ADDITIONAL INFORMATION
Note: It is recommended that you and/or your assigned agent liaise with Monaghan County Council
Planning Section, and Housing Section prior to the preparation and submission of this Further
Information. The submission should take a coherent account of any issues that overlap/interlink.
1. Submit a completed Water Protection Plan Checklist.
2. In the interests of clarity the applicant shall clarify the following:
- Landscaping plan shall be revised to demarcate the plot area available to proposed dwelling
No. 5.
- Clarify whether open space areas stated on submitted plans include areas of steeper
gradient where it is proposed to have shrub planting (particularly along southern/eastern
boundary of the site). Whilst the rationale of dense planting here is acknowledged, it is unclear
whether the public will have access to these areas and there are associated implications in
terms of safety and maintenance. The applicant is requested to clarify open space
accessibility.
3. Submit a Construction and Environmental Management Plan (CEMP). This plan shall be
sufficient to demonstrate that adequate measures will be in place for the construction phase
to ensure there is no discharge of polluting matter/sediment laden waters to any waters. The
Construction and Environmental Management Plan shall take account of best practice and the
guidance produced by Inland Fisheries Ireland titled “Guidelines on Protection of Fisheries
during Construction Works in and Adjacent to Waters 2016” and shall include the
identification of potential pathways to the groundwater aquifer and the River Shambles. The
CEMP shall be prepared by a suitably qualified person and shall include the location details of
the monitoring points where daily visual checks and weekly surface water monitoring (physical
& chemical parameters) shall be carried out.
4. Submit proposals for the use of Nature-based Solutions (NbS) for the management of
surface/storm water arising from the proposed development in line with the Monaghan
County Development Plan 2025 – 2031 and the Department of Housing, Local Government
and Heritage strategy. The proposals shall consider the ‘Implementation of Urban Nature-
based Solutions Guidance Document for Planners, Developers, and Developer Agents’, January
2025.
5. Submit a revised site layout plan, scale 1:500, demonstrating the following:
- All surface/storm water drainage systems (outlined in blue).
- The directional flow of all surface water pipelines.
- All associated discharge points and outfalls.
- All Nature-based Solutions (NbS) measures.
- All foul water drainage systems (outlined in red).
6. The submitted Part V details are not considered acceptable. The applicant is requested to
submit revised proposals demonstrating 20% Part V provision.
7. Policy CFRDP1 and section 15.8.15 of the Development Plan set out that in respect of
proposed multi-unit residential developments of less than 75 units, the Planning Authority
shall determine the need for the developer to provide a childcare facility based on the total
number of units proposed and also having regard to other multi-unit residential developments
of less than 75 units which have been previously permitted and commenced in the vicinity in
the last three years. In this regard the Planning Authority consider that the proposed
development, in conjunction with recently completed residential development nearby, gives
rise to a need for a childcare facility and as such the applicant is requested to include a
childcare facility in this development.
8. Circular NSP 02/2026 issued by the Department of Housing, Local Government & Heritage
seeks to address delays in finalising naming and numbering details for new developments as
this can unnecessarily impede the related utility application process by the developer, and in
turn delay the utility connections required to enable the completion and occupation of new
housing stock. Without prejudice to the outcome of the application, the applicant is
requested to submit naming and numbering details for the development which in turn will be
assessed by the Council Coiste Logainmneacha.
9. Submit Confirmation of Feasibility from Uisce Éireann confirming that Monaghan Wastewater
Treatment Plant has capacity to accept the hydraulic and organic loading arising from the
proposed development.
10. There is concern that construction traffic to the site may have to pass through the adjoining
as-built and occupied Station View estate, and there are associated concerns with regards to
nuisance, pollution, and safety. The applicant is requested to clarify construction traffic
arrangements and in the event other lands are to be used then such land should be included
within the red line site area and with associated letters of consent provided.
11. The Planning Authority has received third-party submissions in respect of the proposed
development. The applicant is invited to review the content of same and provide a detailed
response to the issues raised.
