Monaghan Re: Planning Application for permission for a development which will consist of the following: First floor extension to rear of existing two storey office building and all associated site development works at Unit 4 Mall Rd Tirkeenan Monaghan. Applicant: Connolly & McCabe Accountants. Planning ref. No. 26/60056 Dear Sir / Madam, With reference to the above and your letter dated 17th April 2026 requesting additional information please note the following: 1. The proposed development is considered insufficient in terms of the environmental information provided. In this regard, th e applicant is requested to submit: a) A fully completed water protection checklist. b) Confirmation of Feasibility from Úisce Eireann that Monaghan WWTP has the capacity to accept wastewater arising from the development. c) A revised site layout plan, scale 1:500, demonstrating the following: i. All surface/storm water drainage systems (outlined in blue). ii. The directional flow of all surface water pipelines. iii. All associated discharge points and outfalls. iv. All foul water drainage systems (outlined in red). d) A Construction and Demolition and By-Products Waste Management Plan for the proposed development works. The plan shall be prepared using “Best Practice Guidelines for the preparation of resource & waste management plans for construction and demolition projects” – EPA, 2021. e) An Asbestos Survey and Removal Plan for the proposed development works if asbestos is present. f) A Construction and Environmental Management Plan CEMP). This plan shall be sufficient to demonstrate that adequate measures will be in place for the construction phase to ensure there is no discharge of polluting matter/sediment laden waters to any waters. The Construction and Environmental Management Plan shall take account of best practice and the guidance produced by Inland Fisheries Ireland titled “Guidelines on Protection of Fisheries during Construction Works in and Adjacent to Waters 2016”. Following my meeting with Planner, Liam Ward, the following items have been discussed and agreed to: 1 a) & b) & c) iv - The current application proposes no increase in staff numbers; no additional services are required as part of the proposed development. As such, there will be no additional load on the existing public sewer system. RECEIVED: 29/07/2026 1 c) i, ii & iii. Regarding surface/storm water drainage please refer to revised site layout plan now showing permeable paving to the proposed external service area. Currently, the rear yard is finished with hard surfacing, and the proposed development roof covers this area. There will be no additional surface water loading for this area. Where the roof of the pr oposed extension extends beyond the existing yard (approx. 12m2) we are of the opinion that the additional area will be of minimum impact to the existing surface water system and that the existing surface water connection serving the development has sufficient capacity to cater for this 12m2 addition. 1 d) Please note that there will be no removal of soil/waste material off site. Please refer to revised site layout plan showing excavated soil to be re-located under proposed extension (under board room) 1e) Please note that there the extension is a stand-alone new build. The main building is not affected as part of the proposal and no Asbestos is present on site. 1 f) Taking the above into consideration, it is our opinion that a Construction and Managemen t Plan is not required for the proposed development. There is no risk present of discharge of polluting matter/sediment laden waters to any waters. Therefore, please find attached the following to be uploaded onto the online portal: - 25-238_3.1PA_002.00 - Site Layout Plan Rev A - Site Layout Plan now showing permeable paving to proposed external staff service area & relocation of excavated soil to underneath portion of proposed extension. We trust that the above is in order; however should you have any queries, please do not hesitate to contact us.
