Dear Sir/Madam
Further to your request for further information dated 19/12/2025, we have been asked by the
client to address the following point of the further information request, we respond using your
numbering system as follows:
1. Planning Authority notes that all recommendations (2.1 to 2.16) contained in the
submitted Road Safety Audit (RSA) have been accepted, as per the RSA Feedback form
(Appendix C). In the interests of clarity, the applicant is requested to demonstrate how the
following recommendations have been adequately addressed and/or factored into the
development proposed;
• Recommendation 2.6, it appears from the drawings submitted that the proposed tactile
paving is located on the public road. To be addressed by others
• Recommendation 2.13, regarding specific ramp details. To be addressed by others
• Recommendation 2.15, regarding the provision of a specific capacity assessment of the
proposed right-turn lane and associated stacking lengths implications. See response below.

Response: As per the Traffic and Transport Assessment (TTA) section 1.7 “There is currently a
dedicated right-turn lane at the Glen Road / Glenview Drive junction, which can accommodate
approximately eight vehicles. This existing lane will be modified as part of the proposed
development. Specifically, the existing right-turn lane will be shortened, and a new right-turn lane
will be introduced to serve the proposed site access. The road markings associated with the
existing lane will also be adjusted accordingly”.
The adjusted scenario of the shortened right turn lane has been modeled using TRL software
PICADY, these models are contained within the Traffic and Transport Assessment (TTA) submitted
with the planning application. Within the TTA the junction of Glen Road / Glenview Drive is referred
to as Junction 01.
Junction 01 (Glen Road/Glenview Drive T-Junction) has been modelled using the TII approved
software package PICADY 9. The assessment results of the models have been summarised and
presented in the tables below:
1. the future year traffic flows for the Do Nothing scenario, i.e. without the proposed
development traffic in place.
2. the future year traffic flows for the Do Something scenario, i.e. with the proposed
development traffic in place.
These are expressed in terms of the maximum ratio of flow to capacity/Degree of Saturation
(RFC/DOS) and the maximum mean queues (MMQ) in vehicles for the various arms.
The years modelled are 2026, 2031 and 2041. Traffic stream C-AB is the right turn lane within the
tables below which have been extracted from the TTA. The full models are contained within
Section 6- Models of the previously submitted TTA.
Extract Table 6.0 -PICADY Analysis of Junction 01 - Do Nothing scenario
As can be seen in the Do Nothing Scenario, junction 01 operates within capacity for all years
analysed, with the Maximum RFC value of 29% in 2041 PM for Traffic Stream C-AB.

Table 6.1 – PICADY Analysis of Junction 01 - Do Something scenario
As can be seen in the Do Something Scenario, junction 01 operates within capacity for all years
analysed, with the Maximum RFC value of 29% in 2041 PM for Traffic Steam B-AC. This represents
an increase of 0% from the do nothing scenario. The RFC value for Traffic Stream C-AB has not
increased.
From a modeling perspective, the revised configuration will provide capacity for approximately
four vehicles in each of the two right-turn lanes proposed as part of the development. The
performance of the modified right turn lane at the Glen Road / Glenview Drive junction has been
illustrated to operate within capacity for all years modeled and the ‘stacking length’ within the
models have not been exceeded for any of the years modeled.
