MSCSI MRICS Finegan Jackson Building Surveyors Limited 7th August 2026 Mr Ben Clerkin Planning Department Monaghan County Council, 1 Dublin Street, Monaghan, Co. Monaghan RE: Gareth & Karen Conlon – Planning Reference 26/60196. Further Information in relation to Permission for development at this site: Aghacloghan, Carrickmacross, Co. Monaghan. The development will consist of; Construction of a single-storey short-term accommodation extension to existing environmental education and retreat centre, internal and external alterations and additions, connections to existing services and all associated site works; to include revised proposed car parking plan. Dear Ben, We are in receipt of your request for additional information dated 6th July 2026. We attach the following documents with this response: Documents: 1. This cover letter including appendices 2. Proposed Wastewater Treatment System Report (Provided by O’Reilly Oakstown Ltd) 3. ‘As-installed’ Wastewater Treatment System Report (Provided by Horizon Group) 4. Sightline Agreement – Michael Byrne (Planning Ref. No. 19/269) Drawings: 1. Drawing No. J2026 – FI01 – Revised Proposed Car Parking Plan 2. Drawing No. J2026 – FI02 – Existing Site Entrance Plan (R180 Carrickmacross to Ballybay Road) Item 1: While Section 15.24 and Table 15.5 of the County Development Plan 2025-2031 provide indicative car parking standards, neither the leisure/retreat nor accommodation categories individually reflect the hybrid nature of the proposal. The development would operate as a small-scale retreat with restricted occupancy. Having regard to likely trip patterns in a rural context, parking demand is more appropriately assessed based on anticipated occupancy rather than floor area or bedroom numbers. On this basis, a requirement in the order of 8-10 spaces is considered reasonable and proportionate. THE STABLES, DRUMCONRATH ROAD, CARRICKMACROSS, CO. MONAGHAN. MSCSI MRICS Finegan Jackson Building Surveyors Limited 15 spaces are detailed on the proposed site layout plan, along the site boundary with the neighbouring dwelling house. Under planning file number 19/269, the new car parking area was to be within the site, in front of the new centre. Accordingly, please submit a revised site layout plan with (i) the amount of car parking reduced; and (ii) the area relocated away from the party boundary to where it was originally proposed under planning file number 19/269. Please see attached revised car parking layout to reflect the original location proposed on planning Ref. No. 19/269. The number of car parking spaces have also been reduced, which conforms to 15.24 Car Parking Standards and Table 15.5 Car Parking Standards of the Monaghan County Council Development Plan 2025 – 2031. 10nr of parking spaces will be provided including a disabled space. Item 2: In the interest of environmental health and to allow for a fully informed decision, please submit written confirmation – from a suitably qualified person(s) – that the existing wastewater treatment system is fit for purpose and that there is sufficient capacity to cater for additional loading from the proposed development. O’Reilly Oakstown Ltd assessed the Soil Test Report (dated 10th May 2019) and confirmed that the Oakstown BAF 20 PE Wastewater Treatment System, with a balancing tank, will meet the residential and commercial demands onsite. This O’Reilly Oakstown Environmental Report has been attached as part of this submission. In conversation with Denise Jordan (phone call on 23rd July 2026) of Monaghan County Council, it was confirmed that the ‘As-installed’ Wastewater Treatment Report will suffice in meeting the criteria for this further information request. A report (see attached) completed by Horizon Group – Ted Duffy, dated 27th June 2023, confirms that the percolation area has been constructed as per the site characterisation report and specifications submitted to Monaghan County Council under planning application number 19/269, and it is in compliance with the Environmental Agency Code of Practice for Domestic Wastewater Treatment Systems. Item 3: In the interest of traffic/road safety and to allow for a fully informed decision, please submit details confirming that the access standards conditioned under the previous planning permission file number 19/269 are in place. In conversation with the MD Engineer for Carrickmacross (phone call on 23 rd July 2026), it was agreed that the sightline agreement that was submitted as part of Planning Ref. No. 19/269 was required to show that the applicant has the legal right to maintain the visibility splays of the laneway accessing the R180 Carrickmacross to Ballybay Road. This has been attached as part of this further information submission. RECEIVED: 14/08/2026 Owen Finegan B.Sc. (Hons.) MCIOB | Wayne Geary B.Sc. (Hons.) MSCSI MRICS Finegan Jackson Building Surveyors Limited It was also discussed that a site entrance drawing from the R180 Carrickmacross to Ballybay Road is to be submitted, indicating the visibility splays which are required to be maintained under the abovementioned legal agreement. Please see attached drawing No. j2026 – FI02 – Existing Site Entrance Plan. Should you require any further assistance, please do not hesitate to contact me.
