1. Introduction
Mitchell Environmental Ltd. was commissioned by Magheracloone Mitchells GAA Club
("the Applicant") to prepare this Construction Environmental Management Plan ("CEMP")
for the proposed development comprising the construction of a new single -storey
detached gym facility adjacent to the existing dressing room building together with all
associated site development works at Isnakeeny and Camaghy, Magheracloone,
Carrickmacross, Co. Monaghan ("the Proposed Development").
The Proposed Development comprises the construction of a detached gym facility, the
removal of an existing external canopy, associated foundations, drainage infrastructure,
utility connections, hardstanding, landscaping and all ancillary site works. Surface water
runoff from the proposed gym facility will discharge to the existing soakpit previously
permitted under Planning Reference No. 18506. The existing wastewater treatment
system (WWTS) and associated percolation area were previously granted planning
permission under Planning Reference No. 18506 and are not subject to any alterations as
part of this application.
The Site is located within the existing Magheracloone Mitchells GAA Club grounds and
contains the existing dressing room facility, associated parking areas, landscaped green
areas and existing drainage infrastructure. The proposed gym facility has been designed
to integrate with the existing club facilities while minimising disturbance to the
surrounding environment and making use of the existing site infrastructure where
practicable.
This CEMP has been prepared to identifythe potential environmental impacts associated
with the construction phase of the Proposed Development and to establish the
procedures and mitigation measures necessary to avoid, minimise and control those
impacts throughout the construction programme.
This document has also been prepared to satisfy the requirements of the planning
condition attached to the grant of planning permission requiring the submission of a
Construction Environmental Management Plan prior to the commencement of
development. The CEMP has been prepared having regard to the recommendations
contained within the Inland Fisheries Ireland publication Guidelines on Protection of
Fisheries During Construction Works In and Adjacent to Waters (2016) and demonstrates
how the construction works will be undertaken in a manner that protects nearby
watercourses, drainage infrastructure and the surrounding environment.

2 Description of the Proposed Development
The Proposed Development comprises the construction of a new single -storey detached
gym facility adjacent to the existing dressing room building within the grounds of
Magheracloone Mitchells GAA Club at Isnakeeny and Camaghy, Carrickmacross, Co.
Monaghan.
The Proposed Development has been designed to improve the sporting and recreational
facilities available to club members while integrating with the existing buildings and
infrastructure on the Site.
The Proposed Development consists of the following principal elements:
• Construction of a new single -storey detached gym facility.
• Removal of the existing external canopy adjoining the existing dressing room
building.
• Construction of reinforced concrete foundations and floor slab.
• Installation of all associated foul and surface water drainage infrastructure.
• Connection of surface water drainage to the existing soakpit previously permitted
under Planning Reference No. 18506.
• Connection of foul drainage to the existing wastewater treatment system.
• Installation of all associated water, electricity and communications services.
• Construction of associated footpaths, hardstanding and external paved areas.
• Landscaping and reinstatement works.
• All ancillary site development works necessary to facilitate the Proposed
Development.
The existing wastewater treatment system, percolation area and soakpit serving the Site
remain unchanged and are not subject to modification as part of the development.
Given the relatively small scale of the Proposed Development, only limited quantities of
construction and demolition materials are anticipated. Actual quantities shall be
confirmed and refined by the appointed Contractor as construction progresses.
A detailed Site Layout is presented in Figure 2-1 below.

concrete, timber, steel, packaging, plastics and general construction waste, together
with materials arising from removal of the existing external canopy.
6.1 Waste Prevention and Minimisation
• Construction materials shall be ordered and delivered having regard to the
quantities required for the works.
• Materials shall be stored appropriately to prevent damage from weather,
handling or site activities.
• Materials shall be delivered on an as -required basis where practicable to
minimise unnecessary storage and potential waste.
• The Contractor shall seek to minimise off -cuts and surplus materials through
appropriate planning and material control.
• Excavated material suitable for reuse within the development shall be retained
and reused where technically and environmentally appropriate.
6.2 Reuse of Material
The reuse of suitable materials on Site shall be prioritised. Excavated soil and stone
suitable for reuse may be used for appropriate reinstatement, landscaping or other works
associated with the development, subject to suitability and applicable regulatory
requirements.
6.3 Recycling and Recovery
Where materials cannot be reused directly on Site, they shall be segregated into
appropriate waste streams to maximise recycling and recovery opportunities. Materials
shall not be unnecessarily mixed where segregation can reasonably be achieved.
6.4 Excavated Soil and Stone
Excavated material generated during foundation, drainage and service installation works
shall be assessed for its suitabilityfor reuse within the development. Material suitable for
reuse shall be retained on Site where practicable.
Where surplus excavated material cannot be reused within the Proposed Development,
the material shall be assessed to determine whether it can appropriately be managed as
a by-product or whether it is waste. Material classified as waste shall be removed by an
