CONSTRUCTION & ENVIRONMENTAL MANAGEMENT PLAN

1. Introduction
This Construction and Environmental Management Plan (CEMP) has been prepared in response to Item 5(b) of the
Further Information Request issued by Monaghan County Council.
The document sets out the environmental protection measures which will be implemented during demolition and
construction of the proposed replacement dwelling and detached domestic garage.
The plan has been prepared having regard to:
• EPA Best Practice Guidelines for the Preparation of Resource & Waste Management Plans for Construction &
Demolition Projects (2021)
• Waste Management Act 1996 (as amended)
• Waste Directive Regulations
• Planning and Development Acts
• Safety Health & Welfare at Work (Construction) Regulations
• Environmental Protection Agency Code of Practice for Domestic Waste Water Treatment Systems (2021)
where relevant.
Reference should be made to the Site Drainage Plan and Water Protection Checklist for the proposed development.
2. Description of Development
The proposed development comprises:
• demolition of the existing two-storey dwelling;
• demolition of existing domestic outbuildings outlined in the proposed site layout;
• construction of a replacement two-storey dwelling having a floor area of approximately 192m²;
• construction of a detached domestic garage;
• improvements to the existing entrance and visibility splays;
• associated drainage and site development works;
• landscaping and boundary treatments.
The existing agricultural entrance will remain unchanged.
The existing septic tank is proposed to remain in service, subject to the outcome of the structural assessment
requested separately by the Planning Authority. No works are proposed to the existing septic tank as part of the
construction phase unless required following that assessment.

3. Environmental Objectives
The objectives of this CEMP are to:
• protect surface water and groundwater;
• minimise waste generation;
• maximise reuse and recycling;
• prevent pollution;
• minimise nuisance to adjoining landowners;
• protect the existing agricultural enterprise;
• comply with EPA Best Practice Guidance.
4. Site Management
The applicant shall be responsible for environmental compliance. It is the applicant's responsibility to ensure:
• implementation of this CEMP;
• environmental inspections;
• pollution prevention;
• waste documentation;
• maintenance of site records.
5. Construction Sequence
Construction will generally proceed in the following order:
1. Site fencing.
2. Protection of retained trees.
3. Establishment of construction compound.
4. Isolation of services.
5. Asbestos removal (if identified).
6. Demolition of dwelling.
7. Demolition of outbuildings.
8. Removal and segregation of demolition materials.
9. Excavation.
10. Foundations.
11. Superstructure.
12. Roofing.
13. Internal works.
14. Garage construction.
15. External works.
16. Landscaping.
17. Final reinstatement.
6. Demolition Management
Demolition works shall be undertaken in a controlled manner. Materials suitable for reuse shall be retained where
practicable. Dust suppression measures shall be employed throughout demolition. The contractor shall ensure no
debris leaves the site. No demolition waste shall be burned on site.

7. Construction & Demolition Resource Management
The project shall follow the EPA Waste Hierarchy:
• Prevention
• Reduction
• Reuse
• Recycling
• Recovery
• Disposal
7.1. Expected Materials

7.2. Construction Waste
Construction materials will be ordered to minimise surplus and packaging shall be returned to suppliers where
possible.
Separate skips shall be provided for:
• timber
• metals
• plastics
• cardboard
• mixed recyclables
• residual waste.
Only authorised waste contractors shall remove waste from site. Waste transfer documentation shall be retained.
8. By-Products Management
Excavated topsoil shall be retained for landscaping. Subsoil suitable for reuse shall remain within the site wherever
practicable. Should surplus uncontaminated soil require removal from site, it shall be managed in accordance with
Article 27 of the Waste Directive Regulations and EPA guidance relating to by-products. Only material incapable of
lawful reuse shall be treated as waste.
9. Water Protection
No contaminated water shall enter roadside drains. Measures shall include: RECEIVED: 12/08/2026

