Planning Reference: 26/60021
Applicant: Health Service Executive
Development: Proposed Community-Based Residential Respite Facility
Location: Drumbear and Killygowan, Ballybay Road, Monaghan, Co. Monaghan
1. Purpose of Statement
This Operational Statement has been prepared on behalf of the Health Service Executive in response to
Items 3 and 4 of the Planning Authority’s Request for Additional Information.
The purpose of this statement is to clarify the intended operation of the proposed respite facility, including
hours of operation, service-user numbers, staffing, arrival and departure patterns, visitor arrangements,
the nature of the accommodation provided and the function of the internal staff and multi-purpose spaces.
The information contained in this statement is based on the operational information provided by HSE
Cavan Monaghan Disability Services.
2. Nature of the Facility
The proposed development will operate as a community -based residential respite facility for persons with
disabilities.
The facility will provide short-term respite care and is not intended to operate as permanent or long -term
residential accommodation.
The nature of the service is such that service users will stay at the facility for relatively short periods as part
of planned respite arrangements.
3. Operating Hours
The proposed facility will operate on a 24 -hour basis, seven days per week.
The 24-hour operation refiects the residential nature of the respite service and the requirement to provide
continuous care and support to service users during their stay.
4. Number of Service Users
The facility is intended to accommodate up to approximately 5 service users at any one time, during both
daytime and nighttime operation.
The exact number of persons present at any particular time may vary depending on individual respite
arrangements and operational requirements.
RECEIVED: 25/08/2026
5. Staffing
The anticipated staffing levels are:
• approximately 3–4 staff members during daytime operation; and
• approximately 2 staff members during nighttime operation.
Staffing levels may vary where necessary to respond to the individual care and support requirements of
service users.
The principal staff shift-change periods are anticipated to occur at approximately:
• 8:00am, and
• 8:00pm.
The staffing arrangements therefore result in relatively predictable vehicle movements associated with
staff arrivals and departures.
6. Service User Arrivals and Departures
Service users attending the respite facility will generally arrive and depart during daytime hours.
The principal arrival/departure period is anticipated to occur between approximately 12:00pm and 3:00pm.
Service-user movements will be associated with planned respite arrangements rather than continuous or
high-frequency public access to the facility.
Given the nature of the service, service -user arrivals and departures will be managed and coordinated by
the HSE as part of the operation of the facility.
7. Visitors
Visitor access to the facility will be pre-arranged and managed in advance by the HSE as part of the
operational running of the respite service. Visits will not be ad hoc or unrestricted, and will only occur where
scheduled and approved in line with the care plan for individual service users.
Visitors will generally be permitted to attend the facility between approximately 10:00am and 10:00pm,
subject to prior arrangement and operational requirements on site.
The number of visitors at any one time will be strictly controlled and is expected to be very limited, with the
facility designed and operated to ensure that overall occupancy levels on site remain low and manageable
at all times.
Given the short-term and planned nature of respite stays, together with the controlled visiting
arrangements, service users will not typically receive multiple or frequent visitors during their stay.
Accordingly, the proposed development will not give rise to signiflcant or uncontrolled visitor activity, and
visitor movements will be fully managed as part of the overall operation of the facility.

8. Nature of Residential Accommodation
The proposed facility will provide short-term residential respite care.
It is not intended to provide permanent long-term residential accommodation.
The function of the development is to provide temporary residential support for persons with disabilities as
part of the HSE’s respite service.
9. Staff Offices
The two offices shown within the proposed building are required solely for the operation and management
of the respite service.
The offices will be used by:
• staff associated with the service; and
• the manager responsible for the operation of the facility.
The offices are ancillary to the residential respite use and will not accommodate any separate commercial,
administrative or public-facing function unrelated to the facility.
10. Multi-Purpose Room
The multi-purpose room will operate as a relaxation / sensory room for service users attending the facility.
The space is intended to provide a fiexible and appropriate environment for relaxation, sensory activities
and other activities directly associated with the care and support of residents.
The room will not be used for any separate community, commercial or public function beyond the operation
of the respite facility.

11. Car Parking Requirement
A total of 9 no. car parking spaces are proposed within the development.
The proposed parking provision has been assessed having regard to the operational characteristics of the
respite facility.
The principal parking demand will arise from staff attending the facility.
During normal daytime operation, approximately 3–4 staff members will be present, reducing to
approximately 2 staff members at night.
Service users will attend the facility as part of planned respite arrangements, with arrivals and departures
generally occurring between approximately 12:00pm and 3:00pm.
Visitor numbers are expected to be minimal due to the short-term nature of the respite service.
The facility is therefore not anticipated to generate the same level of parking demand as a conventional
residential, healthcare or community facility with unrestricted public access.
The provision of 9 no. on-site parking spaces allows for:
• normal staff parking requirements;
• short periods of staff overlap during shift changes;
• service-user drop-off and collection;
• occasional visitors; and
• limited additional operational demand.
Having regard to the scale and nature of the proposed service, the anticipated staffing levels, the limited
number of service users and the low level of visitor activity, the proposed provision of 9 no. parking spaces
is considered sufficient to accommodate the normal operational requirements of the facility.
12. Conclusion
The proposed development will operate as a small-scale, short-term residential respite facility providing
accommodation for approximately 5 service users.
The facility will operate on a 24-hour basis, with approximately 3–4 staff during daytime hours and 2 staff
at night.
Service-user arrivals and departures will principally occur between 12:00pm and 3:00pm, while staff
changeovers will generally take place at approximately 8:00am and 8:00pm.
Visitor activity is expected to be minimal.
The offices and relaxation/sensory room are ancillary to the operation of the facility and will not
accommodate separate external functions.
On the basis of the above operational arrangements, the proposed 9 no. car parking spaces are considered
adequate to serve the development. RECEIVED: 25/08/2026
