Permission: Retention & permission for development consisting of the following: 1) retention of existing single storey modular building comprising canteen facility and will consist of 2) Permission to construct a new single storey extension to side of existing childcare facility, relocate existing single storey store on site, extend existing car parking area, extend existing open yard play area, new mass concrete retaining wall to rear of development and all ancillary site development works. Location Lisdonny, Castleblayney, Co. Monaghan. Date: 12/08/2026 Background The proposed development is located on a poor aquifer in an area of extreme groundwater vulnerability. The development site is located within the Fane_SC_010 subcatchment, and within the Gentle Owen’s Lake Stream_020 sub-basin which has been assigned Poor status under the Water Framework Directive status (2019 - 2024) with an objective of Restore. A Water Protection Plan checklist has not been submitted as part of the application. The application states that foul water will discharge to an existing wastewater treatment system, however, no details of this system have been provided. The application relates to retention permission for a canteen facility, however, no details regarding the cooking activities have been provided. This activity may require a discharge licence under Section 4 of the Local Government (Water Pollution) Act 1977 & 1990, as amended. The application states that storm water will discharge to a soak-pit as shown on the site layout plan. The report shall consider the relevant EPA Code of Practice. c) Submit an assessment of the existing wastewater treatment system and percolation area. i. The assessment shall demonstrate the capacity of the existing wastewater treatment system to treat the proposed wastewater loadings prior to discharge to percolation area. ii. The assessment shall demonstrate the suitability of the existing percolation area to further treat wastewater from the treatment system. iii. If necessary, the assessment shall include proposals for upgrade of the system to serve the proposed development; Or; Details of an agreement with Uisce Éireann for connection to the public sewer. iv. The assessment and proposals shall take account of the requirement of the relevant EPA Code of Practice and shall be prepared by a suitably qualified person. d) Confirm whether food is being prepared and cooked onsite. e) Submit a revised site layout plan, scale 1:500, demonstrating the following: - All surface/storm water drainage systems (outlined in blue). - The directional flow of all surface water pipelines. - All associated discharge points and outfalls. - All foul water drainage systems (outlined in red).
