NRB 1.0 Introduction This report was prepared in response to a request from Seamus Nolan, NRB Consulting Engineers, for a Stage 1 Road Safety Audit for a proposed residential development at Killyconigan, Monaghan, Co. Monaghan. The Road Safety Audit Team comprised of; Team Leader: Norman Bruton, BE CEng FIEI, Cert Comp RSA. TII Auditor Approval no. NB 168446 Team Member: Daniel Pentony, CEng MIEI PGDipPM TII Auditor Approval no. DP3383505 The Road Safety Audit involved the examination of drawings and other material provided and a site visit by the Audit Team, together, on the 4`h of June 2026. The weather at the time of the site visit was dry and the road surface was also dry. This Stage 1 Road Safety Audit has been carried out in accordance with the requirements of TII Publication Number GE -STY -01024, dated May 2025. The scheme has been examined and this report compiled in respect of the consideration of those matters that have an adverse effect on road safety. It has not been examined or verified for compliance with any other standards or criteria. The problems identified in this report are considered to require action in order to improve the safety of the scheme for road users. If any of the recommendations within this safety audit report are not accepted, a written response is required, stating reasons for non -acceptance. Comments made within the report under the heading of Observation are intended to be for information only. Written responses to Observations are not required. The information supplied to the Audit Team is listed in Appendix A. The feedback form is contained in Appendix B. NRB 2.0 Background It is proposed to construct a residential development (12no. dwellings) at Killyconigan, Monaghan, Co. Monaghan. The dwelling will consist of 1 no. two -bedroom, single -storey detached dwelling, 1 no. three - bedroom, two -storey detached dwelling, 2 no. two -bedroom, two -storey semi-detached dwellings, 8 no. three -bedroom, three -storey semi-detached dwellings. A new vehicular entrance will be created on the Cortolvin Road (L5513). The speed limit at the proposed site entrance is 50km/hr. A footpath exists on both sides of the existing road where the development entrance/exit is proposed. The existing road has public lighting along the extent. A planning application has been lodged (Planning ref 26/60126) and a request for further information has been sought by Monaghan County Council. Part of that request is for a Road Safety Audit to be carried out. The wording is provided below. 1. A Road Safety Audit shall be carried out with respect to the proposed development. In addition the application is requested to amend plans to provide for a raised continuous footway (table) at the development entrance in order to maintain footpath continuity, clearly indicate pedestrian priority, and encourage reduced vehicle speeds for traffic accessing the site, in accordance with DMURS and Monaghan County Council standards. Monaghan. NRB 3.0 Items Raised in This Road Safety Audit. 3.1 Problem LOCATION Drawing NRB-TA-002, Cortolvin Road access. PROBLEM The sightlines in the horizontal plane have been shown on the drawing. There is a vertical crest curve on the L5513 that may obstruct the visibility in the vertical plane and the stopping sight distance in the vertical plane for the speed limit of 50km/hr. A lack of visibility could lead to side -impact or rear -end collisions and a lack of stopping sight distance could lead to collisions with crossing pedestrians or to low hazards. Monaghan. NRB 3.2 Problem LOCATION Desire line to existing footpath. PROBLEM Vulnerable road users may attempt to cross the grassed area to reach the footpath on the L55135, rather than walking out onto the internal road carriageway. This increases the risks of slips and falls in the grassed and sloped areas. OPEN S 795r RECOMMENDATION It is recommended that a suitable footpath connection be designed between internal footpath and the external footpath on the L55135. NRB 3.3 Problem LOCATION Uncontrolled crossing point at dwelling 3. PROBLEM There is a proposed uncontrolled crossing point adjacent to dwelling no.3. This will result in reversing vehicles traversing the crossing point leading to an increased risk of vehicle/pedestrian collisions, and also the risk of damage to the tactile paving which could result in slip/trip/fall incidents. 7 (_—_•____ RECOMMENDATION It is recommended that the crossing point is relocated away from the back of parking places or that a continuous footpath is made to remove the requirement for the crossing. PROBLEM No details are provided for the proposed raised table, such as proposed heights, change in surfacing material, entry/exit taper gradients. Raised tables too steep may result in vehicles grounding on them causing material damage, while too low a height can result in them being ineffective and vehicles driving too fast resulting in a potential vehicular/VRU collision. Monaghan. NRB 4.0 Audit Statement We certify that we have examined the information provided and the site. The examination has been carried out with the sole purpose of identifying any features of the design which could be removed or modified in order to improve the safety of the scheme. The problems identified have been noted in this report together with associated safety improvement suggestions which we would recommend should be studied for implementation.
