HomeMy WebLinkAbout2560489 - Submission - [E] Damian Murphy (2)Submission Details Submitter Name Damian Murphy Address 19 Cois Locha Doohamlet Co. Monaghan A75XH66 Note I wish to make a continual observation following the submission of the revised proposal. I acknowledge that amendments have been made to the proposal, including the removal of House 45, revised landscaping and the submission of additional site level information. While I appreciate these changes, I remain concerned that the issues identified by the Planning Authority in its Further Information request have not been fully addressed. The applicant states in the cover letter that the revised proposal now respects the residential amenity of neighbouring properties. While I acknowledge the changes made, it is for the Planning Authority to determine whether the revised proposal has adequately addressed the concerns identified during the Further Information process. The Further Information request specifically stated that House 45 had "an adverse relationship to an abutting existing dwelling to the east" and required that "this dwelling shall be omitted and the layout plan revised accordingly." As No. 19 is the adjoining dwelling referred to, I respectfully request that particular consideration is given to whether the revised layout has adequately addressed this concern. While House 45 has been omitted, the revised layout does not simply remove that dwelling from the original proposal. Instead, the terrace of Houses 42–44 has been repositioned within the site, bringing the three remaining two-storey houses closer to the boundary with No. 19 than shown in the original proposal. Although the overall number of dwellings has been reduced, I remain concerned that the revised arrangement has not sufficiently reduced the potential impact on our property, particularly given the Planning Authority's original concern regarding the relationship with the adjoining dwelling to the east. I also note that, as in the original proposal, the proposed houses remain closer to No. 19 than our existing neighbouring houses. Despite the revisions, the proposed development would still introduce a row of two-storey dwellings significantly closer to our property than the existing pattern of development. I respectfully request that this relationship is carefully considered when assessing compatibility with the surrounding area and the impact on the residential amenity of No. 19. The existing difference in ground levels between No. 19 and the application site remains a significant concern. When considered together with the revised position of the proposed two-storey houses, I remain concerned about the potential visual impact, sense of enclosure and the effect on the residential amenity of our home and garden. I have been unable to identify any revised drawing or cross-section that clearly demonstrates the relationship between the proposed development and No. 19, despite this being the specific relationship identified in the Further Information request. I also note that the revised site layout does not appear to indicate the setback distance between House 44 and our boundary, although similar setback dimensions are shown elsewhere on the layout, for example adjacent to House 31. In addition, the revised layout shows a bin storage area between House 44 and our boundary, making it particularly important that the relationship between the proposed dwelling, the boundary and No. 19 is clearly demonstrated. I also note that some supporting documents submitted with the revised proposal continue to show or refer to the original layout, including House 45. I appreciate that some reports may have been prepared before the revised layout was finalised. However, I respectfully request that the Planning Authority is satisfied that all supporting documentation remains applicable to the amended proposal and that the revised drawings provide sufficient information to properly assess the impact on neighbouring properties. For ease of reference, I have attached: - A copy of the Planning Authority's submission acknowledgement letter. - Photographs taken from our property illustrating the existing difference in ground levels between No. 19 and the application site. - A comparison of the original and revised site layouts showing the repositioning of the terrace of Houses 42–44. In summary, I respectfully request that the Planning Authority considers whether the revised layout, when viewed in conjunction with the existing ground levels and the revised position of the proposed two-storey houses in relation to No. 19, satisfactorily addresses the concern identified in the Further Information request regarding the relationship with the adjoining dwelling to the east. I respectfully request that these matters are carefully considered before a decision is made.
