Location: Carrowhatta Td., Scotstown, Co. Monaghan. Applicant: Board of Management, Urbleshanny National School. Dear Sirs, With reference to the above I enclose the following documentation with this outline Planning Application: SCHEDULE OF DRAWINGS & DOCUMENTS DRAWINGS DRAWING NUMBER: DESCRIPTION: COPIES: ❑ 1 Revised Site plan with additional details Online Sub ❑ 2 Drainage plan Online Sub We refer to the Planning Authority’s request for Further Information dated 22 May 2026 in respect of the above application. On behalf of the applicant we respond to each item raised below. The accompanying revised drawings and supporting documentation are enclosed, and online submission are submitted in accordance with the Authority’s requirements. Item 1 — Existing astro-surface playing pitch and associated fencing The Authority has noted an existing astro-surface playing pitch and perimeter fencing within the application red line boundary and has requested clarification of its planning status and/or mitigating documentation. Retention/regularisation through this application. The astro-surface pitch and fencing are shown as existing features on the enclosed revised Site Layout Plan, with their extent, playing surface and fence height accurately indicated. The applicant wishes to retain these and submits the enclosed drawings for the Authority’s consideration. The applicant acknowledges that this may constitute significant RECEIVED: 05/08/2026 2 additional information and, in that event, will arrange re-advertisement and the erection of a new site notice under Article 35, submitting 6 copies as required. Item 2 — Car Parking (Section 15.24 / Table 15.5, MCDP 2025–2031) We note the standard at Table 15.5 for educational development of one space per classroom plus one space per teaching staff member, and that provision must be made within the site boundary. Requirement generated by the proposal: the proposed modular building comprises 1 no. classroom space(s) with 1 no. assigned teaching staff, generating a requirement of 1 classroom + 1 staff = 2 spaces. It is important to note that the modular classroom is to be used for preschool and afterschool accommodation and therefore that will not actually be additional staff or additional children brought to the site as part of this proposal. Item 3 — Public health and environmental protection 3(a) Construction and Environmental Management Plan (CEMP) A CEMP prepared by Aidan Sherlock & Associates accompanies this response. It has been prepared having regard to the Inland Fisheries Ireland ‘Guidelines on the Protection of Fisheries During Construction Works in and Adjacent to Waters (2016)’ and, in particular: – demonstrates that adequate measures will be in place during the construction phase to ensure no discharge of polluting matter or sediment-laden water to any waters; – identifies the potential pathways to the groundwater aquifer and to the River Blackwater; and – sets out the location of monitoring points at which daily visual checks and weekly surface -water monitoring (physical and chemical parameters) will be carried out. It should be noted that there will be little to no building works with this development as it involves the placement of a modular building. 3(b) Uisce Éireann Confirmation of Feasibility I have spoken to Martina in the environmental section of Monaghan County Council and I have confirmed that this proposal is not relating to the introduction of more children to the site a s the proposed modular building will be used for preschool and after school activities but the existing student cohort. 3(c) Water Protection Plan checklist A fully completed Water Protection Plan checklist is enclosed. Item 4 — Clarity and appropriate design 4(a) Revised site layout plan — levels The enclosed revised Site Layout Plan (Drawing No. 300333-26-02 Rev 1) shows existing and proposed ground levels at and adjacent to the location of the proposed modular building, together with the proposed finished floor level. The building is to be raised on blockwork plinth walls to 300mm above finished ground level; the proposed finished floor level is therefore [ existing GL 100.000 m + 0.300 = 100.300 m ]. Spot levels are annotated on the drawing. 4(b) External ramp and step construction detail A construction detail of the external access Drawing No. 300333-26-02 Rev 1is enclosed. The concrete ramp is designed at a gradient of 1:20 over 10m, with a level top landing finished in a contrasting tactile surface and handrails to both sides, together with the associated step construction. The arrangement accords with the requirements of TGD Part M (Access and Use) of the Building Regulations. RECEIVED: 05/08/2026 3 We note the Authority’s advice that, subject to the clarification provided at Item 1, the development may need to be re - advertised and new site notice(s) erected under Article 35. Should the Authority consider the further information to constitute significant additional data, the applicant will publish notice in an approved newspaper, erect a new site notice and submit the requisite 6 copies accordingly. Should you require any further information, please do not hesitate to contact our office for assistance. Yours Sincerely, _____________________________________ Aidan Sherlock, B.Sc. (Hons.)
