Dear Ben, We are instructed by our clients, The Board of Management of St Louis Secondary School, to submit this Further Information for the development outlined above, as per the Notification of Request for Further Information dated 03/06/2026. Further Information Request: 1. Section 15.24 and Table 15.5 of the County Development Plan 2025-2031 cover car parking standards for all development proposals. Nothing has been offered concerning additional parking spaces, circulation space, and set down/pick-up areas. Accordingly, in the interest of clarity and to allow for a fully informed decision, please submit further details and drawings that demonstrate compliance with Section 15.24 and Table 15.5. Please refer to revised Proposed Site Plan drawing (PL(03) PROPOSED SITE PLAN_Rev A) identifying 5 no. proposed additional car parking spaces in compliance with Section 15.24 and Table 15.5 of the County Development Plan 2025-2031 (1 no. car parking space provided per proposed new classroom). ii. Existing school traffic arrangements & operational statement below: The school’s current traffic management arrangements have been reviewed in the context of the proposed development. Key points are as follows: • The school already operates a managed set-down and pick-up system, with three locations in use, to avoid over congestion at any one access/ exit point. School Buses arrive and depart at different intervals. • Peak-time activity (morning drop-off and afternoon collection) is already accommodated within the existing layout and road network. • The proposed development will not result in a significant increase in traffic volumes during these peak periods. The development does not significantly increase staff numbers or pupil capacity beyond existing operational thresholds and therefore does not materially impact parking demand. The existing parking layout already supports: • Staff parking requirements • Visitor parking • Short-term set-down activity In addition: • Adequate on-site space exists for set-down activity, reducing reliance on on-street parking. • Additional parking spaces are available on the Ardee Rd. entrance near the nun’s graveyard. • The school have been actively promoting cycling to school and have erected a bike shelter this year to accommodate student’s bikes. • Pedestrian and vehicular movements are clearly separated where possible. It is envisioned these will be further separated when the council redevelop the walkway along the convent avenue adjacent to the school. It was agreed a pedestrian entrance would be installed allowing for students to access the school grounds on foot at the library and avenue entrance on the Ardee rd. Based on the above, it is considered that the existing school traffic arrangements can comfortably accommodate the proposed development without adverse impact on traffic safety or efficiency, particularly during peak school times. RECEIVED: 04/08/2026 HORIZON TECHNICAL SERVICES Further Information Request: 2. To fully assess the visual impact of the development within this heritage-sensitive campus, please clarify – with visual samples/specifications – the proposed external finishes and materials for the development, including the proposed bridge element. Further Information Response: Please refer to the Visual Impact Assessment submitted. The Specifications of the proposed external finishes are noted in the Visal Impact Assessment, including the bridge element. Note the proposed school building is to be located at the lower level of the subject site. The proposed pedestrian access bridge is to be located at the existing carpark level to provide access to the 2nd floor level of the proposed new school building. The proposed development has no impact or visual connection to the existing Protected Structures on the site. There are no alterations proposed to the existing Protected Structures or recorded monuments within the curtilage of the site. Further Information Request: 3. The information submitted is insufficient regarding environmental protection. Please submit an appropriately completed water protection plan checklist. Further Information Response: Please refer to the Water Protection Plan Checklist, together with the supporting drawings and documents submitted. Minor modifications to fenestration on the South-East Elevation Note there have been minor alterations to the fenestration sizes on the south-east elevation in order to comply with Daylight calculations. Monaghan Aerial View The proposal for this project consists of the installation of a new predominantly two-storey school building, with a third-storey circulation core at second floor level, providing additional teaching accommodation within the existing school site. The proposed development includes 2 no. mainstream classrooms, 1 no. science lab and prep area, 2 no. art rooms, a new pedestrian access bridge from the existing car park level to the second floor level of the proposed building, and all associated site and ancillary works. The site is located within the curtilage of a number of protected structures associated with the former Convent of Saint Louis complex, and also contains recorded monuments within the site curtilage. As such, the proposal requires careful consideration in relation to its visual impact, scale, setting and relationship with the existing historic context. The proposed accommodation is intended to support inclusive education requirements while respecting the established character, scale and setting of the existing school buildings and historic site context.RECEIVED: 04/08/2026 Existing site plan and existing site photographs RECEIVED: 04/08/2026 Proposed site plan showing the location of the proposed building. The proposed new school building is to be located within the existing playing fields, on the lower part of the school site. This location was identified as the preferred and most viable option for the expansion of the school. The visual impact of the proposal is significantly reduced by the existing school building, which sits between the proposed development and the historic convent buildings. The existing topography also places the proposed building at a lower level, further reducing its visual prominence in relation to the protected structures. The proposed building is therefore visually associated with the existing contemporary school accommodation rather than the historic convent buildings. Due to the difference in levels across the site, a new pedestrian access bridge is proposed to link the existing school building with the proposed new accommodation.
