Policy AGP 1 / Section 15.13.1 requires that it be demonstrated with agricultural development why the development in question is necessary for the running of the agricultural enterprise. Whilst information has been submitted evidencing that the applicant engages in agricultural activity, it is nonetheless unclear why the development in question is necessary. Furthermore Policy AGP 1 / Section 15.13.1 also sets out that where agricultural development is to be located away from existing agricultural buildings, it must be clearly demonstrated why. It is noted that the applicant recently achieved planning permission for agricultural buildings under permission Ref. No. 25/60411 yet no further justification has been provided to why the development in question is needed (over and above this other permission) and why it needs to be located away from the site of 25/60411. 2. The proposed development is considered insufficient in terms of the environmental and policy compliance information provided. In this regard, the applicant is requested to: a) Submit a fully completed Water Protection Plan checklist. b) Submit a revised site layout plan, scale 1:500, demonstrating the following: - All proposed/existing surface/storm water drainage systems (outlined in blue). - The directional flow of all surface water pipelines. - All associated discharge points and outfalls. - All proposed/existing foul/soiled water drainage systems (outlined in red). 3. The Planning Authority notes from the information submitted that the proposed development is within 100m of a third-party dwelling. In this regard, the Applicant is requested to: a) Submit a written agreement from the owner of the dwelling, consenting to the agricultural development. Written consent from the adjoining property owner must state there is no objection to the proposal and must be witnessed by a Solicitor or a Peace Commissioner in accordance with Section 15.13.1 of Monaghan County Development Plan 2025-2031.
