Cláraithe in Éirinn Uimh.: 530363 / Registered in Ireland No.: 530363 CONFIRMATION OF FEASIBILITY Philip Rowland 36 Moor Road Coalisland Tyrone BT714QB 15 April 2026 Our Ref: CDS25009174 Pre-Connection Enquiry Tully, Monaghan Dear Applicant/Agent, We have completed the review of the Pre-Connection Enquiry. Uisce Éireann has reviewed the pre-connection enquiry in relation to a Water & Wastewater connection for a Housing Development of 49 unit(s) at Site at, Tully, Monaghan, (the Development). Based upon the details provided we can advise the following regardi ng connecting to the networks; Water Connection Feasible without infrastructure upgrade by Uisce Éireann Water Treatment Connection feasible without infrastructure upgrades. Water Network Connection feasible without infrastructure upgrades assuming a connection via the 100mm diameter uPVC main in the Manor Wood estate to the north of the site. Connection to the 100mm diameter CI watermain on Glen Road is not feasible without upgrading 290m of the CI main to 200mm as per PCE CDS22002898. RECEIVED: 12/08/2026 Wastewater Connection Feasible Subject to upgrades Wastewater Treatment The Monaghan Wastewater Treatment Plant (WWTP) is under stress and has limited capacity. This proposed development is feasible on the basis that the developer builds a WWTP that provides an appropriate pretreatment of 10 mg/l BOD, 10 mg/l SS & 1mg/l Ammonia prior to discharging to the UE network. It is up to the applicant to prove the pretreatment WWTP can cope with the loading from the new development. It is critical that any connection agreement ensures that the on -site WWTP serving the houses is operated and maintained by the developer to achieve the effluent standards proposed, that an operator and maintenance contractor is identified, and that it’s maintained until such time as UE upgrade the Monaghan WWTP. The maintenance contract should include for supply and installation of spare parts, emergency call out, insurance, costs associated with the day -to- day running of the works such as power, regular d esludging and effluent monitoring. Note that UE will not take the on-site WWTP in charge as part of any future taking in charge process; it will remain the responsibility of the developer. Wastewater Network Connection feasible without infrastructure upgrades. This letter does not constitute an offer, in whole or in part, to provide a connection to any Uisce Éireann infrastructure. Before the Development can be connected to our network(s) you must submit a connection application and be granted and sign a connection agreement with Uisce Éireann. As the network capacity changes constantly, this review is only valid at the time of its completion. As soon as planning permission has been granted for the Development, a completed connection application should be submitted. The connection application is available at www.water.ie/connections/get-connected/ RECEIVED: 12/08/2026 Where can you find more information? • Section A - What is important to know? • Section B - Details of Uisce Éireann’s Network(s) This letter is issued to provide information about the current feasibility of the proposed connection(s) to Uisce Éireann’s network(s).
