE/lamps, mixed residual waste and hazardous waste.
9.2 Handling Controls
No waste will be burned, buried or discharged to drains or watercourses.
Hazardous and non-hazardous wastes will not be mixed.
Containers will be labelled with the material description and applicable List of Waste code.
Fine, dusty or lightweight materials will be covered; skips will not be overfilled.
Liquid products and wastes will be stored in suitable containers within bunded areas.
Wheel/road cleanliness, dust suppression, drain protection and prompt removal of waste will be maintained.
Reusable materials will be protected from weather and damage and stored separately from waste.
Asbestos waste will be sealed, labelled and stored in a locked, designated area pending authorised collection.
9.3 Authorised Collection and Facilities
Only waste collectors holding a valid Waste Collection Permit for the relevant LoW codes and counties will be used.
Waste will be delivered only to facilities authorised to accept the relevant stream. Copies of permits,
licences/permits for destination facilities, weighbridge dockets, waste transfer records and hazardous-waste
documentation will be retained.
10. Monitoring, Records and Review
A site induction briefing and periodic toolbox talks will explain the RWMP, segregation rules and unexpected
hazardous-material procedure.
The Resource Manager will inspect the Waste Storage Area and work fronts at least weekly and record
corrective actions.
Each off-site movement will be logged by date, waste description, LoW code, quantity, carrier, collection-permit
number, destination, authorisation number and recovery/disposal route.
On-site reuse will be logged by material, estimated/measured quantity and location of reuse.
Forecast quantities will be compared with actual quantities at least monthly and the plan will be updated where
the design, work method, stream or destination changes materially.
Any significant deviation affecting the approved planning-stage plan will be reported to the Client/Design Team
and, where required, Monaghan County Council.
11. Construction-Stage Update and Close-Out
Before commencement, the Main Contractor will issue the construction-stage RWMP containing measured
quantities, named personnel, site logistics, stream-specific costs, nominated carriers and facilities, copies/details of
relevant authorisations, training and inspection arrangements, and project-specific targets. The plan will incorporate
any planning conditions and the detailed asbestos Plan of Work. RECEIVED: 29/07/2026

At completion, the Contractor will prepare a final report reconciling forecast and actual quantities and documenting
prevention, reuse, recycling, recovery and disposal outcomes. The report will include all supporting dockets and
authorisations and will record lessons learned for future projects.
12. Declaration
The information in this pre-construction RWMP is based on the current planning design and surveys. It will be
developed into a fully measured construction-stage plan by the appointed Main Contractor before works commence.
Records of all resources reused and all waste removed from site will be maintained and made available to
Monaghan County Council on request.

PART B
ASBESTOS SURVEY AND PLANNING-STAGE REMOVAL /
ABATEMENT STRATEGY
13. Supporting Asbestos Survey
A final Refurbishment/Demolition Asbestos Survey has been prepared for Monaghan Bus Station by Phoenix
Environmental Safety Ltd., Report No. PE26-234, dated 16 February 2026. The complete survey report, including
the laboratory results, asbestos data sheets, survey limitations and asbestos location drawings, accompanies this
Further Information response and should be read in full.
The survey identifies asbestos-containing bitumen floor adhesive within the main station building. Approximately
150 m² was identified within the main corridor and kitchen areas, with a further approximately 75 m² presumed to
contain similar adhesive because the floor finishes could not be fully inspected while the station remained
operational. The identified and presumed locations are shown on the drawings contained in Appendix F of the
Phoenix survey report.
14. Removal and Abatement Strategy
All materials identified or presumed to contain asbestos within areas affected by the proposed development will be
treated as asbestos-containing unless further controlled investigation demonstrates otherwise.
Asbestos removal will be undertaken as an enabling works package before any general strip-out, demolition, floor
removal, drilling, chasing, grinding or other activity capable of disturbing the affected materials.
The asbestos works will be undertaken by a competent asbestos contractor. Before commencement, the contractor
will inspect and measure the affected areas and prepare a project-specific Plan of Work / RAMS setting out the
proposed removal method, work-area segregation, access controls, PPE/RPE, decontamination arrangements,
emergency procedures, air-monitoring or clearance requirements, waste handling and applicable statutory
notifications.
No affected area will be released for subsequent construction work until the asbestos contractor has completed the
agreed removal works and provided the required completion and clearance or verification documentation.
15. Asbestos Waste
All asbestos-containing materials, contaminated floor materials, disposable PPE and associated debris will be
segregated from other construction waste and managed as hazardous waste.
The material will be appropriately sealed, labelled and securely stored before collection by an authorised waste
collector. It will be transported to an appropriately authorised facility, and all relevant waste transfer, consignment
and destination records will be retained as part of the project file.
16. Unexpected Materials
The survey was undertaken while the bus station remained operational and therefore could not conclusively rule out
concealed asbestos-containing materials.
Where previously inaccessible areas are to be disturbed, they will be inspected before work commences. If any
suspect material is encountered during construction, work in the affected area will stop immediately, access will be
restricted and the material will be assessed by a competent asbestos surveyor before work recommences.
17. Completion Records
The following will be retained and provided as part of the construction-stage records:
The asbestos contractor’s project-specific Plan of Work / RAMS.
Evidence of contractor competence, training and applicable insurance.
Details of any statutory notifications.
Confirmation of the areas and materials removed.
Inspection, air-monitoring or clearance records, where applicable. RECEIVED: 29/07/2026

9
Hazardous-waste transfer and disposal documentation, together with details of any residual asbestos-
containing materials requiring future management.
18. Conclusion
The submitted Phoenix Environmental Safety Ltd. survey identifies the known and presumed asbestos-containing
materials at the station. This strategy confirms that those materials will be addressed as a controlled enabling works
package by a competent asbestos contractor before the affected refurbishment or demolition works commence. The
detailed contractor methodology will be contained in the project-specific Plan of Work / RAMS prepared before
abatement.