• silt trap as detailed in the Water Protection Checklist and site drainage plan;
• temporary sediment control;
• prevention of concrete washout;
• no discharge of cement washings;
• wheel cleaning if necessary;
• stabilisation of exposed soils.
• No wash water shall enter drains.
10. Protection of Existing Septic Tank
The existing septic tank is to remain operational throughout construction. The following precautions shall be
implemented:
• construction traffic shall avoid the septic tank and associated pipework;
• no storage of building materials over the septic tank;
• no excavation adjacent to the tank unless required;
• no fuel, cement washings or contaminants shall enter the tank;
• the percolation area shall be protected from compaction by heavy machinery.
11. Fuel Storage
Fuel shall be:
• stored in bunded containers;
• located away from drainage routes;
• protected from accidental damage.
Spill kits shall be available at all times. Refuelling shall take place in a designated location.
12. Dust Control
Dust shall be controlled by:
• water suppression during demolition;
• damping down stockpiles;
• covered skips;
• covered lorries;
• cleaning of public roads where necessary;
• minimising exposed surfaces.
13. Noise Control
Working hours shall generally be:
• Monday to Friday 08:00–18:00
• Saturday 08:00–14:00
No routine Sunday working. Plant shall be maintained in good condition and engines shall not be left idling
unnecessarily.

14. Traffic Management
Construction deliveries shall be planned to minimise disruption. Public roads shall be kept clean. Mud shall be
removed immediately if deposited. Construction vehicles shall avoid unnecessary reversing on the public road.
Existing agricultural access shall remain available throughout construction.
15. Protection of the Adjacent Farmyard
The proposed dwelling is located adjacent to an operational agricultural yard. Construction activities shall ensure:
• unrestricted access to agricultural buildings;
• no obstruction of farm machinery movements;
• separation of construction traffic from farming operations where practical;
• maintenance of the proposed boundary wall during construction;
• secure fencing around construction areas.
The contractor shall liaise with the landowner where activities could temporarily affect agricultural operations. This
reflects the adjacent farmyard arrangement acknowledged in the planning documentation.
16. Tree and Vegetation Protection
Existing trees identified for retention shall be protected. No storage of materials shall occur within root protection
areas. Native hedgerow planting shall be completed in accordance with the approved landscaping proposals.
17. Asbestos Management
Prior to demolition an asbestos survey shall be completed. Should asbestos containing materials be identified:
• removal shall be undertaken by an authorised asbestos contractor;
• works shall comply with all Health and Safety Authority requirements;
• asbestos shall be transported by a licensed waste carrier;
• disposal shall take place at an authorised hazardous waste facility;
• all waste transfer documentation shall be retained.
No asbestos materials shall be broken, buried or disposed of on site.
18. Emergency Procedures
The contractor shall maintain:
• spill kits;
• fire extinguishers;
• emergency contact numbers.
Any pollution incident shall be immediately contained and reported to the Site Manager.
19. Environmental Monitoring
The Site Manager shall undertake routine inspections covering:
• waste segregation;
• pollution prevention;

• noise;
• fuel storage;
• housekeeping;
• protection of the existing septic tank;
• protection of adjoining agricultural operations.
Corrective action shall be taken immediately where deficiencies are identified.
20. Conclusion
This Construction and Environmental Management Plan demonstrates that the demolition of the existing dwellin g and
outbuildings and the construction of the proposed replacement dwelling and detached garage can be undertaken
without significant adverse environmental effects.
The proposed works will be carried out in accordance with the principles of the EPA Best Practice Guidelines for the
Preparation of Resource & Waste Management Plans for Construction & Demolition Projects (2021). Waste
generation will be minimised through careful procurement, segregation and reuse of materials where practicable, with
all remaining waste managed by authorised waste contractors. Surface water, groundwater, the existing septic tank,
neighbouring lands and the adjoining agricultural enterprise will be protected throughout the construction period
through the implementation of the measures contained within this CEMP.
